Mr. Speaker, there is indeed a secret in the House, and that is the Conservative Party's true intentions when it comes to cuts. “Chop, chop, chop,” as my colleague from Gaspésie—Les Îles-de-la-Madeleine so aptly puts it. That party wants to cut social programs and the programs that are so dear to Quebeckers and Canadians: women's rights, the right to abortion, the right to contraception. The Conservatives want to scrap our government's dental care and pharmacare plans. The secret is the Conservative Party's hidden agenda, which will do great harm to all Canadians.
With our government's usual transparency, this evening we will proceed to report stage consideration of Bill C-20, an act establishing the public complaints and review commission and amending certain acts and statutory instruments, and Bill C-40, an act to amend the Criminal Code, to make consequential amendments to other acts and to repeal a regulation regarding miscarriage of justice reviews, also known as David and Joyce Milgaard's law.
Tomorrow, we will begin second reading of Bill C-63, an act to enact the online harms act, to amend the Criminal Code, the Canadian Human Rights Act and An Act respecting the mandatory reporting of Internet child pornography by persons who provide an Internet service and to make consequential and related amendments to other acts.
I would like to inform the House that next Monday and Thursday shall be allotted days. On Tuesday, we will start report stage of Bill C-69, the budget implementation act. On Wednesday, we will deal with Bill C-70, concerning foreign interference, as per the special order adopted last Thursday. I wish all members and the House staff a good weekend.

Madam Speaker, the member for Alfred-Pellan is just as much a Quebecker as my colleague opposite. The Quebec Liberal caucus, with its 35 government members, is here to protect the French fact in Quebec, as well as official languages in general and francophone minorities across the country. In contrast, the Bloc Québécois exists to do just one thing, and that is to pit Quebeckers against one another, to create conflict and divide people.
That is not why we are here. We are in favour of linguistic unity.

Madam Speaker, if there is one thing that we could not be any clearer about, it is the dedication within the Liberal Party of Canada and the Government of Canada to respecting this country's two official languages. In every institution and at every moment of life in Canada, we are there to protect francophone minorities outside Quebec. We acknowledge that French is declining across the country, including in Quebec, and yes, we also acknowledge that there is a linguistic minority in Quebec.

Madam Speaker, the member across the way knows full well that Quebec is not included in the Canada-wide or federal price on pollution because Quebec has its own system.
The member also knows that what he is proposing would help Quebeckers save a penny or two per litre of gas. To actually get the savings they have been told to expect, Quebeckers would have to drive to Mexico and back every summer.

Mr. Speaker, the Bloc Québécois is voting against pharmacare. The Bloc Québécois is voting against health care budgets. The Bloc Québécois is voting against all our efforts to provide dental care, and the list goes on.
If we were to take the Bloc's desired ratio, or if we were to compare the Outaouais with any other region in Quebec, we would see that the Outaouais region is underfunded. The number of doctors, nurses, surgeries and hospitals has fallen in the area. The Outaouais needs urgent action on health care.

Mr. Speaker, this is proof once again that it takes a Liberal member from Quebec to stand up for Quebeckers and defend the interests of Quebec voters in the House of Commons. Obviously, we fully respect Quebec's jurisdictions. I did not intend to bring this up, but thanks to the Bloc Québécois, I am reaffirming that the Quebec government must urgently address health care needs in the Outaouais region.
Any objective person looking at this situation will realize that action is needed on health care in the Outaouais.

Madam Speaker, it is true that questions of privilege take priority in Parliament. That is why we have been debating this matter all day. However, for the umpteenth time, the Bloc Québécois is joining the opposition leader and his troops in attacking the Speaker of the House and the work that needs to be done here.
The summer adjournment is only a few weeks away. The member knows full well that we are going to address issues that are likely to please her constituents, issues like the dental care plan, initiatives like the pharmacare plan and the amounts to be transferred to the Quebec government to expand child care centres in her riding.
The member knows full well that she is obstructing Parliament, and we want to stop that obstruction so that we can finally offer her constituents and all Canadians measures that will help them in their everyday lives.

Madam Speaker, of course there is a connection.
Why? It is because what frightens the Bloc Québécois are bills passed by this Parliament that will help Quebeckers, measures taken by the overnment of Canada that will help the people in our ridings.
The Bloc knows that thousands of people walk up to me at hockey and soccer games and tell me they are so happy they qualify for the dental care plan. People with diabetes ask me what the pharmacare plan will do for them.
What frightens the Bloc Québécois is the fact that these programs are delivered directly to citizens by the Government of Canada. The fact that we are helping Canadians proves that the Bloc's separatist rhetoric is hollow. It keeps Canada going, and Quebeckers like it. That is what they are afraid of. They would rather debate the speakership.

Madam Speaker, my colleague and I come from the same province. The Quebeckers I speak to want Parliament to take action on things that will positively impact our constituents on a daily basis, not dwell on procedure and the Speaker of this House for the umpteenth time. Mr. Speaker, my hon. colleague from the Bloc Québécois forgot one thing. He failed to mention that he hates the fact that, as we speak, Quebeckers are working to help build the best country in the world, Canada, using offices on both the Quebec and Ontario sides of the river.
Quebeckers also contribute in large part to ensuring that we have a bilingual country that respects its two official languages, and they are helping maintain and grow Canada.

Mr. Speaker, I am very proud of Quebec's representation in the Government of Canada's public service. This government has increased Quebec's representation in the federal public service.
We are very proud to have Government of Canada public service jobs in Quebec, just as we are proud of having Quebeckers work on the other side of the river. Yes, we operate a bilingual government that takes care of both official languages on both sides of the river.

Mr. Speaker, perhaps my colleague did not read the same thing as I did. The Governor of the Bank of Canada—the very one whom the Conservatives promised to fire right away, I might add—said yesterday that he could consider a return to lower interest rates. All of this has been confirmed by international credit rating agencies, such as Moody's. Canada is maintaining its AAA credit rating with a stable outlook. That is gold.
We are responsible, and we are governing for Quebeckers and Canadians.

Mr. Speaker, I will tell my hon. colleague what Quebeckers have gained.
They got dental care. They got a school nutrition program. They got nearly 35,000 new child care spaces funded by the Government of Canada. They got a housing plan and $1.8 billion to speed up the construction of new housing under an agreement with the Legault government.
With our government, Quebeckers have regained progress, well-being and a government that forges ahead for them.

Mr. Speaker, the member opposite knows full well that no active requests have been made by authorities in Montreal, Quebec or elsewhere, so this pilot project will not be extended to Quebec or Montreal. He is well aware of that, and I would invite him to watch what he says about that.
That being said, we will not take any lessons from the Conservative Party, whose senior adviser has done an about-face and is saying that what the Conservatives did when they were in government was immoral.

Mr. Speaker, last week, the Conservative leader showed his true colours when he refused to denounce certain views. He is still refusing to do it. I wonder to what extent the Quebec caucus of the Conservative Party supports his words and actions.

Mr. Speaker, I would like the member and all Quebec Conservative members to talk to their leader, because their leader is standing in the way of the 400,000 jobs that could be created across Canada thanks to green technologies. For example, the battery industry will create tens of thousands of jobs in Quebec.
The member knows very well that Quebec will prosper in a green economy. He should tell his leader to stop standing in the way of progress.

Mr. Speaker, let us talk about a former premier of Quebec, Mr. Charest, with whom this member served and voted in favour of a price on pollution.
I think the hypocrisy coming from the other side of the House is quite striking, especially in a context where, today, we are talking about the 400,000 jobs that could be created in Canada thanks to green technologies and the new economy. This member is against these opportunities in battery plants in Quebec.
Be that as it may, on our side of the House, we support opportunities for Quebeckers.
