The framework must include measures to address transportation options in small cities and communities, foster job creation and skills transfer, prioritize projects that promote a clean environment, support clean energy development, establish programs that stimulate a green economy, and prepare infrastructure projects for climate change adaptation. The minister must also prepare and publish reports on the progress and effectiveness of the framework.
