Madam Speaker, what I see from the Liberals is that they want to hide from accountability and transparency behind computer screens. We hear public health officials telling us that we are moving out of the pandemic, and the rest of the world has moved back to working like normal.
We have an institution here. We have been in this place for over 150 years, and we have been able to keep Parliament going when people had other illnesses, or worse, for many years. Why do the Liberals want to continue to hide from democracy and hide behind a screen instead of being here in person in this place, where people from my riding of Lambton—Kent—Middlesex elected me to be? We should be in this place. When we have rural Internet connectivity problems in places like my riding, where we have unstable Internet, it does not work.
We need to be in this place. It has worked for over 150 years, and we need to keep being here.

Madam Speaker, as far as I can see with the provinces, the experts at the provincial level have said that we do not need to have a mask mandate any longer and that it is a personal choice. If the member wants to wear a mask, I am totally fine with that, but I think it needs to go both ways. We need to have respect for each other, continue to follow advice we hear from public health officials who say we do not need to have these mandates any longer.
What we really do have a problem with in this place is a real Liberal leadership crisis problem. That is the biggest problem right now. They are not showing leadership on this. They need to do the right thing and drop all the mandates.

Madam Speaker, that was a great question.
My office staff as well have been very frustrated since the beginning of this pandemic. My office has turned into a Service Canada office. We are happy to serve the people of Lambton—Kent—Middlesex. In fact, I am going to take the time right now to thank my staff who have worked tirelessly for constituents to help them with any of their needs while the Service Canada offices were closed. I send my thanks to Yvonne, Todd, Kim, David, Anna Marie and Jordan. I appreciate all the work that they have done to help my constituents.
In the future, I would hope that the government would hire more people, reopen its offices, drop the mandates, get people back to work in their offices so they can do the jobs that we are paying them to do as taxpayers in Canada and restore the services back to prepandemic levels so we can get on with our lives.

Madam Speaker, we continue to follow the health advice of the provinces. The provinces have medical health officers, and they are in charge of health care in this country.
My question to the member opposite and to the government, actually, is this: What information do they have that they are not telling the provinces? Why do they still have mask mandates in federal buildings when the provinces have removed restrictions everywhere across this country? I am sure Canadians would like to see that information to know if they are hiding something from Canadians and from our public health officers in the provinces.

Madam Speaker, just as with most problems in this country, Liberals are the cause. Over the past seven years, it feels like they have removed common sense from the dictionary.
They will try to deny it, and they will try to shift blame. They have blamed out-of-practice travellers for the delays, backlogs and travel-associated horror stories that we see coming out of Canadian airports right now, even for domestic flights. Certainly, their globally outdated mandates, red-tape-bundled policies and general lack of compassion is not at fault.
They are vindictive. They are smug, and their leadership is power hungry. The government is the root of the problem.
If I have not been clear enough already, the rest of the world is moving past the pandemic. Even Canada's provinces have learned to live with COVID, but our federal government has not. This is no longer about safety. It definitely is not about common sense. It is about control. Once the Liberals took control, they did not know what to do with their new-found power, and Canadians have suffered long enough for their half-witted initiatives. It is way past time for Canada to return to prepandemic rules and service levels for travel.
Lack of staff is not an excuse. They have had plenty of time to plan for reopening, just like they have had years to plan for passport renewals, another thing the Liberals have dropped the ball on hard.
I am hearing from many constituents about the delays they are experiencing at the passport office, how people wait for hours in line to get to the door just to be told to go home. They then phone, and the phones ring and ring, but they never get answered. I am also being told that Passport Canada is no longer accepting electronic documents and is telling people to go to their MP's office to print the documents. Where is the common sense in that?
It gets worse. It gets a lot worse, and I wonder who or what the government will blame next for the mistakes this time.
The provinces have dropped their mask mandates, yet federal buildings still require people to wear a mask regardless. People wait in those long lines at passport offices, sometimes for hours, get to the door and then they find out that they are required to wear a mask in order to get service.
When they get inside to find out they need a mask, the federal offices have none to give them and there are none to be found. What is a person supposed to do? People are sharing masks. Multiple people, strangers, are using the same mask because the government refused to have a plan.
I am no doctor, but I am pretty sure that wearing a used mask from someone else is far worse than not wearing a mask at all. It seems like the Liberals prefer to have conflicting, arbitrary rules that cause outrage and confuse people.
Do people want more proof of Liberal political theatrics? The drama teacher in charge is ready to act stern and frighten Canadians into compliance. Afterward, when the cameras are all turned off, he is happy to rip off his mask, smile, socialize and jet set around the world just as though restrictions no longer exist. There is one set of rules for the people in power, and one set of rules for the rest.
The rules are different for people like Julie from my riding. She did the responsible thing. She applied for her family's passports months in advance of their trip, but since then, Service Canada has delayed responding to her inquiries, sent her for new passport photos multiple times and told her that she needs to pay $95 per person just to speed up processing times.
The government is using backlogs caused by its own incompetence to extort Canadians who played by the rules. It is simply shameful and unbelievable, and again, there is no common sense. If members thought that passports was a wild ride, it gets far worse.
Let us take a look at what the Liberals have been doing to boaters. Southwestern Ontario is bordered by the Great Lakes, and my riding of Lambton—Kent—Middlesex sits on the beautiful southern shores of Lake Huron. Other parts of my riding are along the St. Clair River and Lake St. Clair.
As boating season starts, boaters are wanting to go across the river to Michigan. Before the pandemic, the number of small vessel reporting sites was 400. That number has now been cut to 84. As boating season opens up, boaters will have to travel out of their way to report their vessel.
Do members not believe me? Constituents like John have written to me to say that, instead of taking their boat across an 800-metre wide river to get to and from my riding and Michigan, the CBSA wants them to reroute for 76 kilometres round trip just to check in. This is ridiculous.
John has calculated that it would cost him over $1,200 per trip just to meet this requirement. He has even calculated that this will create an extra 1,140 kilograms of carbon emissions just for one trip for him. The hypocrisy is that the government is pretending to care about the environment and Canadians but, in practice, it is needlessly adding emissions.
I just found out, minutes ago, that the government actually announced that it is going to reopen those reporting sites, but that is only after Conservatives pushed it for common sense and to lift these restrictions from the boaters.
Federal restrictions are being made and enforced without common sense. These mandates unfairly punish Canadians, and the government is giving no indication that it will ease off any time soon. It has consistently missed the mark on marine travel, from Walpole Algonac Ferry in my riding, which was shut down due to marine transportation not being included in cross-border travel exemptions earlier this year, to those recreational boaters who are not going to have points of access entry this spring. Canadians are being left behind. Continuing temporary closures for over two years is unnecessary, costly and irresponsible.
When I previously asked the minister if they will allow CBSA's regular points of entry to be reopened, he laughed. I will spell that out again: Liberal ministers are laughing at the pain they are causing Canadians. They are taking joy in the prospect of crippled tourism and empty rural small town shops during what would normally be a busy season and the busiest time of the year, which will hurt small businesses in communities such as Mitchell's Bay, Port Lambton, and Wallaceburg. This is not a joke.
The behaviour displayed by these ministers was despicable and very telling of how little a priority the concerns of my constituents are to the Liberal government.
Did members know that Canada is the only country in the world where non-vaccinated people are not allowed to travel domestically? Let that sink in. That is not okay. Requiring a type of passport for Canadians to travel domestically, creating second-class citizens, needs to end. The government is going out of its way to punish fully vaccinated travellers, no matter if they cross by land, sea or air.
I have had personal experience with this when waiting in line for security at airports, watching people struggle with delays and fighting the mandatory use of the barely functioning ArriveCAN app, something that the government insists on using.
Remember how I mentioned earlier how it would only take paper documents? Well, now it wants an app, something that is totally digital, which is another decision that spits in the face of common sense-loving Canadians.
Liberals refuse to compromise. They will not give people the choice to use paper or electronic documents. That would make too much sense.
At the land border crossings, what is happening late in the evening? Well, there is one overworked stall that is still open. Americans do not know about the ArriveCAN app when they are crossing and the requirement to use it. The government has failed to explain to them and to advertise to would-be border crossers of this requirement. This makes for frustration and delays for tourists coming to support our economy and for Canadians returning home.
For example, I spoke with a senior couple in my riding who are fed up with how little is being done to help them. They are in their 80s, and they are very cautious. They care about the rules, and they want to try to follow them. They asked their son for help to buy a phone, their very first smart phone, something that they were forced to buy, because they were excited to resume day trips across the border.
When they put the ArriveCAN app on, it was not working and they did not know what to do. They told me that they took time and drove down to the store to see if the young clerk could help them. Unfortunately, though, they all tried, and it still did not work. They returned their new phone, they shelved their excitement and returned home wondering why the government would make visiting loved ones for a day so hard for them.
I know that Conservatives are asking for the Liberal government to do something that is very difficult for them, which is to finally adopt some common sense and listen to Canadians instead of to themselves. People want their lives back and one way to start giving them this is to return to prepandemic rules and service levels for travel.
Everything the government touches is an absolute failure. On behalf of all Canadians disappointed with how their plans are being ruined, I will ask this: If Canadians do not have a smart phone, can they get a smart government, or at least one with common sense?

Mr. Speaker, today, I am honoured to table this important petition on behalf of my constituents in Lambton—Kent—Middlesex and other Canadians.
The petitioners call upon the government to treat all Canadians with dignity and respect. They recognize that EI claims have been denied to Canadians based on their personal medical choices, EI parental leave claims have been denied to parents due to insufficient hours resulting from restrictions, and increased demand for EI has resulted in delays, leaving Canadians without benefits when they need them most.
The petitioners ask the government to exercise compassion in resolving these issues, adjust EI eligibility for Canadians impacted by COVID-19 measures and remove discriminatory conditions.

Madam Speaker, contrary to what the Minister of Health is saying, the federal government's insistence on the absolute necessity of vaccine mandates is not founded in science.
Some Canadians choose to remain unvaccinated and always will. That is simply a fact. It was not an easy choice for them, but because of real anxiety about COVID vaccines, they have sacrificed their jobs and their ability to travel to see loved ones.
Our Prime Minister shamefully labelled these Canadians as racists and misogynists. He refused to apologize or even show a hint of decency or dignity, and that has been noticed all around the world. Regardless of how the Prime Minister feels about someone's personal choices, it is time to accept them. It is time to treat people with dignity and respect.
The provinces are following the science, the mandates are lifting and we are all learning to live with COVID. On behalf of my constituents in Lambton—Kent—Middlesex and all Canadians, I call upon the government to have compassion and immediately drop these punitive mandates.

Mr. Speaker, the finance minister said at a press conference this morning, “For anyone who is concerned that their accounts may have been frozen because of their participation in these illegal blockades and occupation, the way to get your account unfrozen is to stop being part of the blockade and occupation.” The blockades have ended, but concerns over frozen accounts have not.
What mechanisms are in place today to help those who were accidentally caught in the government's dragnet?

Madam Speaker, I thank my colleague for her question, but this is just more inflammatory rhetoric from the NDP. Why would the NDP support this? The party was founded on the principle of civil liberties, and the Canadian Civil Liberties Association is actually suing the government right now. It is unprecedented.
I did spend time talking with my own constituents, whom I met up here on the first weekend the protest started in Ottawa. I did not see any of these things. What I saw was patriotic, flag-waving Canadians who had more joy than I have ever seen before. People were hugging in the streets. It was like Canada Day times a thousand, bigger than any Canada Day I have ever seen in this country. I will always be proud to represent Canadians and constituents in my riding who are patriotic and who are free to speak and assemble peacefully.

Madam Speaker, let me be clear that invoking this act is an attack the Prime Minister is using on his political opponents. This is not about public safety, and the Prime Minister has changed his story many times. The blockades at the borders were resolved before this act was involved, and the protest in Ottawa is now over.

Madam Speaker, when somebody is standing up for freedom for Canadians, they will never be on the wrong side of history in the history books. Madam Speaker, this is a sad and dark time for our great country. The last two years have been difficult for everyone. Every person in this country has been affected by the pandemic. No one has been exempt. How did we get here? What brought us to this point?
Standing here in this chamber today to debate the unprecedented use of Canada's Emergencies Act is upsetting, to say the least. The culmination of what has happened to our country under the Liberal government's divisive and stigmatizing leadership is tragic. We have seen peaceful law enforcement resolutions that ended multiple unlawful border blockades without the Emergencies Act. Why do we need to escalate to these drastic measures? I will always stand up for Canadians' rights to peacefully assemble and lawfully protest. Likewise, I will always condemn disrespectful, hateful and unlawful conduct. Conservatives have condemned the blocking of critical infrastructure and have called for a peaceful protest.
As the events evolved, the Prime Minister made no effort to de-escalate the situation. Instead, he escalated it by continuing to divide, wedge, stigmatize and traumatize Canadians. Instead of apologizing for his mistakes, he threw fuel on the fire and opted for extreme overreach. Canadians have had enough. At the very least, they deserve a plan from the Liberal government to end the mandates.
It has been said many times this week that the Emergencies Act has never been invoked and should only be used in the most dire situations. It was not invoked for the Oka crisis, not for 9/11, not for the shooting on Parliament Hill, not for the rail blockades or even for COVID-19. Where is the threat to our sovereignty and national security? What proof does the government have showing the threshold has been met to invoke its use now? Neither the Prime Minister nor any of his ministers have answered these questions.
The Prime Minister has said the act should not be used as a first, second or third choice, but we on the opposition side have asked repeatedly what his first, second and third choices were. The question has still not been answered. The government, which currently has immense powers granted by the Emergencies Act, refuses to be clear or accountable to Parliament. How can the government be trusted to show responsibility in answering to Canadians?
The situation has become a spectacle around the world as a result of the Prime Minister's failures. He tries to save face by using the Emergencies Act, a measure of last resort. It is like using a wrecking ball to fix a broken tractor. It makes no sense.
What also does not make sense is a February 17 tweet from Foreign Policy CAN which said, “Canada condemns Cuba's harsh sentencing following the July 2021 protests. Canada strongly advocates for freedom of expression and the right to peaceful assembly free from intimidation. We stand with the people of Cuba in their aspiration for democracy.” This is a little rich, coming from a government that will not even so much as go out and listen to its own people who have been waiting to be heard.
The government claims that it will not use this piece of legislation to take away freedom of speech or freedom of assembly, but we have come to a point here where people from all over the country feel that they do not have a voice. We are at a point where the government has dropped a sledgehammer and is taking the most extreme action the government can take to silence the voices of Canadians who are simply asking to be heard. Again I must ask what the first, second and third things were that the government did to avoid getting to this place where we are now.
I am not alone in wondering why the Liberal government is so hesitant to advocate the same freedoms for its own citizens that it has asked for Cubans. I know the Prime Minister has said that he admires basic dictatorships. Could it be that they find democratic rights, such as free expression and peaceful assembly, inconvenient when it does not align with their politics?
Real leadership involves listening to people and considering their opinions, whether one agrees with them or not. Real leadership is about making sure people feel heard. The Prime Minister continues to malign and name-call Canadians with whom he disagrees. This is not leadership. Real leadership allows people to write to one's office and say they appreciate that regardless of one's perspective on the mandates, one is open-minded enough to talk to them. Real leadership is acknowledging and owning our mistakes. It is humility, not hubris.
If our Prime Minister had at least attempted to listen to the people who came all the way to Ottawa, we would not be in this situation at all. Canadians came to Ottawa from coast to coast to coast. They spent thousands of their hard-earned dollars and days of their time to be here because they felt that their government was not listening to them. They felt the only way they could be heard was by coming to Ottawa. The Prime Minister has done nothing but divide, wedge, stigmatize and traumatize Canadians for two years. Canadians have seen that. Trust has been broken.
The Conservatives warned Canadians repeatedly about the Liberals' love of power. We have stood against the unprecedented power grabs and scandals since before the pandemic. We said no when they tried to grant themselves unlimited taxing and spending powers without parliamentary oversight. That all happened on a weekend, and here we are on a weekend again, debating another piece of emergency legislation that gives the government overreaching power.
The legislation grants unprecedented powers over Canadians' financial security. I have heard from thousands of residents of Lambton—Kent—Middlesex, most of whom have never contacted their MP's office. Simply put, they are traumatized. They are gripped with fear that donating to or purchasing from anything not approved by the government will result in their assets being frozen. They have very real concerns about how the changes brought by the act will impact their finances and their credit ratings long term. They have written me, saying, “My country is falling apart. What do I do?” They are hearing on the news that the Liberals are threatening to freeze their bank accounts if they support an organization they do not approve of.
That is not an exaggeration. During an interview, the justice minister even replied in the affirmative when asked if the banks could freeze the accounts of anyone who donated for not liking the government's vaccine mandates. He said, “if you are a member of a pro-Trump movement who is donating...to this kind of thing, then you ought to be worried”.
I would say to the minister that this is not what we are seeing. It is ordinary Canadians, patriotic Canadians, who are having their accounts frozen. It is Canadians who disagreed with an unnecessary and divisive government policy. It is not people donating large sums of money. It is Canadians who donated $20 who are being locked out of their bank accounts. It is those who got a T-shirt or a toque and those who sent money to a peaceful demonstration that gave them hope.
Even though the Liberal government says that the financial measures are temporary, regardless of how the vote goes, the Liberals will bring legislation forward to transition these powers into a permanent power grab. They want to permanently remove judges, who are the gatekeepers ensuring that big government overreach does not happen. The finance minister said as much during a press conference on Monday. He said the move to make crowdfunding platforms reportable to FINTRAC is going to be made permanent. She is also telling the banks to review their relationship with anyone involved in the blockades and report findings to the RCMP and CSIS.
When Canadians look back on this debate in the history books, they will see which of us, and the parties we represent, stood up for their interests, for their freedoms and for ending or enabling the continued trauma brought forward by the Prime Minister's inability to show compassion and leadership and by his power-seeking political games. It is the government's responsibility to stop contributing to the problem and to significantly improve its response to address the damage that is already done.
I encourage everyone to open compassionate eyes, hearts and hands to the burdens our families, neighbours and communities are bearing, and to create for each other the harbour of safety, respect and inclusion that we Canadians are known for. The Conservatives will continue to stand up for the rights and freedoms of all Canadians. We can do this without the government overreaching and using the Emergencies Act. Canadians are clear when they write our offices to say, “I am asking that you vote for ending all mandates, as well as the state of emergency immediately. It is time to follow the medical science and not political science, and do the right thing for the people.” That is why I will be voting against this motion.

Madam Speaker, the member said in his speech that groups of people have been mobilizing and protesting across this country. They are protesting because the Liberal government's mandates have driven them to do this. The Prime Minister and the government have been calling people names and saying they are a fringe minority of Canadians, yet millions of Canadians have come out in support of their freedoms across the country. It is the Prime Minister's lack of leadership, divisive words, name-calling and unscientific mandates that started this in the first place. Canadians just wanted to be heard.
When will the member, the Prime Minister and the Liberals start taking responsibility for the division they have created in this country among Canadians?

Mr. Speaker, we are talking about peaceful protests, and I want to commend the law enforcement we have had over the last number of weeks here in Ottawa. They have been keeping the peace and doing a wonderful job of ending the blockade here this week. Conservatives have been calling for an end to it for a while.
Ottawa knew for days that this protest, the “freedom convoy”, was coming into Ottawa. The mayor knew, the police chief knew and security here in Ottawa knew. They knew for days before they even arrived. We have seen hundreds of thousands of people here for weeks on end without so much as a broken window.
What are the first, second and third things the government could have done before dropping the sledgehammer by invoking this legislation? We are still waiting to hear the answer, so I would like to hear the member's answer on that.

Mr. Speaker, traffic over the Blue Water Bridge, which is a direct link to my riding of Lambton—Kent—Middlesex, is backed up because the Liberal government will not lift the mandates. Our Prime Minister's divisive words only add fuel to the fire and encourage the blockades. There are tractors parked on the 402 right now. The Prime Minister is doing nothing to stop the division he has created and give hope to our nation, which is beautiful but weary.

Mr. Speaker, forcing people's backs against a wall by imposing unreasonable mandates and demonizing those who seek to create a dialogue and ask to be heard by their government is wrong. We need to safely and responsibly learn to live with the virus, and the government needs to accept that there are many ways forward to give people hope.
Hope is the message we have been hearing, and many are spreading this message of freedom, unity and patriotism across this country. It is shameful that the government continues to divide Canadians.
With this many Canadians from across the country of all races and faiths coming together to seek hope to end the mandates, they deserve to be listened to. So many people I have met are thankful for the polite conversation, because they want to be heard.
I encourage the Liberal members to listen and give hope a chance to be heard.

Mr. Speaker, the Walpole Island First Nation ferry in my riding of Lambton—Kent—Middlesex is a critical connection between the island and Algonac, Michigan. The ferry plays a significant role in the daily life of this community, and it is essential to the local economy. The ferry has been shut down since the beginning of the pandemic. The land borders have been reopened, but the ferry still cannot run. It is shameful to see this Liberal government allow a critical part of this first nations community to be falling through the cracks.
My question is simple. When will the minister treat the Walpole Island ferry like the land border crossings?
