Bill C-235

44th Parl. 1st Sess.
December 08, 2022
  • This bill, known as the Building a Green Prairie Economy Act, requires the minister responsible for economic development in the Prairie provinces to work with other ministers and develop a framework for cooperation and engagement in implementing federal programs across various sectors. The objective is to build a green economy in the Prairie provinces. The framework must include measures to address transportation options in small cities and communities, foster job creation and skills transfer, prioritize projects that promote a clean environment, support clean energy development, establish programs that stimulate a green economy, and prepare infrastructure projects for climate change adaptation. The minister must also prepare and publish reports on the progress and effectiveness of the framework.

The Act recognizes the importance of consultation with provincial governments, municipalities, Indigenous governing bodies, private sector, and representatives of employers and employees. This ensures that the framework takes into account local circumstances and incorporates diverse perspectives in decision-making processes. The Act specifically includes measures to address tran

  • Steelman Argument: The Building a Green Prairie Economy Act, which requires the development of a framework for building a green economy in the Prairie provinces, is flawed because it places too much power in the hands of the federal government and may not effectively address the unique needs and circumstances of the Prairie provinces. 1. Overreach of federal government: The Act mandates collaboration between several federal ministers, giving the federal government significant control over the development and implementation of the framework. This may limit the ability of local governments and communities in the Prairie provinces to have a say in shaping their own green economy. 2. Lack of provincial input: While there is a requirement for consultation with provincial government representatives, the Act does not guarantee that their input will be adequately considered in the framework. This undermines the principle of cooperative federa
