Madam Speaker, in his speech, my colleague talked about the system being out of balance and provided some solutions for putting victims first. The Barreau du Québec recommends reviewing this legislation in its entirety instead of making piecemeal reforms. It suggests that we start by thinking about an immediate reform that is predictable, realistic, responsible and coherent. What does my colleague think about that? Does he think that if we immediately launched a true, complete and in-depth reform, that might restore some balance to the system?
