Mr. Speaker, it is as if the Liberal government thinks Canadians do not know any better and that, if its members repeat something enough times, Canadians will just believe it. The reality is that there are Canadians, whether of Iranian heritage, of Chinese heritage or of a number of diaspora communities, who are at risk, have been intimidated or are being threatened. They have raised those concerns, and all they have been met with is a lot of rhetoric, a lot of good talk and no action.

Mr. Speaker, on July 11, this Sunday, a rally will be held on Parliament Hill by 2,000 Iranian Canadians to again protest the failure of the Canadian government to get justice from Iran for the January 8, 2020, shooting down of flight PS752. That horrific act murdered 176 people, 55 of whom were Canadian citizens and 30 of whom were permanent residents. One of those victims was a friend. Sunday's rally will also demand that the Canadian government abandon its ongoing reluctance to list the Islamic Revolutionary Guard Corps as a terrorist organization, and demand that the government finally take action against Iranian operatives who are harassing and intimidating the Iranian community in Canada. From Parliament Hill to Toronto City Hall and Richmond Hill, I have stood in solidarity with Canada's Iranian community. Will the government? To date, the protesters have received useless platitudes and empty promises. Hopefully the government's indifference will soon end.

Mr. Speaker, today marks 1,241 days since the IRGC murdered 55 Canadian citizens and 30 permanent residents among 176 people killed when Flight PS752 was shot down. One of them was my friend. Last year, on the 1,000th day, Iranian Canadians came to Ottawa to get justice for those innocent victims and get action on Iranian operatives who threaten and intimidate Iranian Canadians on our own soil. They also wanted their government to finally designate the IRGC as terrorists, but they got only useless platitudes. On June 11, when they return to Parliament Hill, will they again receive empty promises?

Madam Speaker, a simple yes or no would have sufficed. As more media attention focuses on the porous defence and the lackadaisical attitude that the government has toward confronting foreign operators on our soil, along with the reluctance to safeguard Iranian Canadians and Chinese Canadians who are being intimidated, has the government abrogated its duty to protect its citizens and election process? Is the government also content for Canada to put up permanent doormats for Iranian and Chinese governments to do whatever they want?

Mr. Speaker, the actions of Iranian and Chinese operatives in Canada has received a pathetic response from the government. Canada has become a doormat for foreign interference. Is the government aware of article 41(1) of the Vienna Convention on Diplomatic Relations? It states that all persons enjoying privileges and immunities in Canada have a duty to “respect the laws and regulations of the receiving State. They also have a duty not to interfere in the internal affairs of that State.” Other nations expel pseudo-diplomats and agents. Does the government even understand the concept of persona non grata?

Mr. Speaker, we have pretend Chinese diplomats operating pseudo police stations in Canada and intimidating Chinese Canadians. We know of China's interference in our electoral process. There are also Chinese spies infiltrating Canadian businesses. A wealth of evidence also points to the Iranian regime stalking and intimidating Iranian Canadians. Our country has many exemplary citizens who left China and Iran to live in a free Canada. Is the government going to continue its do-nothing approach with the undiplomatic actions of China and Iran, or will it act to finally stand up for our citizens?

Mr. Speaker, it has been 1,000 days since Ukrainian International Airlines flight PS752 was shot down by the Islamic Revolutionary Guard Corps: 167 passengers and nine crew murdered; 57 Canadian citizens murdered; 138 students and academics returning to Canada to attend or teach at our universities murdered. One was Dr. Mohammad Amin Jebelli. He was my friend. He was a student of mine at the University of Toronto. Amin was always willing to help out. He was always there to ensure no student was left out. I will never forget him. The Iranian regime, the murderers of Zahra Kazemi, Mahsa Amini and all those on PS752, must be made to understand that the passage of time will never erase its crimes nor fade the memories that we hold of its victims. The Holy Quran commands “to act against those who oppress people and transgress in the land against all justice.” Canadians demand their government hold that regime accountable and to finally declare the IRGC as a terrorist organization.
