Madam Speaker, the parliamentary secretary said key words that the minister said, which is “no additional funding”. The question that Canadians have is this: How much funding has been extended to date, and had funding been accelerated until that announcement was made? Furthermore, what steps will the government take to ensure that money does not make its way to aiding and abetting terrorists? UNRWA is Hamas, and Hamas is UNRWA. If we want to help people in need, as I think everyone would, money should be going to dedicated agencies that have not been infiltrated by Hamas, as UNRWA has. Again, on the additional funding, when was funding extended and how much more has been given in advance of the alleged pause?

Mr. Speaker, despite evidence on the misuse of international aid by Hamas, Canada recently pledged $16.2 million to non-profit organizations in the region, including $10 million to the UN Relief and Works Agency, UNRWA, for its Palestinian programs. How can Canada fund UNRWA when one of its own employees held an Israeli citizen hostage in Gaza? Hamas uses UNRWA buildings to launch rocket attacks. Over 100 Hamas terrorists attended UNRWA schools that teach anti-Semitism and Israel's elimination. Will Canada review its UNRWA funding and suspend it if the agency is found to be in non-compliance with UN operational standards?

Madam Speaker, the parliamentary secretary talks about training. That is great. The issue is this. What is the result? I will tell him what the result is. In May of 2022, Canada was host to the world AIDS summit. There were African delegates invited to our country on Canadian government letterhead who could not get visas, which were immensely delayed or outright rejected. In October of 2022, Toronto, my home city, was supposed to host the Gabon-Canada trade investment forum. Not a single delegate from Africa who had been invited on Canadian government letterhead was able to secure a visa. How does the parliamentary secretary reconcile these two? There is a clear problem and if the government does not act it is going to be escalated. We as a country cannot afford any more international embarrassment. More importantly, what is happening is not living up to our standards or values. What is the government going to do to address this issue before it gets worse?

Madam Speaker, I am rising today to commend the Toronto Police Service, specifically Sergeant Jeff Zammit and the major crimes unit at 14 Division. Yesterday, they raided an illegal cannabis store operating right across the street from two elementary schools and a community centre in Spadina—Fort York. There were six adults arrested for selling illegal cannabis and magic mushrooms. They were charged with possession of a schedule III substance for the purpose of trafficking, possession for the purpose of selling and possession of proceeds of crime. Right across the street from two elementary schools, there was an illegal store that set up shop with dried cannabis, pre-rolled joints, oils, hash, 48 kilos of edibles and, believe it or not, psilocybin in chocolate bars. The raid sent a message to illegal cannabis stores sprouting up throughout Toronto. They will be found. They will be closed down, and they will be arrested.
