Mr. Speaker, it is shocking, coming from that member, who was himself a member of the armed forces, that last week, he and his party voted against military aid to Ukraine and compensation to the Canadian Armed Forces.
On the subject of Ukraine, let me clarify all of the $1 billion in aid that we have provided to Ukraine: Carl-Gustaf anti-tank weapon systems, 155-millimetre ammunition and armoured vehicles, and we have trained over 40,000 members of the Ukrainian armed forces. We will stand on the side of democracy every single time.

Mr. Speaker, it is somewhat surprising, when the Conservatives let defence spending dip below 1%, for my hon. colleague to suggest that we are not paying attention to what we are rightfully focused on, which is increasing resources for the Canadian Armed Forces, increasing defence spending, ensuring our forces have the equipment they need to fight forest fires and floods here at home, leading the enhanced forward presence battle group in Latvia, making sure we are a leading donor to Ukraine in its time of need, contributing in the Middle East, and the list goes on. We will always be here for the armed forces.

Mr. Speaker, since the very beginning, Canada has stood shoulder to shoulder with Ukraine. Since 2015, Canada has trained over 34,000 Ukrainian armed forces members. We have put on the table over $5 billion of military aid. We will stand with Ukraine in its fight for security, solidarity and sovereignty. The decision relating to peace and Ukraine's future will come from Ukraine itself. Canada will be there all along the way.

Mr. Speaker, this time is different. It is my intention and the Department of National Defence's intention to implement all 48 recommendations of the Arbour report. In fact, we have begun doing that and we will continue until it gets done.
We are putting our shoulders to the wheel. This is important for moral reasons and operational reasons as we continued to grow a Canadian Armed Forces where every member feels protected and respected when they put on a uniform for this country.

Madam Speaker, that is a very timely question. In fact, we have been working very hard on responding to the recommendations in the Arbour report, which involve examining our current law as well as law under the National Defence Act.
I take the member opposite's question with great earnest and interest. I look forward to responding to it as we examine the path forward for our armed forces and as we seek to build a military that is inclusive and that responds to the needs of the Canadian Armed Forces.

Mr. Speaker, I find it unfortunate that the member opposite is characterizing the views of our Canadian Armed Forces as being ashamed. On the contrary, at the top of my mandate letter is making sure that the Canadian Armed Forces have the equipment they need to defend our country.
I am focused on delivering results for the Canadian Armed Forces. We are increasing defence spending by 70% over a nine-year period beginning in 2017, including for NORAD modernization and our commitments to NATO.

Mr. Speaker, I am surprised at the member opposite's characterization of our Canadian Armed Forces.
In fact, our commitment to NATO operations, including Operation Reassurance, is unwavering. To reinforce our deterrent measures in Europe in the face of rising tensions, we announced that we are increasing military contributions in support of NATO and in support of Operation Reassurance with up to 460 additional CAF personnel; an artillery battery in Latvia; a second frigate, which departed Halifax over the past couple of weeks; and a maritime patrol aircraft.
We are there for NATO. We are there for Ukraine.

Mr. Speaker, I would like to thank the Canadian Armed Forces for its ongoing and historic work to protect our country and contribute to our world. I would like to say in addition that we have contributed lethal and non-lethal aid to Ukraine, including anti-tank missiles, grenades and fragmentation vests, and we will continue to provide millions and millions of dollars' worth of aid to Ukraine.
In terms of the suggestion, I look forward to working with my hon. colleague to get more details on his suggestion so that we can take it forward. We will continue to leave no stone unturned to assist Ukraine.

Mr. Speaker, I must say it is heartening to see politics put aside in times of crisis.
In response to the member's questions directly, we are working to get this lethal aid into the hands of Ukrainian soldiers as soon as possible. In order to do that, we are working very closely with our allies to ensure safe passage of the lethal aid, as well as safe delivery to the Canadian Armed Forces and to Ukrainian soldiers as well.
In terms of the member's question relating to the inventory itself, the lethal aid that we have announced today does come from existing inventory. I will continue to reiterate that all hands are on deck. We are continuing to ensure that we are responding as quickly as possible to the requests of the Ukrainian government. My conversations with Minister Reznikov over the past number of weeks have been instrumental in allowing us to know precisely what Ukraine needs and how we can best deliver it to them.
