Mr. Speaker, violent crime is rising in big cities and rural regions alike. Rhonda owns a country store in a community of 10 people. Since 2019, she has been the victim of three armed robberies: one with a knife, one with a machete, and one with a gun. She says, “I live alone and my house and store are attached. My fear is always with me. I can't go home and forget. I see a therapist to help me get through it all and just as I start to get my life back, I get robbed again.” Rhonda wants tougher sentences to stop repeat offences and better enforcement of court ordered restitution, instead of victims being forced to relive their trauma and chase cases through civil courts. Rhonda is in a wheelchair now because she fell and broke several bones during one attack. She says, “I live in fear every day, but I won't sell my store. If I give up, the criminals will have won. I can't let that happen.” It is appalling that her experiences are becoming common in Lakeland. The NDP and Liberals should have her back, but instead they are reducing penalties for the very crimes against her. At least Conservatives stand with brave, innocent victims and all law-abiding Canadians like Rhonda. We will keep fighting for them.

Mr. Speaker, the member raises an interesting point on which to challenge the Liberals for another one of their chief premises of this bill. The Liberals could have taken the approach to have some sort of exceptional circumstances provision where judges, in certain factors or cases, would have the ability to choose something other than the mandatory minimum, while maintaining mandatory minimum penalties for serious crimes. They are not doing that in Bill C-5, either. The brass tacks are that Conservatives believe there should be stronger, stiffer and tougher sentences for all crimes, including and especially gun crimes, which are terrorizing the streets of cities across the country, and real action against gangsters who do not follow the laws already, and who traffic and trade in illegal gun smuggling, which is a major source of gun crime in this country.

Mr. Speaker, that is shameful. Instead of vile insults, let us actually talk about reality. There are record highs in Toronto alone for most shootings, most murders and most people injured in 2018 or 2019. Many who harm innocent Canadians are multiple repeat offenders, but the Prime Minister wants to make it easier for them to stay home among their victims for crimes like sexual and physical assault, human trafficking, kidnapping, criminal harassment, failure to give the necessities of life and arson. These are major crimes that cause lifelong trauma and loss. When will he stop punishing law-abiding Canadians and actually crack down on criminals?

Mr. Speaker, it is very concerning to hear the minister and the NDP-Liberals misrepresent what this bill would do. To be clear, what this bill would really do is reduce mandatory minimums for all kinds of existing gun crimes and also allow for house arrest for the kinds of crimes that leave people traumatized and harmed forever, like human trafficking, like sexual assault, like kidnapping, like abduction of kids under 14, like causing bodily harm by criminal negligence and causing bodily harm through assault or with a weapon, or like assaulting a peace officer causing bodily harm or with a weapon. That is what this bill would actually do, so how on earth can the NDP-Liberals pretend that this protects public safety and has anything to do with justice?
