  • Bill C-317, titled the National Strategy on Flood and Drought Forecasting Act, aims to develop a national strategy in Canada for providing key stakeholders, such as governments, Indigenous communities, universities, and industry, with the necessary information to accurately forecast floods and droughts. The strategy will assess the need for national coordination, new investments, and the application of novel technologies in forecasting. It will also evaluate the need for modeling that identifies properties and infrastructure at risk from floods, establish a national cooperative flood and drought forecasting system, and propose the creation of a national hydrological forecasting service. Reports on the strategy's progress and effectiveness will be prepared and tabled in Parliament. The bill acknowledges the increasing damages caused by floods and droughts in Canada and aims to address this issue by enhancing forecasting capabilities.

  • In accordance with its Order of Reference of Wednesday, February 14, 2024, your Committee has considered Bill C-317, An Act to establish a national strategy respecting flood and drought forecasting, and agreed on Tuesday, April 30, 2024, to report it with the following amendments:

    Clause 2

    That Bill C-317, in Clause 2, be amended by adding after line 8 on page 2 the following:

    Indigenous peoples has the meaning assigned by the definition aboriginal peoples of Canada in subsection 35(2) of the Constitution Act, 1982. (peuples autochtones)

    Clause 3

    That Bill C-317, in Clause 3, be amended by replacing line 12 on page 2 with the following:

    “Agriculture and Agri-Food, the Minister of Infrastructure and Communities, the Minister of Natural Re‐”

    That Bill C-317, in Clause 3, be amended

    (a) by replacing line 22 on page 2 with the following:

    “universities, civil society organizations and industry, including from the insurance industry.”

    (b) by replacing lines 4 to 11 on page 3 with the following:

    “(c) an assessment of opportunities to develop national flood and drought forecasting across Canada in order to help meet the information needs of the provinces, municipalities, industry, including the insurance industry, and Indigenous communities in respect of short- and long-term flood and drought forecasting, including current and future flood-plain delineation; and”

    That Bill C-317, in Clause 3, be amended by replacing lines 13 to 17 on page 3 with the following:

    “ment of a cooperative, national hydrological and water resources forecasting service and system based on the federal-provincial distributed model of the National Hydrological Service.”

    Clause 4

    That Bill C-317, in Clause 4, be amended by replacing lines 24 and 25 on page 3 with the following:

    “(2) The Minister must publish the report on a Government of Canada website within 10 days af-”

    Clause 5

    That Bill C-317, in Clause 5, be amended by replacing lines 36 and 37 on page 3 with the following:

    “(2) The Minister must publish the report on a Government of Canada website within 10 days af-”

    Your committee has ordered a reprint of Bill C-317, as amended, as a working copy for the use of the House of Commons at the report stage.
    A copy of the relevant Minutes of Proceedings (Meetings Nos. 102 and 105) is tabled.
