  • This bill establishes a new position called the Parliamentary Visual Artist Laureate, whose job is to promote the arts in Canada through Parliament. The Speaker of the Senate and the Speaker of the House of Commons will select the Laureate from a list of three candidates chosen by a committee of art experts. The Laureate will hold office for up to two years and can create art, host events, and give advice on acquiring art for the Library of Parliament. This bill also corrects an error in the reference to the Canada Council for the Arts in the Parliament of Canada Act.

  • The creation of a Parliamentary Visual Artist Laureate would promote the arts in Canada and enhance cultural awareness in Parliament. It would also allow for the production of artistic creations and the hosting of artistic events, which would benefit all members of Parliament and visitors to Parliament Hill. In addition, by ensuring the selection process is reflective of Canada's diversity, it would help ensure that a broad range of artistic perspectives are represented in this position. The inclusion of photography, videography, and filmmaking in the definition of the arts would also ensure that a wide range of art forms are recognized and celebrated. Therefore, the creation of a Parliamentary Visual Artist Laureate would be a positive step for Canada's cultural landscape and would enrich our governmental institutions.

  • Some may argue that creating the position of Parliamentary Visual Artist Laureate is unnecessary and a waste of resources. They may argue that there are already numerous cultural institutions and organizations dedicated to promoting the arts in Canada and that Parliament should not be involved in this type of endeavor. Additionally, they may argue that there are more pressing issues that Parliament should be focusing on and that this is a distraction from their main responsibilities. Finally, they may also express concerns about the potential cost of funding this new initiative and wonder whether the resources could be better spent elsewhere.

  • In accordance with its Order of Reference of Wednesday, June 7, 2023, your committee has considered Bill S-202, An Act to amend the Parliament of Canada Act (Parliamentary Visual Artist Laureate), and agreed on Thursday, October 5, 2023, to report it with the following amendments:

    Clause 1

    That Bill S-202, in Clause 1, be amended by replacing line 12 on page 1 with the following:

    “names reflective of Canada’s diversity, consistent with the principle that the primary official language spoken by the holder shall alternate and submitted in”

    That Bill S-202, in Clause 1, be amended by replacing line 16 on page 2 with the following:

    “phy, filmmaking and digital creations that reflect the diversity of Canada, including with respect to the languages in use and its ethnocultural composition.”

    A copy of the relevant Minutes of Proceedings (Meetings Nos. 90 and 91) is tabled.
