Madam Speaker, I think that is pretty straightforward. Every province, every jurisdiction has to be on board with this idea. If one province does not have a registry and does not follow these rules, it will become a haven for the oligarchs, for the money launderers, for the fraudsters, to come and do their dirty work and defraud Canadians in that jurisdiction. There is a whole-of-government approach that is required. It is a matter of federalism that needs to be determined.
