Madam Speaker, I would like to congratulate my colleague and neighbour from Saint‑Hyacinthe—Bagot on his excellent speech, and at the same time wish him a happy birthday. There was a lot of passion in his speech, and a lot of facts too. There is one thing that concerns me greatly about the erosion of the political weight of Quebec within Canada. Laws are being passed in Canada to protect certain aspects of culture, including French, culture itself and the people who shape our cultural sector, which is always under threat, always at risk. In fact, it is often in danger, and we often have to come to its rescue. With the Century Initiative, Quebec risks losing its political weight. What does my colleague think Quebec will have to do to protect itself from this increased risk of Quebec culture withering away?

Madam Speaker, I like the subject of our Conservative colleagues' opposition day today. Their motion includes a number of the Bloc Québécois's concerns. I listened carefully to my colleague's speech, and I heard her concerns. I would say that almost everyone on the opposition benches shares those concerns. However, I am also concerned about the entire situation. I would like to hear the member's thoughts on Alexandre Trudeau's appearance before the committee yesterday. His arrogant attitude seems to be a family trait. He even accused the press of poor journalism. That is a big deal. He also accused the foundation's former CEO of spreading misinformation to sway the debate, no less. I am very confused and very concerned about this situation. I would like to hear what my colleague has to say about that.

  • Re: Bill C-11
Mr. Speaker, that is an interesting question. I think there are a lot of things that are going to have to be uncovered as the act is implemented. I also think this legislation will open the door to more creation, and that includes new types of creation as well. I think digital creators are going to benefit in the long run. I want to tell the digital creators who have expressed concerns to us about Bill C-11 to wait and see what happens when the law is implemented. We will make adjustments if necessary. I am confident that it will be fine, but if they still have concerns after these changes to the Broadcasting Act are in place, we will always be there to represent them and make the necessary adjustments. In fact, the Bloc got sunset clauses added to Bill C‑11, which means that the act will be reviewed every five years. That will ensure that we do not spend another 30 years with problems building up, as was the case with the last version of the act. Every five years, we will be able to do a review and correct the things that need to be corrected.

Madam Speaker, I have to say that I have a great deal of regard for my colleague, who did not disappoint with this speech. He is always calm and thoughtful, and he always provides an independent analysis. I admire that about him and think that it is very honourable. He answered my question to some extent in his earlier remarks, but I would nevertheless like to make a comment and ask him my question. First, I would like to know if the member agrees with the idea that had this crisis been better managed from the outset, by any level of government, we would not be having this discussion today. The question I want to ask him concerns the fact that this vote on the Emergencies Act has become a confidence vote. Does he not think that proceeding in this way somewhat undermines the validity of the democratic exercise that we are called to have in this House? Is this not twisting the arms of the parties and members that may have a different opinion and do not want this to be a confidence vote?
