Mr. Speaker, my colleague is somebody I have worked with quite closely on a number of different files, and I appreciate her insight and thought process. I would agree with her that this is a very complex issue. There are some things we can do and other things we can continue to work on. Supporting local producers is vital. Supporting our farmers is a very important role that the government can step into and play. I do not know very well the Quebec program the member is referring to. I am a member of Parliament, of course, from Alberta. I congratulate the Edmonton Oilers. What we can do to support local farmers is very different from making sure that corporate giants are not taking $6 billion out of the pockets of Canadians and gouging them. Those are two very different things, and we can very much support one without supporting the other.

Mr. Speaker, I work with my colleague quite closely on the global co-operation caucus, and I know how much she cares about people in Canada and around the world. As an Albertan, I know that inflation in Alberta is among the highest in the country and people living with disabilities are really struggling. We have heard words from the government that it wants to support people living with disabilities, but when we saw what was actually brought forward, what a disappointment that was, what a betrayal that was. The idea that Canadians living with a disability are not able to live with dignity in our communities is heartbreaking. All of us should be very concerned when the Government of Canada is not supporting the most vulnerable within our communities. I wonder if the member has some comments on the failure of this budget to meet the moment, to meet the needs of people living with disabilities.

Mr. Speaker, we are in this situation where over 13,000 children have been killed and over 30,000 civilians have lost their lives. I know the minister speaks to her colleagues in other countries and to allies in the United States and in the United Kingdom. I have two questions for the minister at this pivotal moment when all Canadians are very much hoping the Liberal government will have the moral courage to do what Canadians across the country have been asking for. Has the minister reached out to leaders within the United States to push them, to urge them to do more to make sure that peace can happen in the Middle East? Will she be supporting our motion today?

Mr. Speaker, it is good to hear that the Bloc will be supporting the motion. I think it is very important. I certainly hope many members across the House choose to support this motion, which does align with international law and with Canadian policy and human rights. In terms of the piece of this legislation that calls for a recognition of the state of Palestine, I will say, once again, that 139 United Nations member states have already taken this step. This is something Canada should have done some time ago. I will also say that the U.S. has signalled that it is ready for this conversation. The United Kingdom has signalled that it is ready for this conversation and, as I mentioned in my speech, the Spanish Prime Minister has already asked Parliament to recognize the state of Palestine. This is something that is already happening around the world. It has always been, for me, a very difficult thing that we talk about a two-state solution and the need for a two-state solution, and that this is the path by which we find peace for Israelis and Palestinians, yet we do not recognize the existence of two states. It does not make sense. We need to have that recognition so the conversations that lead to a more peaceful future in the Middle East can happen.

Madam Speaker, it is always interesting to listen to my colleague and hear his thoughts. We are in this place right now having this debate. We were not told that this was coming. This has been a bit of a surprise for us. We are trying to think of ways that we could help the people of Afghanistan. I do not think there is a single person in this place who does not think that we should do everything we possibly can, particularly for the women and girls of Afghanistan. I have to say, though, that I have the list here of the votes that we had over the 30-some hours that we stayed in the House voting because the Conservative Party thought that was a useful thing to do. While they are here telling us that it is vitally important that we support Afghanistan, three times for millions of dollars they voted against supporting international development and foreign affairs efforts. On one hand they are taking away the money that people in Afghanistan need. In Afghanistan right now, we have people who are severely food insecure, who need help, yet we have the Liberals with Bill C-41 making it very difficult to deliver that aid, and we have the Conservatives literally voting to stop it. Mr. Speaker, I would like to thank my colleague for persevering through that speech. I hope he gets a lozenge by Wednesday, so he can be in better shape as we all discuss his motion, which of course I will be supporting. I am incredibly honoured to be able to work with the member as he brings this motion forward. I bring some legitimate concerns that the governing party is not acting on this and that it has taken a private member's motion to bring this forward rather than government legislation, which we know could also be done. I wonder why the member thinks that so long into this, after we have done the work, and I did this work with the member at the international human rights subcommittee, it is still on a private member's motion that we are acting.

Madam Speaker, we need to have things like pharmacare, eye care, mental health support, supports for people living with disabilities and supports for indigenous people, who have not even basic rights being given to them. We need to have support for people around the world. We have a food crisis. Putin is once again threatening famine to millions of people in sub-Saharan Africa and the Middle East. We need to be supporting women getting an education in Afghanistan and other places around the world. I know what the Conservatives will say. They will say that we cannot afford it and pay for it. There are a few things I want to say to them. First of all, we do have some solutions. The first solution is something I hope they will support today, which is the motion we brought forward where we would make sure grocery stores are not able to gouge consumers and that grocery stores are not able to make massive profits while the cost of food goes up in Canada. We have suggested a profiteering tax. This is a great idea, and in fact, something the Conservatives in the United Kingdom have done. We could do that. We could have wealth taxes. There is $30 billion of unclaimed taxes we need to go after. It is always going to be a shock to me, but I am standing up here on the same side as the CEO of Shell begging the government to tax corporations at a higher rate so that the burden of paying for social programs, which are so vital, falls equally and does not fall on everyday Canadians and small businesses in our communities, and so that the corporations and the utlrawealthy are paying their fair share. To me, this does not seem like it is brain surgery. This seems very doable and easy. When we talk about how we are going to pay for it, we have a world of options. Maybe, as my friend from Timmins—James Bay mentioned, if one wants to hold tight, I would be happy to bring those ideas forward. The NDP is happy to push the government to make those things happen. We are going to be doing it today. I am extremely proud of that motion. I look forward to answering questions.

Mr. Speaker, Canadians are united in their support for Ukraine and their condemnation of the horrific and appalling illegal war and genocide being perpetrated against Ukrainians by Vladimir Putin and the Russian Federation. Canadians want Canada to support Ukraine and Ukrainians. Canadians want their government to act, and time and again it has promised to act. It has promised to sanction Putin and the oligarchs. It has said all the right things about backing Ukraine. The government has once again made grand announcements about supporting Ukrainians fleeing the war and seeking refuge in Canada. However, like so many other pronouncements the government makes when it comes to support for Ukraine and Ukrainians, it is missing the mark. For three months my fellow New Democrats and I have been calling on the government to impose sanctions on Putin and the Russian oligarchs who are financing this illegal war, yet we know now that, while the Prime Minister was making these announcements, millions of dollars were being diverted. Millions of dollars that should have gone to Ukraine and used to support Ukrainians settling in Canada was taken away from the country. The government has missed the mark when it comes to humanitarian support. From the beginning of this illegal war, I have called on it to commit to working with Canadian organizations already on the ground, organizations that have the connections and experience to ensure that our humanitarian response is effective. Canadian organizations such as the Ukrainian Canadian Congress and the Canada-Ukraine Foundation have to do their own work. They have to fundraise separately to get humanitarian aid where it needs to go in Ukraine. Now, once again, when it comes to supporting Ukrainians fleeing the war, we now have yet another example of the government making big promises while again missing the mark. The Ukrainians fleeing this war are incredibly vulnerable and deeply traumatized. I met with many Ukrainians fleeing the war in Ukraine when I travelled to Poland and the border towns. What I saw was heartbreaking. I could not help but think of my parents, my children and myself in those situations when I saw those who were fleeing that violence. They are seniors, children, women, and mothers who are trying to find a safe haven for their children. They need housing, health care, child care, financial support, social supports, and to know that they will be safe and secure for the long term. Instead of providing these things, instead of living up to those promises, the government is providing work permits, work permits for seniors and women who cannot leave their children. The problem here is that the government either does not understand the issue or does not want to understand the issue. These refugees are refugees from conflict and need to be treated as such. They need to be named as refugees. They need to receive housing, financial support, and a path to permanent residency and citizenship if that is what they desire. Refugee status would give Ukrainians the chance to actually find refuge in Canada, but the current government is not granting them that status. Why not? It is because, if it acknowledges that these women and children are refugees, it would be obligated to support them, so instead the Liberals pretend. They pretend that Canada is giving refuge to these beleaguered and traumatized women and children. They pretend that Canada is living up to its promises. The Liberals pretend to care, and this is sickening me. It is time they stop pretending. Will the government finally commit to providing real support for Ukrainian refugees?

Madam Speaker, again, I would like to thank the member for bringing this important legislation forward. I have listened to my colleagues in the House today, and I am struck by the fact that so many of us are working so hard on human rights legislation and trying to move further, trying to do more and trying to make things happen faster for people around the world who are suffering injustice; particularly injustice that is happening at the hands of Canadian companies. I feel hope when I see that there are members from all parties who are working on this. I feel encouraged by the words I have heard from my colleagues. However, I do want to say that as a member of the opposition, my role is to continue to push and to continue to ask the government to do more. While I will be supporting this legislation, when it goes to the foreign affairs committee I will be proposing many recommendations and amendments, because while I am happy that this legislation is coming forward and it is timely and necessary, in typical NDP fashion, I do not think that this legislation goes far enough. Around 11% of the world's child population, 168 million children between the ages of five and 17, are forced to work or denied the opportunity to go to school. According to Article 32 of the UN Convention on the Rights of the Child, child labour should be protected from economic exploitation and any harmful work. Furthermore, the article declares that “state parties shall take legislative, administrative, social and educational measures to ensure the implementation” of restrictions. We know, for example, that research conducted in 2016 found that over 1,200 companies operating in Canada at the time were importing goods that were at high risk of being produced by a child or through forced labour. The majority of these companies disclosed very little, if any, information on the policies, practices and processes they had in place to address these rules. As parliamentarians, we need to think about what we would do to make sure that these people are protected, and we have an obligation to ensure that Canadian companies are held to account. We know that Canadians treasure our reputation as human rights defenders. We treasure our reputation as playing a role in the world where we recognize human rights: we call them out and we stand for them. Unfortunately, that has not been the reality in many parts of the world for some time. I am, as I said, encouraged that we are coming back to a place where we are looking at some of these issues. Bill S-211 is a starting point. I think that has been said in the House already, and I will repeat that. It is a starting point. It means that the federal government can lead companies to improve and expand capacity to address supply chain risks as corporate governance standards are increased over time. However, an effective bill to address forced labour and other human rights abuses would require companies to prevent harm from happening, and not just file an annual report. It would require companies to change their behaviour and do due diligence, and not just report it. It would give victims of abuse access to remedy, and not just let the companies continue business as usual. As it stands now, Bill S-211 needs to be revised so that it actually can help prevent forced and child labour rather than simply act as a diversion. Members may think that I am speaking cynically. I have to say that I feel that my cynicism is somewhat justified. Prior to being elected in the House, I worked in civil society. I worked very hard on human rights for people around the world who suffered at the hands of Canadian mining companies. I have watched the Conservative government, and I have watched the Liberal government put in place legislation to supposedly help protect indigenous groups, women and those who are marginalized from the impacts of bad corporate actors that are predominantly, as I said, in mining and textiles. Neither the Conservatives nor the Liberals did a good job of that. Neither of those governments put in place an ombudsperson who could do the job. The talk was there and the words were there, particularly from our current government, but none of the action was there. I brought forward a piece of private member's legislation that I certainly hope people in this House would support. It would ask that the CORE ombudsperson have the ability to compel testimony. This legislation, and I know it is a beginning step, is weaker than the NPD's proposed legislation on human rights and corporate responsibility. My colleague, the member for New Westminster—Burnaby, brought forward Bill C-262. My bill is Bill C-263. These bills are what is truly required if Canada is going to walk the talk on human rights. Mandatory human rights due diligence legislation, as proposed in Bill C-262, is the global best practice. It takes what we have learned from France, Germany and Norway, what is now being proposed in the European Union and what ought to be Canada's stated end goal. As I said, I am going to bring forward amendments, but I have some concerns about the implementation. The member from the government mentioned earlier that there is work being done because there are things in ministers' mandate letters. Unfortunately, none of that work has happened. Every day, there is genocide happening against the Uighur people. We have not acted on that in this place. Those mandate letter commitments have not been followed through on. Every day, we talk about it in the House, express outrage and send thoughts and prayers, but when it actually comes down to doing the work to stop the products made with slave labour, we have not done that at the government level yet. The mandate letters have not been fulfilled. As I said, Canadians so strongly believe in the need for human rights legislation. They so strongly believe in the importance of protecting human rights. Of course we are happy to see this first step. Of course this is an important piece for us. New Democrats have always called for the end of child labour and forced labour. Of course we want to ensure that products imported into Canada are not produced with forced or child labour. Of course we want to make sure that companies are reporting on the measures they are taking to prevent and reduce risk. We have worked long on that file, as New Democrats. As I said earlier, we proposed strong legislation. Members from the New Democratic Party have stood in this place and brought forward ideas and legislation. They have pushed to have the CORE ombudsperson. They have pushed to have some of these things done in a more sustainable and more effective way. I will be working with CNCA, the Canadian Network on Corporate Accountability. I will be working with civil society. I will be working with a number of different groups that focus on corporate accountability, and I will be bringing forward the amendments they are proposing to strengthen this legislation and to make sure that what we actually pass, what we actually bring forward, will do the job that needs to be done. If we are given the tools in this place to hold the government to account, if we are given the tools to hold business and Canadian companies to account, we can actually make a difference. We can actually protect people around the world. We have that obligation. We are running out of time. While I thank the member for bringing this forward, this bill is not complete. I look forward to working with him and many others to make sure that this is a much more complete bill.

Madam Speaker, I am thankful for the opportunity to stand today to share my thoughts on this very important piece of legislation. I would like to begin by thanking the member for Dorval—Lachine—LaSalle for bringing it forward. This legislation should have come forward much sooner. The fact that we have it now is a testament to the work the member has done and a testament to her appreciation for, and efforts on behalf of, women in Canada. I would also like to take this opportunity to express my support for this piece of legislation. The New Democrats have always looked for ways to do more to support women, protect women and children from violence and intimate partner violence and support necessary reforms to the judicial system. The New Democrats will continue to advocate for more action and investment from the Liberal government to continue to eliminate gender-based violence. As the foreign affairs critic for the New Democratic Party, I will of course be pushing for additional funding, additional support and additional action to support women and girls outside of the country as well. This bill is an important step forward. It is an important step that needed to be taken. It includes judicial reform and allows for better support for victims to protect them. I think all of us in this place need to think about how it must feel to live in coercive situations, to live in abusive situations and to live in that fear and trauma. It is very, very important that as parliamentarians and lawmakers we consider this in the work we do. There can be no greater job for parliamentarians than to protect the lives of children and women in this country. I know that intimate partner violence is not solely done to women, but it is predominantly done to women. I think we can all agree that violence against women in this country is a crisis. It is a national crisis. Prior to COVID-19, globally, one in three women experienced some sort of intimate partner violence. We know that intimate partner violence occurs in low-income households and that there is a higher incidence of it in indigenous homes. We know that COVID-19 has resulted in a surge in gender-based violence. During the first six months of 2021, 92 women and girls were killed in Canada. In recognition of this upsurge in violence, the Standing Committee on the Status of Women has recently undertaken a study on IPV. I want to give members a little sense of the situation in Alberta as well. In Alberta, one in three Albertans will experience domestic violence in their lifetime, and the overwhelming majority of these victims are female. In Calgary, the Calgary-based Sagesse Domestic Violence Prevention Society had to expand its services, with demand increasing by more than 100% between 2019 and 2021. In fact, as Andrea Silverstone, the CEO of Sagesse, said: After every natural disaster that we’ve seen in Alberta, whether it was the flood or the fires, the rates of domestic violence went up and they never went down again. The effects of COVID on domestic violence and the rise in the numbers is going to continue for two to five years or even longer because there are issues of employment and economic stress that is also a contributing factor that we know is still ongoing and probably going to get worse before it gets better. The number of victims of domestic violence was up 13.5% from 2019 to 2020, according to information provided by the Edmonton Police Service, and that is in Canada, but the increase that was caused during COVID is echoed around the world. We know that the impacts of COVID will be felt disproportionately by women and girls around the world. I brought up earlier today that I am very proud of the fact that our country is one of the first countries to have a feminist international assistance policy. I am very proud that I was able to contribute to the building of that policy before I was a member of this place. I am looking forward to the day when the government tables and brings forward the feminist foreign policy. I think it is important, when we look at supporting women and and girls around the world, that this is not a development issue but a diplomacy issue, a defence issue, and an issue where I cannot think of a single ministry within this government that does not need to have a feminist lens applied to it. Some of the ways that we can do more to protect women and girls in Canada and around the world is to do things like have predictable and targeted funding made available to ensure that those resources are in place. A key thing we can do to protect women and girls in Canada is to look at those 231 calls for action from the National Inquiry into Missing and Murdered Indigenous Women and Girls report. We have seen the commission bring forward this road map for us. We have seen the commission outline exactly what needs to be done, and we could be doing those things right now. It would be additional support that we could do. However, that is not what the bill talks about. It talks about putting pieces in place that will provide that additional level of security for women who are experiencing violence from their intimate partners. I think that everyone in the House agrees that this is an excellent step to take. We are all looking forward to bringing this to committee, to having the bill go forward and made into law. We can see by the unanimous consent that we saw earlier today that it is important for all of us. Some of the things we also need to consider as we look at the bill before us and future bills to improve supports for women and girls are things like low-barrier housing, low-barrier shelters, so that more women can have shelter, find relief and be safe with their children against intimate partner violence. We can ensure that there are better supports for the training of judges. The bill is an excellent step for training of judges, but we have seen it around this country where judges do not understand intimate partner violence, they do not understand coercion and they do not know how to deal with that when it comes in front of them. We have a case in southern Alberta right now, in Lethbridge. This is an example of where a mother has not seen her child for over a year. They have been separated. The father, who was awarded custody, has not followed the law that was outlined and has not provided shared custody to the mother. This is despite the fact that he has been charged with seven pending offences, including possession of a weapon, death threats, criminal harassment and stalking. This is a situation where the Queen's Bench justice does not seem to feel that this man is a risk, and I think this education for judges is vitally important. I will conclude by once again thanking the member for bringing this piece of legislation forward. I was touched by her intervention earlier today, and I fully support what she has done to bring this forward. The NDP will be supporting this legislation. I also want to express my sympathy to all those for whom this bill did not come soon enough.

Mr. Speaker, I would like to thank my colleague, the member for London—Fanshawe for her excellent contribution to this debate. She has been a staunch supporter of our women and men in military for many years. I have learned a great deal from her on this topic. I would also like to thank the member of Parliament for South Surrey—White Rock for moving this motion, giving us the opportunity to discuss how to support our military and highlight the deplorable state of Canada's military. I am the daughter of a veteran, and the opportunity to stand in this place today and speak about this is vitally important to me. As my colleague from London—Fanshawe mentioned, New Democrats have always pushed for the government to make sure that our troops have the equipment, training and support they need to do the very difficult and dangerous work we ask them to undertake. New Democrats have always strongly believed that the federal government must play a larger role in supporting the Canadian Armed Forces. We know that we need a military that can work safely, can get the support that they need when they need it and can count on their policies from our government. What we have seen instead is years of cuts from both Conservative and Liberal federal governments. I have to say that I am somewhat amazed at the audacity, I guess, of the Conservatives standing in the House and talking about support for the military, when we saw very clearly the decimation of spending on the military and the abandonment of our peacekeeping efforts under Stephen Harper's Conservative government. I will speak to that a little bit later on, but I do think it is important to note that we are in a place where our military has not been supported by multiple governments. Part of the reason that New Democrats believe so strongly in the support of our men and women in the military is because we are the party of working people. We are a party that has always believed that workers have a right and they are entitled to all the tools they need to do their work safely and effectively. With regard to the Canadian Armed Forces, that becomes more important, as their job is to protect us, to look after Canadians, to hold Canada's place in the world, to protect Canadians during climate emergencies and to protect Canadians during the COVID pandemic. What we saw the armed forces do in Quebec during the second wave of the COVID-19 pandemic, what we asked them to do, was incredible. If we do not give them the tools to do those jobs, it is a stain on our reputation, on the federal government and on parliamentarians. One of my colleagues from the NDP caucus has brought forward the argument that she represents many men and women in the military, in the armed forces, who do not have the tools to do some of the things in Canada that we require them to do, so they do not have the tools to do the search and rescue that we ask them to do. She raised the issue in the House earlier today of helicopters and equipment that we are asking the men and women in uniform to repair by creating their own parts because these supplies are so old and so dated that they can no longer get parts. The military is being asked to patch together things so they can do the incredibly difficult work we are asking them to do, which is unsustainable. It is impossible to sustain. Canada, right now, is looking at the world, the world that changed on February 24. I think we all should be looking at Arctic sovereignty. It is very clear that global climate change is making more of Canada's Arctic accessible and that global powers have their eyes on the Arctic as a place to exploit natural resources. We have seen what Russian aggression has meant to stability in eastern Europe and the sovereignty of Ukraine. We must be prepared to protect Canada's Arctic from Russia and from other powers that may threaten our sovereignty and our environment. We have to have a plan in place to protect the north, and our armed forces must be that plan. They must be supported to undertake that work. What do New Democrats want? New Democrats want a military where armed forces members can work safely, can get the support they need when they need it and can count on their government to produce policies that will work for them. We want our military to be able to work within NATO. New Democrats have regularly called for the government to take a leadership role within NATO in beginning the work necessary for achieving a world free of nuclear weapons. I have called many times for the government to sign onto the Treaty on the Prohibition of Nuclear Weapons. We have not done that. At the very least, and I have asked this of the government, ministers, parliamentary secretaries and chairs at the foreign affairs committee, we could send an observation mission to Vienna this June for the first member meeting of the TPNW. I have pushed as hard as I can on this. New Democrats want more commitment to peacekeeping. We have pledged 860 members to go into the field as peacekeepers. Canada used to play a vital role in peacekeeping in the world. We have 58 members in the field currently. Madam Speaker, I am sorry, but I will answer in English. Absolutely we have been moving too slowly. This has been on the horizon for some time. Even long before the invasion, we were calling for more supports to be put in place. Canada has to contribute more to humanitarian aid. We have to do more, but let us take as a silver lining Canadians' interest in reaching out and supporting Ukraine right now.
