Mr. Speaker, the issue of Conservative hypocrisy in the Senate is one of the reasons the Canadian people threw Brian Mulroney out. They gave him the bum's rush after he imposed eight senators to force through the most hated tax of all time, the GST. Canadians were stuck paying for these dudes until they were 75. They cannot be fired. The price of a Conservative sock puppet is enormous. Stephen Harper came in and said he was going to reform the Senate. What did he do? It is just one long list of pals and cronies. Let us talk about Larry Smith. Larry Smith gets appointed to the Senate, and he is outraged when he finds out how much money he is going to make. He says it is “a dramatic, catastrophic pay cut” that he had to serve the Canadian people. This is how out of touch the guy is. He then runs for office. Needless to say, the Canadian people want nothing to do with Larry Smith, so he comes in third. This man is unfit for public service. Stephen Harper puts him back in, a loyal sock puppet, and we are stuck with this guy until he is 75. He cannot be fired. He does not have to show up for work. All he has to do is be loyal to the Conservative Party. When I see the member who is living in Stornoway, a 19-room mansion, talk about the common people and the Senate, I am amazed. Does he not meet with them every week and know exactly how entitled and how out of touch and what cronies of the Conservative Party they are?

Mr. Speaker, it is a great honour to rise and speak to this issue. I will be sharing my time with the member for Edmonton Griesbach. It is fascinating to be in the House talking about an update to outdated legislation to protect civilians and children from toxic “forever chemicals” and see the Conservatives wrapping themselves in defending plastics and toxic chemicals as somehow a vision for a better Canada. It really is peak Conservative. I think of how far the Conservative Party is today from the Conservative Party back in the days when Brian Mulroney first brought the legislation through. He was a prime minister with whom I disagreed on many things, but he helped negotiate the Montreal Protocol, an international agreement that literally saved the life of this planet. The Conservatives today, if we were dealing with something like the ozone hole threat, would be lighting their hair on fire, the ones who have hair, and attacking this as some kind of disinformation and conspiracy theory. However, Brian Mulroney was able to work internationally on that. He also pushed the treaty on acid rain, which was destroying the lakes across my region in northern Ontario. Under the new Conservative leader, he would be embracing acid rain, telling us it was the best thing that ever happened and that we had to support it. Mr. Speaker, we are not discussing the War Measures Act. That no longer exists. This is an act brought in 1987 by Brian Mulroney. It is irrelevant.

Mr. Speaker, I have two things to say. First, I would like to thank the National Assembly of Quebec, which has offered its support to Ottawa residents by sending in the Sûreté du Québec and providing their expertise. I therefore thank Mr. Legault. The second point for my friend, who has not been here all that long, is that he missed a part. When Brian Mulroney's government brought in the Emergencies Act, the New Democrats said this: ...we are pleased that the Minister has brought forward a proposal to replace the War Measures Act.... [We] do not want to reopen old wounds. Instead, I hope this Bill as amended will complete the healing process. Yes, there is a difference between those acts.
