  • Re: Bill C-52
Mr. Speaker, my hon. friend is correct. The aviation sector around the world has experienced significant disruptions over the last couple of years, and Canadian workers and travellers have felt it here at home. We promised Canadians to take action on lessons learned. So far, we have strengthened passenger protection rights. We are working to modernize CATSA, and today I had the honour of tabling Bill C-52, which would enhance service standards for airports and airlines, and enhance transparency. This is great news for Canadians. I look forward to working with my colleagues on advancing this important legislation.

Mr. Speaker, I want to thank my colleague for his leadership. Last year, we saw significant disruptions in the air sector as it was recovering from COVID. We promised Canadians that we would further protect passenger rights. This week, we delivered on that promise. We are reversing the onus on airlines to make sure that compensation will be mandatory. We are putting into place new standards of service and new rules for delayed and lost luggage. Plus, we are simplifying the complaint process at the CTA. Protections for passengers in Canada will be the toughest in the world.

Mr. Speaker, I was proud to share with Canadians the news that our government was taking action to learn from last summer's challenges that we saw in our air sector. Our government is strengthening the protection for our passengers, making sure airlines are accountable and responsible for fulfilling their obligation to their customers. We are standing up for Canadians. We are working with the sectors. We will make sure that every passenger gets the service he or she deserves.

Mr. Speaker, I want to thank my hon. colleague for his leadership and advocacy. Over the last couple of years, the air sector has suffered a lot. Its workers and its customers have gone through an extraordinary period of time. Last week, I hosted a summit that invited more than 50 leaders of the industry, including CEOs of airlines and airports. We agreed we needed to work together on lessons learned from the last couple of years. We agreed to focus on how we could improve efficiency, transparency and accountability. We are committed to improving the air sector. We want to make sure Canadians have a competitive, safe and efficient sector so they can travel with great experience.

Mr. Speaker, of course our government is concerned about working conditions for all employees, including those who work for CATSA. We are also concerned about the experience of travellers. My hon. colleague mentions Amsterdam. Let me read this headline: “Amsterdam Airport Boldly Asks Airlines to Cancel Flights to Alleviate Chaos”. We are witnessing a global phenomenon, and in order for us to serve the public properly, we need to increase resources and be there working with the airlines, working with the airport, working with CATSA to ensure that we address these issues.

Mr. Speaker, my hon. colleague is right about one thing: We are seeing delays at airports across the entire world. We are seeing an increased demand and appetite for people who want to travel, and the supply is trying to catch up. However, we are not resting until we fix these delays. We have increased resources at CATSA, CBSA and airports. We are working with airports, airlines and all stakeholders and will do everything we can to ensure that travellers have a smooth experience.

Mr. Speaker, I know how frustrating delays at airports have been for Canadians and travellers. It is something that we are taking very seriously. We are witnessing similar phenomena across the world. Airports all over the world are experiencing this, but we are taking action. We hired over 400 CATSA employees. We have convened CBSA, CATSA, airports and airlines to work together on bottlenecks to address this. We are investing in resources. We are addressing procedures. We want to make sure that every Canadian is able to travel safely and efficiently.

Mr. Speaker, I want to thank my colleague from Brampton North for her advocacy on this issue. I have been hearing from members of Punjabi Canadian communities and colleagues here in the House of Commons about their desire to see more direct flights to India, including flights to Amritsar. This afternoon I met with the Indian civil aviation minister and raised the issue of more direct flights, including flights to Amritsar. I want to thank Minister Scindia for his willingness to work together on strengthening our air transportation agreement. Our government will continue to support airlines looking to implement more direct flights to India.
