Mr. Speaker, I often remind ports, including the Port of Vancouver, that they are public institutions. They are there to serve the public and they are there to ensure that they pay attention to their constituents and their stakeholders.
This bill would do several things, but let me address a couple of points the bill proposes that could help with the matter that my hon. colleague has raised.
First, the bill would require ports to establish advisory groups to ensure that local stakeholders are consulted formally and efficiently, instead of the ad hoc, insufficient ways that may have happened in the past. Second, the bill proposes that ports could create inland terminals. They would no longer have to build all their infrastructure on the coastline and would be able to look for other options.

Mr. Speaker, I thank my hon. colleague from Richmond Centre for his advocacy. Last week, the Minister of Natural Resources and I announced that it is in our national interest to increase the capacity of the Port of Vancouver by 50% by approving the Roberts Bank terminal 2 project.
The port will have to abide by 370 conditions, and we will continue our work with indigenous peoples, environmental stakeholders and unions to ensure the expansion and resilience of our supply chains. We have always said that our environmental plan is an economic plan. We are getting the job done.

Mr. Speaker, I want to thank my colleague for his advocacy. He remembers that in January of this year, I reached out to him and asked for his input, as I am developing the framework for our government to table in the House of Commons.
I have consulted with advocacy organizations. I have consulted stakeholders in the industry, and I am looking forward to it. It is our government that has put in place the passenger bill of rights and it is our government that will strengthen and clarify the passenger bill of rights.

Mr. Speaker, I want to thank my colleague for his ongoing advocacy on behalf of this issue. He and I have talked about it on numerous occasions. I want to keep reassuring him that Transport Canada is working with him and other stakeholders on identifying other opportunities for improving our regulations. Safety is paramount. There is an ongoing review of these regulations, but we are committed to having the highest level of safety in Canada.

Mr. Speaker, safety in the aviation sector is our number one priority. The government and I are working with Transport Canada, with our stakeholders and with all airline operators to make sure we maintain the highest level of safety in Canada and around the world. I am willing to work with my colleague and other members of the House to ensure that we maintain the highest level in our standards of safety.

Madam Speaker, I want to assure my colleague and all Canadians that the issue of vessel traffic management on the gulf coast is very important to me and to our government. A few weeks ago, I was in Vancouver where I met with the port authority and stakeholders, including shippers and agriculture producers. Global and domestic supply issues are causing a complicated matter at the port.
Soon, we will be tabling a bill in the House of Commons to modernize how we govern our ports. We have also announced an investment to digitize our supply chains to help the flow of goods and make them more efficient. Our government is acting. This will also relieve pressure on inflation.

Mr. Speaker, the Conservatives are going through an identity crisis. They do not know what policies they support and what policies they oppose. The only thing they know is they want to inflame anger and frustration. They have no idea how to address the current challenges we have.
Our government is a responsible government. We are working with stakeholders, airports, airlines, CATSA and the CBSA, and are offering real, concrete solutions to address these issues. Our government is on the job while all the Conservatives can do is yell and scream with no ideas.

Mr. Speaker, rail safety is a priority for our government. We have been working closely with stakeholders and rail companies to ensure that we have the highest standard of safety in Canada. We have implemented programs to support communities so they can enhance safety at crossings. We are following up on recommendations by the Transportation Safety Board.
We will stop at nothing to ensure that we have the highest safety in Canada.

Madam Speaker, I want to thank my hon. colleague for his question and his advocacy on behalf of his constituents.
The pandemic has caused a lot of disruptions to many of our marine and other travelling sectors. As we have demonstrated from the beginning to Canadians, we have been there to support Canadians and Canadian businesses throughout this difficult period. As we are turning the corner from the pandemic, we are adjusting our measures and working with community stakeholders to ensure that we return to normal as quickly as possible.
