The member's time is up. I would also remind him that, in the House of Commons, he must not say that someone lied. I am sure the hon. member has a lot more to say. He may do so during questions and comments.

That is a question for the questions and comments period. As the hon. member knows very well, there is some flexibility during speeches. I would like to remind all members that while they are making their speeches, even though there is some flexibility, they must also speak to the matter that is before the House, in this case, the motion to concur in the report. I am sure the hon. parliamentary secretary will refer to the motion in his speech. I invite him to continue.

It may not be what they are looking for, however, if they have other follow-up questions or comments, they should wait until the appropriate time. The question is on the motion. If a member participating in person wishes that the motion be carried or carried on division, or if a member of a recognized party participating in person wishes to request a recorded division, I would invite them to rise and indicate it to the Chair.
