Mr. Speaker, I appreciate the question from my hon. colleague. Let me reiterate that since I have been appointed, we have put on the table a number of additional reforms, including laying a road map for all 48 of the recommendations of Madame Arbour. In addition to an official apology, in addition to millions of dollars in supports for victims and survivors as well as the transfer of cases from the military justice system to the civil justice system, we will always support victims of sexual misconduct and sexual harassment.

Mr. Speaker, I thank my colleague for that important question. We have already established the foundations for a culture change. For example, we have started transferring cases to the civilian system. Last week, I appointed Jocelyne Therrien as external monitor. She will help us ensure that we continue to make real progress. We will keep working to protect women and minorities in the Canadian Armed Forces.

Mr. Speaker, I would like to reiterate what the Prime Minister said last week a number of times, for the benefit of my hon. colleague. He stated: The flight in question was part of a Canadian Armed Forces training exercise that was planned prior to and was unrelated to the convoy protest. The training had nothing to do with the convoy blockade, and we will continue to reiterate that fact.

Mr. Speaker, our government takes the issues raised by the member opposite very seriously. That is why on November 4, I moved, as minister, to accept the interim recommendations of Madame Arbour. That is why we offered an apology today. That is why we are going to be moving very quickly after we receive the final recommendations of Madame Arbour. That why we are implementing Bill C-77. Our government takes the issues raised in the question very seriously and we will work very hard to regain the confidence of Canadians in the Canadian Armed Forces.

Mr. Speaker, the Canadian Armed Forces have always had our backs, but far too many members of the forces have suffered sexual harassment and sexual assault or discrimination. We must acknowledge the pain and trauma that have occurred, and today's apology is just one example of the steps we are going to take to work toward a place where all members of the armed forces feel safe, respected and protected.

Mr. Speaker, I want to say, first off, that our government takes all allegations of sexual misconduct very seriously. The Canadian Armed Forces must be an institution where all individuals feel safe, respected and protected. As the member opposite knows, I accepted the interim basis recommendation of Madam Justice Arbour on November 4 to transfer cases from the military justice system to the civil justice system. We are preparing the groundwork to accept the recommendations of Madam Justice Arbour when she provides them to us next year.
