Mr. Speaker, perhaps this can bring a little bit of decorum to the room. I believe I have unanimous consent for the following motion: That, given that rates have increased from one in five to one in three women for perinatal depression, and one in two women for perinatal anxiety during the COVID-19 pandemic in Canada; that Black, indigenous, people of colour, people with disabilities, gender and sexual minority populations experience higher rates of perinatal mental illness; that a study by the Canadian Perinatal Mental Health Collaborative shows that 95% of health care practitioners believe perinatal mental health services in Canada are insufficient; and that advocates are calling for a national perinatal mental health strategy, the House reaffirm its decision of May 5, 2021, that the government should develop a national perinatal mental health strategy and follow other countries in recognizing the first Wednesday of May annually as world maternal mental health day.

Mr. Speaker, I rise on a point of order. If you seek it, I believe you will find unanimous consent for the following motion. I move: That, given that: (a) there is clear and ample evidence of systematic and massive war crimes and crimes against humanity being committed against the people of Ukraine by the Armed Forces of the Russian Federation, directed by President Vladimir Putin and others within the Russian Parliament; and (b) the crimes committed by the Armed Forces of the Russian Federation include: (i) mass atrocities in the invaded and occupied Ukrainian territories, (ii) systematic instances of willful killing of Ukrainian civilians and the desecration of corpses, (iii) forcible transfer of Ukrainian children to the Russian territory, (iv) torture and the imposition of life conditions causing grave suffering, (v) widespread instances of physical harm, mental harm and rape, the House recognize that the Russian Federation is committing acts of genocide against the Ukrainian people.

Mr. Speaker, I rise on a point of order. I believe if you seek it you will find unanimous consent to adopt the following motion. I move: That, in light of the horrific and appalling reports received from the city of Bucha, the House condemn in the strongest terms possible the crimes against humanity and war crimes perpetrated by Vladimir Putin, the Russian military and Russian-backed forces, and call on the government to: a) provide Ukraine further aid to defend themselves against Russian aggression; b) ensure instances of crimes against humanity and war crimes are documented and that Russia be held responsible for these crimes at the International Criminal Court and the International Court of Justice; c) provide desperately needed economic support to Ukraine, including the implementation of further severe economic penalties on the Russia regime and those supporting it, including even stronger trade restrictions and economic sanctions, and continuing to freeze the assets of Russian oligarchs and their families; and, d) report to Parliament on the progress of these actions as soon as possible.

Mr. Speaker, I am rising on a point of order. There have been discussions, and I hope that, if you seek it, you will find unanimous consent for the following motion that, in the opinion of the House, the government should do more to address global vaccine equity by sharing resources, doses and knowledge, by taking the following actions: (a) announcing its full support for a temporary waiver of the agreement on trade-related aspects of intellectual property rights, the TRIPS agreement, in relation to products and technologies related to the prevention, treatment or containment of COVID-19 as proposed by India and South Africa to the World Trade Organization; (b) facilitating the transfer of technology to manufacture COVID-19 vaccines around the world, including financial support for regional hubs such as the South Africa technology transfer hub; (c) following through on its own claims of the effectiveness of Canada's access to medicines regime, CAMR, by taking the necessary steps of adding COVID-19 vaccines and drugs to schedule 1 of the Patent Act; (d) donating at least 200 million doses of vaccine as promised to vulnerable populations around the world through COVAX by the end of 2022, through predictable and scheduled donations where timelines and quantities are transparently available to recipient countries and the public; (e) increasing assistance with cold chain logistics and supplies to low-income countries receiving vaccines; (f) delivering at least an additional $1.1 billion as a net addition to the international assistance envelope and existing departmental resources to address global vaccine equity in budget 2022, including $780 million to ACT-Accelerator partners to purchase vaccines, tests, treatments, personal protective equipment and oxygen in developing countries and—

Mr. Speaker, there have been discussions, and I think that you will find unanimous consent for the following motion. I move: That the House (a) recognize the one-year anniversary of the military coup in Myanmar that took place as a new session of Parliament was set to open; (b) take note of the impact of the deteriorating political and humanitarian situation on the most vulnerable; (c) condemn the oppression of the population through forced disappearances, torture, arrests, killings and intimidation; (d) urge the government and the international community to increase pressure on the military to engage in inclusive political dialogue to end the crisis; (e) support the use of sanctions against members of Myanmar's military who disregard the human rights of the people of Myanmar; (f) deplore the ongoing suffering of the Rohingya and other ethnic minorities; and (g) stand in solidarity with those in Myanmar who aspire for peace, democratic governance and the protection of human rights.
