Mr. Speaker, I rise today to honour the passing of a great Canadian from Ottawa—Vanier, Joseph Maingot. Mr. Maingot was a true servant of democracy, as a law clerk and parliamentary adviser to the House of Commons from 1971 to 1982, and as a member of the Law Reform Commission of Canada. He frequently visited the Library of Parliament, by bicycle, until age 91. His writings on parliamentary privilege, immunity and inviolability remain essential for our work in the House and continue to be widely cited. He travelled to Yemen, Kyrgyzstan and East Timor to support the emerging parliamentary democracies and he served as an electoral observer in Ukraine during the Orange Revolution. Joseph Maingot leaves a legacy of intellectual rigour, social commitment and service to democracy. We offer our deepest condolences to his family and loved ones.
