Madam Speaker, that is a very timely question. In fact, we have been working very hard on responding to the recommendations in the Arbour report, which involve examining our current law as well as law under the National Defence Act.
I take the member opposite's question with great earnest and interest. I look forward to responding to it as we examine the path forward for our armed forces and as we seek to build a military that is inclusive and that responds to the needs of the Canadian Armed Forces.

Mr. Speaker, I thank my hon. colleague for his leadership on this issue.
Since 2015, under Operation Unifier, the Canadian Armed Forces have trained more than 34,000 Ukrainian military personnel. We are training them in England. We are training Ukrainian engineers in Poland. Why? It is because their sovereignty, their stability and their security is global security as well, and we are there in the short term and the long term until Ukraine wins this war.

Mr. Speaker, I will try this again. After significant cuts made by the previous Conservative government, we are delivering results for our Canadian Armed Forces.
Some of these results are the tax-free income for members deployed on international operations, close to $200 million to improve access to health care and implement a joint suicide prevention strategy, $6 million per year in new funding for military family resource centres, which means more child care hours, and enshrining a victims' bill of rights in the military justice system.
This is our top priority.

Mr. Speaker, I would like to say that I have military members and their families as my top priority. From day one, as stated in my mandate letter, I have continued to commit to ensuring that our members have the support and resources that they need. That is why we are increasing our defence spending by 70% over a nine-year period beginning in 2017. That is why we committed another $8 billion in defence spending. That is why $6.1 billion of that will go to the needs of the military, and we will keep working on this issue.

Mr. Speaker, military members and their families are our top priority and we are investing $445 million over the coming years to tackle this very important issue that the hon. member raised. In February 2021, we increased military members' rates of pay to ensure alignment with increases received by the federal public service. We also implemented an interim relocation policy to enable remote work options and to facilitate flexibility for members. We have more work to do. We will continue to seek ways to support our members and their families.

Mr. Speaker, I thank Madam Arbour for her comprehensive and detailed report, which will be the cornerstone of our culture change efforts going forward.
This morning, I accepted her report in its entirety. I spoke with the Prime Minister. At the outset, let me be clear that we wholeheartedly agree with the significant issues identified by Madam Arbour. My top priority is to build a military where everyone who puts on a uniform for our country can work in a safe, respected and protected manner.

Mr. Speaker, our support for Ukraine remains unwavering. This past weekend, while the Prime Minister was in Kyiv, he announced $50 million more in military aid, in addition to the $131 million already committed since February. This includes 18 drone cameras, $15 million in high-resolution satellite imagery, $1 million in small arms and related ammunition and additional ammunition for the M777 Howitzers.
As Ukrainian heroes fight back to win this war, Canada stands shoulder to shoulder with them.

Mr. Speaker, we are making critical, major investments in personnel, equipment and infrastructure that will support continental defence, will support military families, and will support equipment and resources for the Canadian Armed Forces. We agree that the lives of military families, as well as CAF personnel themselves, are of the utmost importance. That is why budget 2022 committed $8 billion toward increased defence spending, and that is on top of a 70% increase under “Strong, Secure, Engaged”.

Mr. Speaker, the reality is that we are leaving no stone unturned in our aid to Ukraine. I have announced six tranches of military aid, totalling over $110 million. That aid has included hand grenades, rocket launchers, ammunition, sniper rifles, Carl Gustaf weapon systems and fragmentation vests, among other things. We will continue to explore every opportunity to deliver aid to Ukraine.
I spoke with my counterpart, Minister Reznikov, this morning for the second time this week to ensure that we are collaborating with our allies and with Ukraine to deliver as much aid as possible as soon as possible.

Mr. Speaker, I thank the member for his question.
The Conservatives want to question our commitment to the Canadian Armed Forces. Let us be clear. The Conservatives, for a decade, had a chance to step up and invest in NATO and our armed forces. Instead, they decided to actively step back and allow military spending to drop below 1% of our GDP in 2013, but not us. We will continue to invest in our armed forces. We will continue to support NATO, NORAD and our Canadian Armed Forces.

Mr. Speaker, I am surprised at the member opposite's characterization of our Canadian Armed Forces.
In fact, our commitment to NATO operations, including Operation Reassurance, is unwavering. To reinforce our deterrent measures in Europe in the face of rising tensions, we announced that we are increasing military contributions in support of NATO and in support of Operation Reassurance with up to 460 additional CAF personnel; an artillery battery in Latvia; a second frigate, which departed Halifax over the past couple of weeks; and a maritime patrol aircraft.
We are there for NATO. We are there for Ukraine.
