Mr. Speaker, I just want to take a moment to once again thank the member for Winnipeg Centre for the incredible work that she has done on this legislation. The fact that we have this child care bill before us goes, in a large part, to the work that the member for Winnipeg Centre has done. I am so grateful for all that she has done.
However, I will say that when she asks about a workforce strategy, one of the ways we make legislation good in this place is we listen to experts, we listen to people who are experts in those fields. Child care workers have been asking for this, labour leaders have been asking for this. Those are the people we should be listening to. A truly feminist government would listen to those experts in the child care sector.

Mr. Speaker, I have two points on that.
First of all, we know that Danielle Smith kept half the money back and did not give it to the child care providers. Many of them were almost on the brink of bankruptcy before they could actually access that funding from the premier. That is quite well known, and I would hope that the Conservatives recognize that.
The other thing I would say is that in my speech I referenced the fact that I think there are real challenges with this child care program. It is not that we do not need to have a child care program and not that we need to delay, but rather that this child care program needs to be improved upon. One of the ways I talked about is to make sure that we have a workforce strategy. Labour unions across the country have asked for a workforce strategy, and that is one of the ways that we could be working to improve a program, making sure that it is more accessible and that is better able to meet the needs of all Canadians.

Mr. Speaker, I spoke earlier about some of those champions of child care, and I brought up some of the previous members of our caucus and many in the labour movement who have fought so hard for this. I think that those people today are very excited that we have child care.
The member is talking about a budget that happened well before my time, and so I will not comment on that. I certainly hope all members of the House can recognize the value of child care, that we can stop having the delay tactics that we are seeing from the Conservatives, and that we can actually move forward and get this passed as soon as possible.

Mr. Speaker, 1994 was significantly before my time, so I will focus a little bit more on the more recent 2014 free trade agreement that Harper and the Conservatives signed with China.
I do not think many Canadians know that it was signed and that we gave up so much of our rights and that we, in fact, made it so much harder for workers in our country because of that. There are still clauses within that fair trade agreement that are making it very difficult for us to even have legislation put in place for forced labour. It already handicaps what we can do to protect workers in Canada and to protect workers in China.
I do not know about 1994. I am not going to answer that one because, like I said, I think I was in elementary school at the time.
Certainly, the one in 2014 that I have looked at quite a lot is one that I am disappointed in, and I certainly hope that the Conservatives do not get another opportunity to negotiate another free trade agreement with China.

Madam Speaker, one of the worries I often have when legislation is brought forward or things are announced in the House is that resources will not be available to do the work that needs to be done. For example, with our sanctions regime, we do not have the resources for CBSA to do what it needs to do. With regard to forced labour, only one shipment relating to force labour was identified by CBSA and it was returned. My worry is that when we put this legislation in place, there will not be resources to make sure it is effective.
What steps will the government take to ensure that there are adequate resources for this work?

Madam Speaker, earlier this week, the Alberta Federation of Labour brought forward a report on what it would look like to have a just transition for workers in Alberta. The member talked a lot about the boom-and-bust economy and certainly my family, as a family that has been involved in the oil and gas sector for some time, understands the challenges of that boom-and-bust economy. However, we did not get clarification from the government this week if it would be supporting the calls of Alberta workers for a just transition for a future economy for workers. Could the member comment on that?

Mr. Speaker, the government was asked a very clear question about support for Alberta workers. Its answer was insulting, so I am going to ask it again: Will the minister support the Alberta Federation of Labour's plan for a future economy?
Albertans are tired of empty words and no action. There is a massive opportunity for good-paying union jobs, and Alberta workers risk getting left behind because of the government's inaction. We need the government to commit real dollars and take real action now. Where is the plan for Alberta workers? Where are the—

Madam Speaker, I would like to echo some of my colleagues in this place in thanking the member for bringing forward this legislation and to thank him for the work he has done protecting human rights around the world. I have been a fan of his work since before I was elected.
I do have some concerns, though, in that we have heard that the United States has been able to stop goods made with slave labour or potential forced labour. Over 14,000 shipments have been stopped, yet in Canada, that is not the case. There has, in fact, only been one case. We have been told that the CBSA has no capacity to do that, so I am wondering how the member anticipates getting over that particular hurdle.
