Madam Chair, I appreciate the member's emphasis on the importance of the Canada-Ukraine free trade agreement, but my question is in regard to the amount of aid. Today, the Prime Minister of Ukraine indicated that close to an additional $2 billion arrived in Ukraine, which ultimately brings aid closer to the $7-billion mark. It is important that we provide all forms of support for Ukraine.
I wonder if the member can provide her thoughts on that issue. I am talking about everything from humanitarian aid to military aid to cash in hand. All of this is really important, and Canada does have a very strong and prominent role to play.

Madam Speaker, I asked the member's colleague from British Columbia a question, and I will be more focused on the question itself in regard to how the leader of the Conservative Party is touring the country and literally spreading information that is questionable and that many would say is intentionally misleading. Examples of that include the province of British Columbia, where the carbon tax does not apply, and the member's home province, where the carbon tax does not apply. To people like my constituents in the province of Manitoba, he is saying there is no net benefit, in terms of dollar value, from the carbon rebate versus the carbon tax, when over 80% do receive more than they actually pay.
I am wondering whether the member could provide his thoughts in regard to the ongoing spreading of misinformation by the official opposition.

Mr. Speaker, I appreciate many of the comments the member and the speaker before her have put on the record.
The question I have is with respect to the spreading of misinformation. If one takes a look at social media, there is a great deal of information out there that is just not true.
Can the member provide her thoughts on the impact this has on sound, good public policy, when we have the official opposition spreading misinformation to the detriment to the policy itself?

Madam Speaker, what the member needs to do, along with others who have raised that particular issue, is start to get serious with the jurisdiction of the Province of Alberta. He tries to imply that the millions of dollars Ottawa is providing to Alberta is causing closures in day cares. I suggest it has a lot more to do with the ways in which it is being administered in working with the child care providers.
It is somewhat concerning in the sense that this is not just about the status quo of overall numbers. It is important that the number of spaces actually increases, and I believe that is what Bill C-35 is all about, good-quality child care and increasing the availability of spots.
Working with certain provinces, in particular the province of Alberta, and seeing what they are doing is something that is worthwhile. Maybe the standing committee can look at that—

Madam Speaker, I wonder if my colleague can provide his thoughts on the Province of Quebec, the Province of British Columbia and, now, the federal government moving toward anti-scab legislation. How can this provide national leadership so that, hopefully, other provinces will look at the legislation, look at what other provinces are doing and look at bringing in more anti-scab legislation across the country?

Mr. Speaker, when I reflect on this, the whole discussion and debate that has taken place over the last number of years has been fairly extensive.
Going back to the Supreme Court of Canada's Carter decision of 2015 and to the amount of committee and House of Commons' time, there has been a great of deal of discussion, justifiably so. It is important to recognize that medical assistance in dying is not necessarily a new issue. It has been well discussed in many different forms, even the issue of mental health well-being.
I wonder if the minister could provide his thoughts on the journey taken to bring us to this point today and on why it is so critically important that it pass by the end of this week.

Madam Speaker, I was really paying close attention to what the leader of the Green Party said, especially when she was focusing on what could have been, had Ken Dryden's child care plan been accepted and ultimately passed through. Unfortunately, it was not. It heartens a lot of people to reflect on what impact that would have had today in terms of the number and the quality of child care spaces, the rates of pay for child care providers, and so forth.
I wonder if the member can reaffirm the support and the need for the legislation, given that if we do not have this legislation passed, there is no guarantee that the program will be there into the future. Could the member just emphasize why it is important that this legislation, in essence, be passed to protect the program, going forward?

Mr. Speaker, I am wondering if the member could provide further thoughts in regard to the issue of health care and how important it was that we achieved the agreement to ensure we can provide ongoing support over the next decade to provincial and territorial jurisdictions. When I think of health care, I think of the core identity that Canadians hold very dear to their hearts. The expansion to include seniors, people with disabilities and now children up to the age of 18 is one of the ways we can deal with the issue of inflation, along with the grocery rebate that is being proposed.
Can he provide his thoughts, as he has to a certain degree already, on those two issues and the NDP's contribution to them?

Madam Speaker, within the legislation there is consideration given to how financial penalties would empower the minister to take strong action to ensure that providers are keeping up with what they need to keep up with.
My question to the member is this. Would he agree that when we take a look at the issue of cyber-attacks, they are not something unique to Canada? It is happening around the world. We are working with allied countries and others. This is one part. It does not stop here. There is a need to continue, as we have for the last number of years, investing tens of millions of dollars and putting people to the task of protecting us against cyber-threats.
Could the member just provide his thoughts in terms of the broader picture of cyber-threats?

Madam Speaker, I would like to follow up on that question. When the minister is called upon to instruct a provider to take a specific action, that would often be required because something has happened in the environment. If the minister does not have that authority, then the opposition might be somewhat critical of the minister not taking action.
I wonder if the member feels that it is necessary in the legislation, or does he believe we should have it, but we need to amend it in some fashion to ensure it is not abused. Is that what I am hearing from the member?

Mr. Speaker, I was somewhat surprised after posing a question to a member of the Conservative Party regarding the necessity of having the ArriveCAN app. When I posed the question, the member answered, in essence, that a piece of paper would have sufficed, that people could provide a piece of paper at the border and that is all that was necessary.
I am wondering if the member can provide a response to the same question I asked a Conservative member previously. Does she believe it was necessary to have something like an ArriveCAN application at the border? Does she support the need for that app?

Mr. Speaker, I am wondering if my colleague could provide her thoughts on another issue, related to the idea of what is happening around the world.
Canada is not alone in terms of labour shortages in certain sectors. In fact, there is a bit of a labour shortage today. Not only is it affecting our airports, but it is affecting other airports around the world. Could the member provide her thoughts in regard to the need for additional labour?

Madam Speaker, I am wondering if the member could provide her thoughts. She started to talk about the child care program, and we do have a national child care program. Even though we at times see governments spend money, there are many derivatives that come out of that. That particular program will also generate revenue and it will also have a real, tangible impact on the lives of many. Can she just provide her thoughts on that?

Madam Speaker, I agree with the member that what is happening in Ukraine today is horrific in nature. I believe that inside the chamber there is virtually unanimous desire and willingness to support Ukraine in whatever way we can to get through this very difficult time. It goes far beyond Ukraine's borders, but impacts the entire free world. We wish Ukrainians the very best, and we will continue to support them in whatever way we can.
The member is trying to give an impression that if Canada were to export oil today, money going to Russia would dry up. We all know that even if the political will and the desire of Canadians as a whole was to have that happen, it could not happen overnight. I wonder this. Could the member provide his thoughts and comments in regard to that? We do not want to say something that ultimately we know we cannot deliver.

Mr. Speaker, to pick up on the theme of love, I have a love for our country, Canada. The government needs to provide many support programs, whether they are for seniors, such as the 10% increase for those 75 and older or the GIS increases or the many other types of programs that the government needs to provide to support real people in tangible ways.
I wonder if my colleague could continue his thoughts on how important it is to have revenues to provide these programs, and how the revenue comes from a multitude of sources, including oil and gas.
