Mr. Speaker, corporations should not be allowed to lie about the threats that are posed by their products, which is a no-brainer, unless of course we are talking about big oil. Last week, a front group for the oil and gas industry was found guilty of running a massive disinformation campaign on the supposed benefits of burning even more fossil fuels.
The planet is on fire. People are getting sick, yet this Liberal government has never taken on the lies and the greenwashing of big oil. To the Minister of Environment, what is it going to take to end this massively funded disinformation campaign by the fossil fuel industry?

Madam Speaker, we gave $31 billion to big oil, so companies could take unrefined bitumen; they would not even bother to process it in Canada. It is the dirtiest product on the planet, and we are going to have the taxpayers pay to ship it. Meanwhile, the Conservatives cheer it on and the Liberals say it is going to be good because they will somehow lower our emissions. We cannot continue to burn fossil fuels without killing the future of our children. Those are the facts.

moved for leave to introduce Bill C-372, An Act respecting fossil fuel advertising.
He said: Mr. Speaker, last summer, 200,000 Canadians were forced out of their homes from toxic fumes. Children were unable to go outside, and there were asthma attacks in elderly people from toxic pollution caused by burning fossil fuels. There are more people dying every year from pollution caused by fossil fuels than from tobacco.
The big tobacco moment has arrived. We know that big oil has done years of disinformation and interference and false claims about the damage it is doing to the planet, but it is also killing people.
Today, I am proud to rise and introduce a bill that would make illegal false advertising by the oil and gas industry. The big tobacco moment has finally arrived for big oil. We need to put human health ahead of the lies of the oil sector.

Madam Speaker, the issue of home heating fuel is something I know a great deal about, as I represent rural northern Ontario. People are not able to afford it. I can also say that for the people who are living on a northern reserve and paying over $2,000 a month for electric heat because they are isolated and then are having to pay a tax on top of that, it is punitive. We have senior citizens across the board who simply cannot pay for heat, so we need to be fair, which is what the Liberals have failed to do,
When the Liberals had their MPs from Atlantic Canada backing them, it gave the impression they were defending people who were in a region who had more home oil. However, everywhere in the country should have the same opportunities, and we just saw Conservatives vote down an opportunity to bring fairness to British Columbia. They did not want that to happen.
Again, we are seeing region being pitted against region by both Conservatives and Liberals.

Mr. Speaker, the truth certainly hurts the Conservative Party as the planet burns and Conservatives are supporting the massive increase in fossil fuel burning, which is why they backed Rich Kruger, CEO.
What concrete steps will the government take to hold big oil to account to protect Alberta jobs, Canadian communities and our planet from the fires that are happening from the climate crisis?

Madam Speaker, the Conservative leader announced he was going to spend all summer during the hottest summer in history, as Canada was burning, promoting burning fossil fuels for free. It was so bad he got choked out of a number of the communities that were facing this. Even as their own communities were burning, like when Kelowna was on fire, what did we have? We had the member for Kelowna—Lake Country bragging about fossil fuel burning being free.
The connection between burning fossil fuels and the climate crisis was proven a long time ago, despite the amount of money Exxon spent trying to suppress that. The Conservatives have no plan. Only recently, they said they have something called technology. They do not really know what it is because they are against battery plant investments, solar and geothermal, but they are into burning the planet.

Mr. Speaker, I listened to my hon. colleague say the old Conservative mantra that they are going to build pipelines, pipelines, pipelines. I was reading the indictment of the people of California against ExxonMobil, Shell, Chevron, Conoco, Phillips, and it says:

That is big oil:
—mounted a disinformation campaign beginning at least as early as the 1970s to discredit the burgeoning scientific consensus on climate change; deny their own knowledge of climate change-related threats; create doubt in the minds of consumers...
...Defendants have promoted and/or profited from the extraction and consumption of fossil fuels...
This has forced the state of California and the people of the world to pay for the damages. What we are seeing is the big tobacco moment.
My hon. colleague is saying big tobacco and big oil will continue to pollute the planet and it will be good. I would suggest that he read the indictment from the state of California against all the big five oil companies that knowingly discredited climate science and are knowingly destroying our planet.

Mr. Speaker, from hurricanes to floods to catastrophic wildfires, Canadians are living the urgency of the climate catastrophe, yet in the boardroom at Suncor the only urgency the members see is making as much money as possible from burning fossil fuels, even as our planet is on fire. We need better from CEOs like Rich Kruger.
Therefore, to the energy minister, when will the government stop giving a free ride to big oil and institute a credible emissions cap that will hold big oil accountable and protect the future of our planet?

Mr. Speaker, the reality is that we are at an unprecedented moment in our history as a people. The decisions we make now will affect one, two, seven or 10 generations ahead. We cannot be cavalier about this and engage in petty politics. We need to ask what we can do to make a difference. We have to do that. We have to take seriously the fact that the planet is on fire and that fire is being caused by the burning of fossil fuels. The most vulnerable regions on the planet are the ones taking the biggest hit, whether it be in the South Pacific or even in the region my colleague represents. Those communities did not cause this problem, but they are living with the consequences and looking to us to make a difference.

Madam Speaker, the Liberals did promise, in 2019, to get rid of fossil fuel subsidies, and then they amended it to say “inefficient”. Well, “inefficient” means anything they want it to, such as the $570 million the government gave to the methane cleanup, and we have no proof that the money was actually spent on dealing with methane.
The issue here, in terms of Putin's war, has certainly exacerbated the price of oil. It has created a crisis, and that has to be addressed. However, we were told the government was going to have an electric vehicle plan. We do not even have a plan to get the charging stations. Canadians across Canada would love to buy an electric vehicle, but if they cannot plug it in, what are they going to do?
I am looking at the budget, and I see more support for oil and gas than I see for the clean energy alternatives.

Mr. Speaker, a “carbon bomb” is any new fossil fuel project that would plunge the planet dangerously past the 1.5°C limit into a climate crisis. That is why the International Energy Agency has said there simply cannot be any more fossil fuel projects, so let us talk about the billions the government has put into the carbon bomb it owns, the TMX pipeline.
It can spare us the talk about an emissions cap. This is about burning an extra million barrels of oil a day. Given what is at risk, why did the environment minister decide to act as a sock puppet for the big oil lobby?

Mr. Speaker, I was fascinated when my hon. colleague talked about the Liberals' economic vision. One part was exporting fossil fuels internationally, which is very much in line with the Canadian Association of Petroleum Producers aim to vastly expand exports. My concern is that I do not know if my hon. colleague has actually read the IPCC report that says we have less than five years before we face catastrophe. The fact that the government wants to increase oil exports is very concerning. I would also ask if he has looked at the Canada Energy Regulator, which has looked at the Liberal plan. It said that in 2050, the amount of oil being produced, according to the plans from the Liberals, is going to be the same as it was in 2019. They are burning the future of the planet.
The member can talk about economic development all he wants, but until he gets serious about serious reductions, we are selling out the future of our children.

Mr. Speaker, last week the Conger ice shelf in Antarctica collapsed amidst record temperatures. Scientists are saying the polar region may be past the tipping point, yet last week the government increased oil production by 109 million barrels a year. Burning the planet might seem like a good idea for business, but it is condemning our children to a terrible future.
The environment minister has missed every single target he has established. Will his new plan include a hard limit on fossil fuel production, yes or no?
