Mr. Speaker, silence. That is what Canadians heard from the Prime Minister and the Minister of Canadian Heritage after it was discovered that more than $500,000 was granted in public contracts to a public anti-Semite racist and bigot. Silence. Deafening silence. This individual has tweeted some of the most heinous and vile things imaginable. He called Jewish folks human bags of feces. He said that they should be shot in the head. I see a smirk across the way, and that is shameful. He labelled Black and indigenous people as house slaves. He repeatedly called francophone speakers frogs. This is who the government hired to teach Canadians about anti-racism. All of this horrific and shocking news was made evident, but what is perhaps most abhorrent is the fact that the Prime Minister did nothing for one month. There was a whole month of deafening silence. The point—

Mr. Speaker, it is not just these documents. That is just one of many actions being taken by the NDP-Liberal coalition government. Let me give other examples. Ministers can now end democratic debate without notice, just at will. In addition to that, of course, documents are being refused to be granted with regard to the study of the Emergencies Act. In addition to that, the members opposite are now moving Bill C-11, which would shut down our ability to use the Internet with freedom. It would control what we can see, what we can hear and what we can post online. Why is the government so determined to kill democracy?

Mr. Speaker, the Emergencies Act can be invoked only if there is no other law in Canada that can deal with the situation at hand. It appears that there was military surveillance that was conducted during the Ottawa protest. I find that very interesting, as do many Canadians, because either the government authorized this flyover, this military surveillance, without lawful authority, or it utilized another law in Canada, namely the National Defence Act, and, therefore, the Emergencies Act was not required. Which is it? Did the government conduct military surveillance illegally, or did it invoke the Emergencies Act illegitimately?

Mr. Speaker, to adequately justify the use of the Emergencies Act, the government must demonstrate that there is not an already existing law in place that could deal with this so-called emergency. Since the Prime Minister invoked the act on February 14 in response to the Ottawa protesters, I have to assume that there is in fact good evidence that procedure was followed. However, to know for certain, we need access to certain documents that are held by cabinet right now. The Prime Minister is hiding behind secrecy. This is strange for a Prime Minister who has committed to openness and transparency. Therefore, the question really is this: Why the cover-up?
