I want to thank my colleague for the question. Speaker, I want to be very clear: We expect everyone to uphold public health and property standards, especially when it comes to housing the most vulnerable in our communities. All landlords and housing providers have a legal responsibility to provide safe and habitable homes to their tenants. That’s the law.

We’re tackling the issue from both sides. My colleague the Minister of Municipal Affairs and Housing is creating more opportunities for at-risk people to receive the critical supports they need, and our government has made two of the largest increases to ODSP programs in the program’s history, putting more money into ODSP recipients.

This year, we’re investing $2.1 billion to fund accommodation that meets the needs of adults with developmental disabilities. That’s an increase of nearly half a billion dollars since 2018, when we formed government. Mr. Speaker—

We will stop at nothing to hold those accountable who do not protect the people of this province, especially our most vulnerable. The only problem is, every single initiative that we put forward to provide supports for the people of Ontario the opposition votes against. They’ll come here and ask for things, but when we put bills forward that support Ontarians, especially our most vulnerable, the NDP constantly—

I thank my honourable colleague for the very important question. She’s absolutely right. We are working very hard to make sure that there are more homes available across the entire province, which is why if you look at our record the last couple of years, we had a number of housing starts that we haven’t had since 1987. And we’re not going to stop there, Mr. Speaker. We’re going to continue to go forward. Why? Because of the jobs that we’re creating for the people of this province. We don’t want to be second to any jurisdiction. We have the best and brightest living right here in this province. We think we’re number one in everything. We’ll make sure we have the houses for the jobs that are coming to this province, thanks to the help of this minister and our Premier. Rest assured, we’ll make sure that we’ll even break the records of previous years. We’ll get to our 1.5 million homes so we don’t let your constituents down.

I thank the leader of the official opposition for the question. Mr. Speaker, I would like to see one day the leader or the members of the opposition get up and actually stand up for Ontarians and support us in building more homes across the province.

We should be looking at our numbers. In 2021, in 2022, a record number of housing starts in our province—no thanks to the opposition. I mentioned this last week, when the previous government was in power, they held the balance of power. The lowest housing starts came in the three years when they had the opportunity. They could have made housing a priority for Ontarians. They didn’t. It took this Minister of Municipal Affairs and Housing, under the leadership of the Premier, the caucus members on this side and in the middle to say, “No more. Housing is going to be a priority for Ontarians. We’ll make sure to deliver it to them. We’re not going to let down anybody.”

As I said before, and I’ll say it again, no government in the past 70 years has provided more protection for tenants in this province than this government.

We paused rent increases during COVID. We made sure that tenants had protection when they needed it. The rent increase guidelines that the member is referring to in 2021 last year was capped at 1.2% increase. This year, because of our actions, we capped that at 2.5%, well below inflation. If it wasn’t for our actions, the rent increase guideline would have been at 5.3%.

So let me make that very clear: Once again, it’s this government that will stand up for the people of this province, will protect tenants and make sure—what the opposition wants is for people to be pitted against one another. That’s not going to happen. We’re going to work with our partners to make sure that we have more units in this province, and we’ll continue—

I want to thank my honourable colleague from Eglinton–Lawrence not only for the question but for the great work that she does on behalf of her constituents.

Speaker, I actually had the opportunity and the pleasure to speak at the event that the member is referring to. In my remarks, I emphasized just how important it is for us to continue building on our collective effort to increase housing supply.

Increasing supply is a big part of the solution to the housing crisis, and our government, under the leadership of Premier Ford, alongside the municipal affairs and housing minister and the parliamentary assistant, will continue to introduce policies that will get more shovels in the ground, for us to build homes faster.

I’m proud to say that last year we saw the most purpose-built rentals on record, with just under 15,000 homes. Let that sink in for a second. We set the record for the most purpose-built rentals ever recorded here in the province of Ontario.

So it’s clear our policies are working—

We’ve been very clear: Unlike the previous government, supported by the NDP along the way, we’re not in the business of pitting people against one another. We’re in the business of working in collaboration with everyone to make sure we build homes. Housing is a priority for us.

Mr. Speaker, you don’t have to take my word for it. I’ll read a quote from an accredited economist. Dr. Gillezeau, who, by the way, is the policy adviser to the future leader of the NDP, had this to say in response to comments on Bill 23: “It’s disappointing but not surprising to see municipalities come out so hard against one of the most effective pieces to lower prices in Ontario’s housing legislation.” He said that the changes introduced to development charges under Bill 23 are excellent policy and should have meaningful price effects.

We agree with experts. We need more housing built—

I thank my honourable colleague for the question.

Mr. Speaker, it’s only the NDP that don’t seem to understand that we’re in a housing crisis in the province of Ontario, and we don’t know why they don’t, because Ontarians told us this in the last election; they told us this in the last municipal election. Every single person who was running for office was told that housing is a big issue, but somehow it’s not a big issue to the NDP. In fact, they’ll oppose housing all along the way.

Through the one initiative—the outgoing mayor, the incoming mayor, the current mayor have said, “We need homes.” Over 50,000 homes are going to be created as a result of this one initiative, because of the great work of this Minister of Municipal Affairs and Housing.

Once again, we’ll be very clear: As the NDP continue to say no to housing, this side of the House—with the members in the middle, who continue to shrink them on the other side—will continue to fight for Ontarians for housing.

Again, I thank my colleague for the question. The short answer is, yes, we are in a housing crisis, so we have to look at existing homes and structures so that we can provide more relief to Ontarians. Ontario is expected to grow by more than two million people by 2031, so all options are on the table that will help us add more existing housing supply.

We are already looking at options by introducing as-of-right zoning. Ontarians are now able to create and rent up to three units in their existing home. This will not only add to our provincial housing supply, but will also help pay for the high interest rates Ontarians and others around the world are forced to pay.

We will continue to look for other solutions that will help us add more homes to the market and help us build 1.5 million homes across the province. As we’ve said time and time again, letting Ontarians down, on this side and in the middle there, is not an option.

I want to thank my honourable colleague the member for Mississauga–Erin Mills for the question and the great work that he does on behalf of his constituents.

It’s no secret that a lot is currently at stake with the global economic markets. Inflation is high and food prices have skyrocketed out of control around the world. However, when it comes to housing, we are doing everything we can to deliver on the promise that we made to Ontarians. We have taken important steps forward through legislation like strong mayors, the More Homes Built Faster Act and the Better Municipal Governance Act to get shovels in the ground faster than ever before.

To give an example, we have removed development charges for affordable housing units and provided discounts for rental housing options because we are committed to solving the housing crisis. We believe every single Ontarian deserves to have a home.

I want to thank my honourable colleague for the question and certainly for the advocacy he does in his community when it comes to housing.

My colleague is right. Nationwide housing starts did fall, and our province wasn’t immune to this. There are global factors at play here that go beyond what our government can control, like high interest rates and the rising cost of building materials. And while we would like to see more from our federal counterparts, we never said the road ahead will be easy for Ontarians, and we never said that there won’t be bumps along the way.

But if we continue to work together and make changes for the things that we can control, like approval delays and unnecessary fees, and by introducing legislation every year for the next four years, I am confident that, under the leadership of Premier Ford, we will get the job done and we will deliver on our promise to build 1.5 million homes for Ontarians in the next decade.

Our municipal partners play a huge role when it comes to the number of housing starts. In fact, not only have we sent 29 of the largest and fastest-growing municipalities housing targets, we also have allocated more than $45 million under the Streamline Development Approval Fund to help Ontario’s 39 largest municipalities modernize their approval processes. And we have also introduced strong-mayor legislation to give local municipalities the tools they need to get more shovels in the ground and do them faster. We are serious about solving the housing crisis in our province and we are willing to work with all levels of government to once again give back the dream of home ownership to all Ontarians.

Mr. Speaker, my message to the member’s niece is: We will not give up on you. You will realize the dream of home ownership under this government.

Thank you very much, Speaker, and I thank my honourable colleague for the question. Yet again, you will see the NDP find any excuse to object to building houses. After the previous government failed the people of this province, we made a commitment to the people of this province. We will not follow their path. We will not let down the people of this province. We have a shortage of homes here in this province right now. We will have a further shortage if we don’t do something about it. After they failed—they held the balance of power for years. Was housing a priority, colleagues, for this government? Never. It took this Premier, this party to say, “We’re no longer going down that path.”

We will not let down the people of this province. We will build homes for the people. We will build. As newcomers come in, we will build the homes that they need. We will not let them down. We will find ways to make sure that the people of this province have a home to go to every night.

Interjections.

Whether it’s in Niagara, whether it’s east, west, north, in Toronto, the GTA, the people of Ontario will not be let down by this government, Mr. Speaker. We will build homes for them.

At the federal government’s recent announcement, with 500,000 new Canadians coming here—we will not let down the new Canadians that are coming here to look for homes, Mr. Speaker. We will not let down the previous generation.

We will expand the greenbelt. We will build homes in every corner of this province, because that’s what we promised to the people of this province.

Unlike the opposition—it doesn’t matter what the previous government did; they supported them along the way. With us, it’s a little different: We’re actually for housing in this province.

I want to thank my hard-working colleague from Richmond Hill for that wonderful question and certainly for her tireless work in our community.

We know housing prices have skyrocketed. We have seen report after report saying the same thing, which is why we have committed to introducing a housing action plan every year to address the crisis that we are currently in.

Our most recent bill, More Homes Built Faster Act, which was introduced just earlier this week expanded on our agreement to work with municipalities by introducing as-of-right policies. These new measures allow up to three units to be added on a residential property without needing a bylaw amendment or having to pay development charges. This means basement apartments, main residence, the garden house can be converted into a home without any barriers. It will immediately increase supply and provide some relief for local residents like those in Richmond Hill.

Speaker, this is just one of the many ways our government under the leadership of Premier Ford is getting it done for Ontarians to build 1.5 million homes in the next 10 years.

Speaker, we will be building more homes and building them faster by reducing unnecessary costs and expenses that are passed down directly to the consumer.

We’re making it easier and more predictable for builders to determine project costs and timelines so more homes can be built on budget and on time. We’re also setting local municipal housing targets in 29 of the largest municipalities to encourage home construction and development.

For example, right here in the city of Toronto, we’re asking the city to build 285,000 more homes in 10 years, and in my riding—which I am proudly sharing with my colleague from Richmond Hill—we’re asking the same, for the city to build more than 27,000 new homes in that same time period.

Mr. Speaker, we are taking the necessary, bold steps that are needed to get more homes built faster. Our most recent bill adds to the foundation that is required to build 1.5 million homes. We are laser-focused on making sure Ontarians have a house to go to every single night—one that is loving and safe for them—and we will not waver from that commitment.

Good morning, Speaker, and thank you very much. I also want to thank the Minister of Municipal Affairs and Housing for sharing his time with both myself and our parliamentary assistant, Mr. Holland.

I’m very proud to rise for second reading of our government’s proposed More Homes Built Faster Act. I’m proud to speak to a piece of legislation designed to unlock the dream of home ownership for more Ontario families, more than ever before; a piece of legislation that will make it easier to get shovels in the ground and homes built faster.

Speaker, Ontario is facing a housing supply crisis. This isn’t news to anyone. You have heard us speak about it on countless occasions here in this chamber: about how, because of years of inaction on the part of the previous government, Ontario severely lacks the housing supply to meet our growing population; about how, right now, too many Ontarians are chasing too few homes; and how without bold and transformative action and change, we’ll be letting down an entire next generation.

The task ahead of us is to ensure that owning a home is in reach for everyone. That’s our mission, and failure is simply not an option. The message is clear: Our Premier, our government will not rest until we get the homes built to help every single Ontarian achieve the dream they have for themselves, their families and their communities.

More Homes Built Faster is perhaps the boldest change Ontario has seen in the housing sector, and it was developed by carefully listening to our partners. In the weeks leading up to the proposed legislation, the Minister of Municipal Affairs and Housing, PA Holland and I travelled across the province to meet with various partners in a series of round table discussions. We spoke with our partners about solutions to the challenges our province is facing in getting homes built. These round tables gave us the chance to hear great ideas from both the public, municipal leaders and housing experts in places like Kitchener-Waterloo, Mississauga, Thunder Bay, Burlington, London, Guelph, York, North Bay and Durham as well.

I heard from young families unable to enter the housing market, seniors on fixed incomes who worry about making their mortgage payments, the builder unable to build due to lengthy delays. I heard from millennials who did everything—who went to school, built their career, contributed to their community—and yet, despite doing everything that was asked, have given up entirely on the dream of ever owning a home. Speaker, that must change, and with More Homes Built Faster, we’re taking real action to ensure that it does.

It’s no secret that municipalities are playing catch-up when it comes to creating enough housing to meet the needs of our province’s growing population, and the solution is clear: More densification is needed where populations are growing quickly. Nearly 80% of the population growth through 2031 is concentrated in Ontario’s large municipalities, 25 of which are in the greater Golden Horseshoe region. We’re asking 29 of the largest and fastest-growing municipalities for their partnership in creating more attainable housing, and Madam Speaker, we’re holding them accountable to do so.

The fact is clear: We need to work together to reach our goal of building 1.5 million homes over the next 10 years. As a result, from now until at least 2032, we’ll give clear housing targets to municipalities, and we will ask them to pledge to fill the gap over the next 10 years in line with our target and based on the needs of their communities and their capacity to grow. These pledges are in addition to existing long-term municipal land use plans that are already in place.

The idea behind the pledge is to have the municipalities demonstrate the strategies that they may use to prioritize and accelerate housing in their communities. We would ask municipalities to submit their pledges to the province by March 1, 2023.

We’re also looking to our federal counterparts for their fair share of funding to help bring these housing pledges to fruition by helping municipalities to access funds available for housing-related infrastructure. This includes building proper water and sewage systems, roads, and transit for areas with increased density.

Speaker, increasing density doesn’t always mean building large towers that stretch to the sky. We’re also focusing on more gentle density in residential neighbourhoods. Proposed changes to the Planning Act would fast-track building up to three units on most lots already zoned as residential. This would apply to communities across the province.

So what does this mean? A family who owns a detached home could create a basement apartment and a garden suite without having to undergo time-consuming and costly planning approvals. This could be for a parent-in-law or a millennial trying to get a head start to save for their down payment. Most units could be added without major changes to the exterior of existing homes and therefore not require rezoning. Units could be added quickly, as the projects would be modest in scale, and in some cases, the only added municipal fees would be the cost of a building permit.

If passed, we could see units being built and occupied within 12 months. We estimate that allowing more as-of-right housing changes would create up to 50,000 new units over the next 10 years. While that might seem like a drop in the bucket, make no mistake, Madam Speaker, every little bit helps, especially when it is adding affordable units as we move to address the province’s housing crisis.

I should note that any changes to a home’s structure beyond what the municipality currently permits would still require planning approvals, and new units would need to meet Ontario’s building code requirements as well.

Our proposed changes would also ensure municipalities do not impose development charges, parkland dedication fees, or cash-in-lieu requirements for the creation of these types of new units.

Speaker, while gentle density works in some cases, there are other times when bringing more housing, jobs, retail and public amenities within close distance to transit is beneficial to a community. The province’s Transit-Oriented Communities Program will help build more housing to address soaring housing prices and provide more options to all Ontarians. This program is part of the province’s plan to build new, complete and mixed-use communities near and around public transit. We’re proposing to unlock new municipal funding tools so that municipalities can collect the fees and charges needed to participate in the transit-oriented community projects.

With more housing being built closer to transit, more people can get to and from their jobs, schools and back home much faster and be with their families. Speaker, living close to work saves money. It allows spending time, as I said, with more families, neighbours and loved ones, and it makes life easier for everyone.

Speaker, we are proud to be working with municipalities to deliver these transit-oriented community projects. It stands to reason that creating housing near transit stations delivers a myriad of benefits. We are increasing ridership, reducing traffic congestion and greenhouse gas emissions, and stimulating economic growth.

These projects create much-needed local services and convenience, and increase job opportunities to improve residents’ quality of life. It means housing closer to where we work, play and shop. It means less time in traffic, less time commuting and more time with our loved ones. But to get there, we need to remove barriers to building more homes.

One way to do that is through updating tools like inclusionary zoning. Inclusionary zoning requires home builders to include affordable housing options in new developments. That means there would be both market-rate and affordable units in a single development, such as condominiums for example.

There’s been a lot of attention to the need for attainable housing and how people with good jobs and even two incomes in their families can’t find a place to live. But we also need more affordable housing, especially around transit corridors and in other high-density areas. So we’re consulting on how to make inclusionary zoning rules more consistent and predictable in areas where this tool can be used. We’re also proposing a maximum 25-year affordability period, as well as a 5% cap on the number of affordable units, along with a standardized approach to determining affordable prices and rents.

Speaker, we’ve been clear that we want to put attainable home ownership and rental within reach for more Ontario families, and we want to give them the opportunity to live closer to where they work so that they can spend more time with one another.

Many of the proposed changes that we have been speaking to today would reduce financial burdens and streamline processes for the building sector, all while putting housing within reach for more Ontarians. In short, they would help to incentivize our partners in the construction industry to invest in building more homes.

We need these types of changes because we know there are times when deciding how and when to get shovels in the ground on new homes can be delayed and even stalled. That’s because in some areas with upper- and lower-tier municipalities, both levels of government have responsibilities for development planning and approvals.

That’s why we’re also proposing changes to the Planning Act that, if passed, would further reduce red tape and help to make it easier for municipalities to make planning decisions. This would limit the amount of input that upper-tier municipalities like Peel region have when lower-tier municipalities like Caledon are making decisions around how their housing supply is planned. This would also give the public more influence over decisions and help clarify responsibilities.

Speaker, another way we’re proposing to streamline development approval timelines would be to eliminate unnecessary steps in the approvals process. Currently, municipalities must hold a public meeting for every draft plan of subdivision. Making this meeting optional would get shovels in the ground faster while the public could continue to provide input at the official plan and zoning bylaw stages.

We’re also proposing to streamline the land lease approval process to encourage more development and increase the number of land lease community homes. Land leases are where the house is owned and the land that it sits on is rented. This arrangement can be a more attainable housing option for many people, particularly in rural parts of the province.

With this new plan, we would also explore ways to enable an alternative home financing model, namely rent-to-own arrangements, as alluded to by the Minister of Municipal Affairs and Housing earlier. To do this, we would launch broad consultations and seek input and advice from experts, industry, renters and landlords.

We’re also working on a new attainable housing program that would combine a variety of tools to create homes that Ontarians can afford to buy. We would take parcels of surplus provincial properties in different communities in Ontario and put them back to create more housing options that meet the people’s needs and budgets. And if needed, the Minister of Municipal Affairs and Housing could consider making minister’s zoning orders on these parcels of provincial land to speed up construction even more.

We could also use ownership models such as land lease or rent-to-own and reduce development charges to cut costs. This would help create a series of mixed-income communities that would help a variety of Ontarians, with a variety of budgets.

Speaker, our government is committed to helping Ontarians across the housing spectrum, which is why our new plan complements the community housing regulatory framework that we established earlier this year when we released our previous housing supply action plan, More Homes for Everyone.

And while we’re proposing ways to make it easier to build a mix of home ownership and rental housing, we also recognize that the community housing sector faces its own set of unique challenges. That’s why we invested nearly $4.4 billion over the past three years through the Community Housing Renewal Strategy, homelessness programs, and response to the COVID-19 pandemic, to grow and enhance community and supportive housing as well as to address homelessness for vulnerable Ontarians.

When people have the housing they need, they have better health, better education experiences and certainly better employment outcomes as well.

And when housing is affordable—as well as in areas near transit, schools, workplaces and amenities—individuals have the opportunity to manage their lives and build a foundation for their families.

There are many ways we can help low-income households, including those who require some form of assistance through the community housing system.

The rising cost of living has a significant impact on low-income households who might have to choose between putting food on the table and paying rent.

For example, between 1991 and 2016, the number of Ontario households needing assistance increased from 12% of total households to approximately 15%.

Finding affordable housing can be especially challenging for those who are working at minimum wage jobs, struggling to find employment or on social assistance. To help ease the burden, we are continuing our work with the community housing sector, including municipal partners and housing providers, to preserve the existing stock of community housing and to modernize the system for those who depend on it. Put simply, we’re working to help vulnerable Ontarians get back on their feet.

Another goal in addressing our housing crisis and improving affordability is to ensure older purpose-built rentals are replaced quickly. If a mid-sized rental apartment—six units or more—is demolished, municipalities may limit what’s built on that site. For example, they may specify the size and number of the replacement units in the new building. And while the goal of a municipality’s bylaw may be to preserve affordable rents and protect tenants, it may be preventing renewal and, as such, limiting the supply of rental units and leading to deteriorating housing stock.

With our plan, we would launch consultations to hear solutions on how to promote the building of more, desperately needed, rental units while continuing to protect the people who rent them.

Speaker, Ontario is in need of bold action to get more shovels in the ground, faster, on all types of housing.

The proposed initiatives I talked about today are designed to create a broader mix of housing and fill in the housing gaps we need in communities right across our province, because we need to help more Ontarians find a home that meets their needs.

This spring we made a promise to the millennial dreaming of owning a home, the family that’s looking to plant their roots, the senior looking to retire in dignity, and the newcomer in search of a more prosperous future that we would not let them down. We promised them that if they’re willing to work hard, if they’re willing to do their part and earn their keep, we would unlock the dream of home ownership; we would say yes to getting more homes built.

We live in the greatest province in the best country in the world, but it cannot be at its best until everyone has a place to come home to. And with the More Homes Built Faster Act, we’re taking bold action to ensure that goal becomes a reality.

I will now hand it over to my colleague the parliamentary assistant to the Minister of Municipal Affairs and Housing, who will share more details on this proposed legislation.

Speaker, 34 out of 35—that’s where Canada ranks when it comes to getting approvals to build more homes. The opposition might be okay with that. They were okay with it for 15 years. They let the people of this province down—we’re not. We campaigned on building 1.5 million homes so that we don’t let down the people of this province. They have continuously said no to housing. They have supported them.

We have said to every single Ontarian that we will do whatever it takes—we will use every tool and work with our municipal partners and our federal partners to make sure that we do not carry on the tradition of the previous government to let Ontarians down. We will build 1.5 million homes. We will work with every partner to make sure that happens, with or without their support.

Thank you very much, Speaker, and congratulations to you. It’s good to see you in that chair. I also want to thank the Minister of Municipal Affairs and Housing for sharing his time with me today and, of course, the amazing parliamentary assistant, who we’ll hear from later on.

It really is a pleasure to stand here in this House to talk about the Strong Mayors, Building Homes Act, an act designed to empower our municipal partners with the tools they need to get more homes built faster.

Ontario is in a housing crisis. Too many families are being priced out of the housing market, and too many Ontarians have given up on the dream of home ownership. Core to the Ontario dream is having the opportunity to work hard, build your career, and raise your family in the community of your choice. We must renew the promise of unbounded potential each person has in this province. We must ensure that Ontario remains a place of opportunity and prosperity, and to do that, we must ensure everyone has a place to call home.

The Strong Mayors, Building Homes Act is one of the many bold actions the government of Ontario is taking to address the housing supply crisis, and we’re not slowing down. There is no idea too ambitious, no solutions to the housing shortage too daring, because in Ontario, it is all hands on deck to get more homes built.

In May 2019, our government announced More Homes, More Choice, our first housing supply action plan. The plan included a full spectrum of legislative changes designed to increase the supply of housing: affordable housing, attainable housing and housing that provides buyers and renters with more meaningful choices on where to work, where to live and where they can raise their families. This plan cut red tape and made it easier to build the right types of homes in the right places.

The More Homes, More Choice Act was a far-reaching omnibus piece of legislation that changed the Conservation Authorities Act, the Development Charges Act, the Education Act, the Endangered Species Act, the Environmental Assessment Act, Environmental Protection Act, the Local Planning Appeal Tribunal Act, the Occupational Health and Safety Act, the Ontario Heritage Act and the Planning Act. It took a multi-layered approach so we could help get much-needed homes built more quickly. From home ownership to rental housing, whether built by private developers or non-profits, our first action plan and its accompanying legislation helped to give people more choice. It aimed to make housing more affordable and helped taxpayers keep more of their hard-earned dollars in their pockets.

Speaker, we reviewed every step of the development process, every policy and every regulation. We did that to eliminate any unnecessary steps, any duplication and any barriers. We cut red tape while at the same time delivering on our commitment to ensure the health and safety of Ontario. We stayed true to our commitment to protect the environment, we remained a steadfast guardian of Ontario’s agricultural lands and we continue to be the steward of the province’s rich natural heritage.

Our work is producing results. The province’s first-ever housing supply action plan has been an overwhelming success. In 2021, Ontario broke ground on a record number of new homes being built, with more than 100,000 new homes in only 12 months. That’s the highest level of new housing starts in a single year since 1987. And there’s more: Last year, Ontario reached a 30-year record for rental housing construction starts in the province—again, the most units being built in a single year since 1991.

We knew that addressing the housing crisis needs a long-term strategy; it needs a long-term commitment and collaboration at all levels of government. With that in mind, our government continued to take action. In December, our government created the Housing Affordability Task Force, which was made up of industry leaders and experts, to recommend additional measures to increase the supply of market housing. As the task force stated at the beginning of its report, “For many years, the province has not built enough housing to meet the needs of our growing population.” The task force noted that many “efforts to cool the housing market have only provided temporary relief to home buyers.” They said, “The long-term trend is clear: House prices are increasing much faster than Ontarians’ incomes.” They stated that “the time for action is now,” that there’s no time for delays and that the province simply cannot afford to get it wrong.

We firmly agree, which is why, at around the same time, we convened with our municipal partners at both the Ontario-Municipal Summit and at the rural housing round table to gather their expert advice. We listened to Ontarians through over 2,000 public consultation submissions. We knew that through collaborating with our partners and the housing sector, we’d be on track to get more homes built.

However, despite the gains that we have made over the past four years, we know that there’s still a shortage of housing. Rental housing and affordable home ownership are even further out of reach for hard-working Ontarians. Just to illustrate the problem, for every month that approvals are delayed, anywhere between $2,000 and $3,000 is added to the cost to build a single-family home or a condominium unit in the greater Toronto area. It became clear that without an increase in housing supply to match the rising demand, housing prices will keep going up and affordability will worsen.

We took all the information we gained from our many consultations and created our second housing supply action plan, called More Homes for Everyone, which was launched earlier this year, thanks to the great work of the Minister of Municipal Affairs and Housing. More Homes for Everyone outlines the next steps we’re taking to address Ontario’s housing crisis—steps such as accelerating approval timelines, reducing red tape and protecting homebuyers from unethical business practices. For example, we made changes to provide incentives for municipalities to make decisions in an expeditious manner on zoning and site plan applications. Effective January 1 of next year, if a municipality does not make a decision within the legislated timelines, the municipality will be required to gradually refund the application fee to the applicant.

We also made changes to the Development Charges Act and the Planning Act to increase the transparency and certainty of development-related costs. The changes we made to the Development Charges Act now require municipalities with a development charge bylaw to make their annual reporting on these charges available to the public on the municipality’s website. While many municipalities already make reporting publicly accessible, these changes will increase transparency across the municipal sector.

We also changed the Planning Act to require any municipality with a community benefits charge bylaw to publicly consult and complete a review of that bylaw at least once every five years. After the review, the municipality must pass a council resolution to indicate whether any changes are needed to that bylaw. If this is not done, the community benefit charge bylaw in that municipality expires.

We also took further steps to make it easier to build transit-oriented communities. As many members of this House will recall, transit-oriented communities are our government’s vision for higher-density, mixed-use developments that are next to, or within a short walk of, transit stations and stops.

We have set out and standardized, under the Planning Act, how much parkland, or cash in lieu of land, municipalities can collect for developments in transit-oriented communities. We see this change as balancing the priority for building new housing and transit-oriented communities quickly, while continuing to create more parks. Our government is moving quickly to take every step we can to help support the construction of more homes in the province for hard-working Ontarians.

Minister Clark has mentioned that there are regulations to help bring this piece of legislation into force. For example, while our proposed legislative changes to the City of Toronto Act would empower the mayor of Toronto, the changes to the Municipal Act would need to be supported by a regulation to also empower the mayor of Ottawa.

When our government looks at potential similar changes for other growing municipalities that are also shovel-ready, committed to growth and cutting red tape, we would also use this regulation to designate what municipalities these new mayoral powers would also apply to.

Minister Clark has spoken to how, if passed, these changes would allow mayors to create new committees and appoint the chairs and vice-chairs of identified committees and local boards. Based on the unique needs of individual municipalities, our government would again use these regulations to identify what committees and local boards these powers would pertain to.

We also plan on making accompanying regulations to set out current provincial priorities. These priorities would include our commitment to help build 1.5 million new homes in 10 years to address the housing supply crisis. But homes, as I’ve said many, many times, aren’t just four walls and a roof. They’re where we raise our families; they’re where we create our fondest memories. For that to happen, we need to build our homes in strong communities. That’s why another provincial priority will focus on the planning, approval, construction and maintenance of key infrastructure, infrastructure such as transit and roads so residents don’t have to wait in gridlock, and for utilities such as water and waste water—all to support both new and existing residential development.

I also want to note that if there is any perceived abuse of these new governance tools, the regulation-making authority could be used to impose limits and conditions on the use of the proposed mayoral powers to hold heads of council accountable.

We did not take the development of our strong-mayors proposal lightly. We did our homework; we studied best practices from around the world and ensured the legislation will meet the test of time. We have looked at other cities that provide mayors with executive powers. We looked at cities like New York, Chicago, London, Los Angeles and Paris where strong-mayor systems work and are successful. The mayors of these cities have strengthened roles and additional administrative and executive powers. They have extra powers in developing budgets, and some have the opportunity to veto certain items.

Let’s take a look at what some of these cities are doing. In New York City, the mayor acts as a chief executive officer and does not sit as a member of council. It’s important to note here that if our proposed legislation is passed, a mayor would still sit on council and every council member would still have one vote.

However, similar to what we are proposing, the mayor of New York City may appoint and remove heads of administrations, departments and commissioners and all other non-elected officers except as otherwise provided in law. Also, the mayor of New York City has the power to create or abolish departments or positions within the mayor’s office. The mayor of New York City develops the budget and any accompanying financial plans and submits them to council for consideration and approval. And the mayor of New York City can veto any council decision to add to, increase or place terms on budget items. There is, of course, the check and balance that council can override a mayoral veto related to the budget with a two-thirds majority vote.

Now let’s look at Chicago. Just like in New York City, the mayor of Chicago is the chief executive officer of the city and does not sit on the council. However, unlike New York City, the Chicago mayor must obtain council consent to appoint and remove heads of all city departments and officers of the municipality, all commissions, all boards and all agencies, except as otherwise provided in the law. As in New York City and as proposed by our bill, the mayor of Chicago directs the city’s budget process and submits the city’s annual budget to council for consideration and approval.

Now let’s go out west and look at Los Angeles. Again, the mayor of Los Angeles is the chief executive officer of the city and does not have a seat on council. The mayor of Los Angeles has the power to create or abolish bureaus, divisions or positions within the executive office of the mayor, including having the power to remove certain city officials. Just like in New York, just like in Chicago and just like in our proposed legislation, the mayor of Los Angeles directs the budget and sends it to council for approval. The mayor can veto any changes or additions council makes, and, in turn, council can override a mayoral veto with a two-thirds majority vote.

These strong-mayor systems support the needs of these growing communities, just as similar systems can support the needs of the growing communities in Toronto and in Ottawa.

We know that building more homes that people can afford is a priority for everyone right across the province. From the headlines of newspapers to the conversations we all hear at our hockey rinks, soccer fields or coffee shops, we know that Ontarians care about living in a province where they can find a place to live, where the dream of home ownership is alive and well for them and their children.

There is no doubt that housing affordability will be top of mind for voters in this fall’s municipal election. We have heard candidates underline what their municipality needs to do to increase housing supply. We have heard from voters, both with well-paying jobs and those who might be having difficulty making ends meet, talking about the fact that they are unable to find attainable housing. Whether they’re looking for a place to call home in urban city centres or in suburban communities across the province, we hear about the struggles families are facing.

This is all because of a lack of housing in the housing market. This has to change. With this piece of legislation, combined with all the other bold solutions our government is taking action on, we’re ensuring that it does.

Both the Minister of Municipal Affairs and Housing and I have mentioned some of the other housing supply-related initiatives our government has put in place. From our action plans to convening experts to weigh in on the best ways to increase housing supply to engaging with both the public and municipalities on crucial matters, we stand before our honourable colleagues here today to share with you that the proposed Strong Mayors, Building Homes Act is one more step that our government is taking to help address the current housing shortfall.

As the minister has said before, solving the housing crisis is a long-term process that requires a long-term commitment and collaboration from all levels of government. It is a huge challenge that Ontario faces. It’s a defining issue of our time. I know that there is a challenge here, but I know that we can overcome this challenge by working with all our partners, because how we as elected officials choose to tackle the housing crisis will dictate whether an entire next generation can break into the housing market. Ontarians are counting on us to get this right, and failure is simply not an option. We will meet this challenge and get homes built, and we will do it by working together with our municipal partners.

The proposed Strong Mayors, Building Homes Act focuses on partnership. The proposed legislation is built on the fact that our government trusts Ontarians to elect the right local leaders. Strong-mayor systems are intended to empower municipal leaders to work more effectively with the province to reduce timelines for development, to standardize processes and address local barriers to increasing the housing supply. That’s why Ontario will continue to provide the tools so that municipalities can, in fact, increase the housing supply—the tools they need to break through the logjams that have historically slowed the speed of housing construction, the tools that would enhance authorities for the mayors of Toronto and Ottawa. We propose to give these mayors more responsibility to help deliver on our shared provincial-municipal priorities, including our commitment to build 1.5 million new homes over the next 10 years.

The reality is that over one third of Ontario’s growth in the next decade is expected to take place in Toronto and in Ottawa. Queen’s Park cannot tackle the housing challenge on its own. It requires all our partners to pitch in and help us get the job done. We are counting on these mayors to cut red tape and get housing built faster so more families can realize the dream of attainable home ownership. That’s our mission. That’s our job. That’s why we’re here. We’re not going to leave anyone behind, Speaker. We’re going to make sure everyone has a place to call home. Ontarians, as I said before, are counting on us, and we won’t let them down.

I thank the unbelievably hard worker from Don Valley North for the great question.

Simply put, Ontario is in a housing crisis that requires strong leadership and bold solutions.

As I said yesterday here in this House, we have an ambitious plan to build 1.5 million new homes in the next 10 years, and our plan is working. Just last year, we had over 100,000 housing starts in our province—that’s the highest in over 30 years—13,000 of which were rental units.

Ontarians have seen the dream of home ownership start to slip under the leadership and governance of the previous Liberal government, always backed by the NDP, but that is going to change under the leadership of this Premier and this government.

I want to thank the member for the question and congratulate him on his election to the people’s House.

Ontarians are facing the rising cost of living and certainly a shortage of homes. Our government was re-elected with a strong mandate to help more Ontarians find more homes that meet their needs and their budgets.

We all know that Ontario accounts for two thirds of the population growth in Canada. That’s why, under our ambitious plan, our government will build 1.5 million new homes over the next 10 years to keep costs down and make life more affordable for all Ontarians. We’re also speeding up the approval process while implementing recommendations from the Housing Affordability Task Force. The steps that our government is taking are working. Over 100,000 homes have been built in 2021—and more than 13,000 new rental starts here in the province of Ontario; that’s the highest in over 30 years.

Speaker, next week I’m heading over to AMO in Ottawa to be able to continue collaboration with our municipal governments.

Our government’s policies have delivered historic results in getting more housing built faster, and they certainly complement our more than $4.3-billion investments over three years to grow and enhance community and supportive housing for vulnerable Ontarians and Indigenous peoples, address homelessness and respond to COVID-19.

The More Homes for Everyone plan, launched in March 2022, outlines the next steps we’re taking to address Ontario’s housing crisis, such as accelerating approval timelines and protecting homebuyers from unethical business practices. For example, changes were made to provide an incentive for municipalities to make decisions in a timely manner on zoning and site plan applications. Effective January 1, 2023, if a municipality does not make a decision within the legislated timeline, they would be required to gradually refund the application fee to the applicant. Municipalities could avoid lost revenues by improving processes to support timely decisions.
