Bill C-317

44th Parl. 1st Sess.
May 07, 2024
  • Bill C-317, titled the National Strategy on Flood and Drought Forecasting Act, aims to develop a national strategy in Canada for providing key stakeholders, such as governments, Indigenous communities, universities, and industry, with the necessary information to accurately forecast floods and droughts. The strategy will assess the need for national coordination, new investments, and the application of novel technologies in forecasting. It will also evaluate the need for modeling that identifies properties and infrastructure at risk from floods, establish a national cooperative flood and drought forecasting system, and propose the creation of a national hydrological forecasting service. Reports on the strategy's progress and effectiveness will be prepared and tabled in Parliament. The bill acknowledges the increasing damages caused by floods and droughts in Canada and aims to address this issue by enhancing forecasting capabilities.

SteelmanSpren in Favour

  • One steelman argument in favor of Bill C-317, the National Strategy on Flood and Drought Forecasting Act, is that it provides a comprehensive and coordinated approach to flood and drought forecasting in Canada. Proponents argue that the current system of flood and drought forecasting, conducted by the provinces without coordination between them and limited federal technical support, is inadequate to address the rising damages caused by extreme weather events related to climate change. By establishing a national strategy, the government can ensure that key stakeholders have access to the information they need to effectively forecast floods and droughts. The bill acknowledges that floodplains are expanding and droughts are intensifying, disproportionately impacting communities and industries, such as the farming industry. By developing advanced flood and drought forecasting models that incorporate inputs from multiple meteorological fo

SteelmanSpren Against

  • Steelman argument opposing this bill: While the intention behind establishing a national strategy on flood and drought forecasting may seem admirable, there are concerns about the practicality, costs, and potential limitations of such an approach. Firstly, the coordination and implementation of a national strategy would require significant financial resources and bureaucratic oversight, which may burden the already stretched budgets of both federal and provincial governments. Additionally, the effectiveness of a centralized approach may be questionable, as flood and drought conditions vary greatly across different regions of Canada. Provinces have existing expertise and infrastructure in place to address these issues, and a top-down approach from the federal government may disrupt local initiatives and hinder adaptive decision-making. Furthermore, the bill does not outline a clear plan for information sharing and collaboration between
