Madam Speaker, we would agree if the Conservatives would also table their election platform that said they would take HST off, and now they are refusing.

Mr. Speaker, this is an important discussion, because either we have a charter that protects the rights of citizens or we do not. What we have seen is the willingness of provincial governments to pre-emptively use the notwithstanding clause to target workers and religious minorities and to justify unconstitutional laws, which is deeply concerning. That strips the fundamental rights of citizens and their ability to challenge the provincial governments when they abuse those rights. In watching the outrageous use of this clause, it concerns me that the federal government has sat on the sidelines and told citizens to defend themselves. Is the federal government going to stand up for the principle of the charter or is the charter just some paper document that can be used, annulled or ignored depending on whatever government is in power in the provinces?

Mr. Speaker, in the last election we heard loud and clear from Canadians that they wanted us to go to Parliament and work for them and stop the partisan bickering and fighting. We see the Bloc and Conservatives continuing with that. New Democrats pushed to get the doubling of the GST tax credit, and that is making a huge difference. We pushed for the investigation into profiteering in the grocery chains. We pushed for the national dental care program, which, despite the Bloc's claims, will cover many people in Quebec who are not covered now, and we pushed to get support for low-income housing renters. The big issue for us right now for this winter is taking the HST off home heating, because people cannot afford to heat their homes due to the high price of fuel. We know the Bloc has opposed every measure that helps people. Does the Bloc support the New Democratic plan to take HST off home heating to help people get through this winter?
