Madam Speaker, I do believe that there are some sanctions that are already in place. I want to re-emphasize that the minister responsible indicated very clearly to the House just an hour or so ago that we have security agencies that are charged with the responsibility of doing the work that is necessary in order to provide the type of quality advice that Canadians expect of our security agencies. It would be pre-emptive to do something before that is actually provided. I appreciate the question and look forward, as no doubt the member opposite does, to what ultimately is decided on this.
I would go back to the European Union. From what I understand, it was not until maybe the summer of last year that the E.U. ultimately recognized the IRGC as a terrorist organization.

Mr. Speaker, I want to reinforce what the minister is saying with regard to sanctions that are in place and preventing the individuals on whom the sanctions have been applied from being able to come into Canada. The minister is correct when he says there is broad support for it. Canadians as a whole, I believe, are behind the legislation. What we have seen in the debates I have witnessed in the chamber is that all parties will, in fact, be supporting the legislation.
The minister said earlier in his first answer that, when legislation is receiving such good support, sometimes it is better to see it pass so we can get to other subject matters on which there might be more division, which would allow for additional debate, given the fact, and this is the big issue, that there is a finite amount of time.

Madam Speaker, I appreciate a number of the member's comments. For me, it is very much about human rights and the role that Canada can play in regard to that.
What I have witnessed over the years is that Canada far exceeds, based on the population, the type of influence we have on the international scene. That is one of the reasons why it is important we support legislation of this nature and provide the sanctions.
Could the member provide her thoughts on that issue?

Madam Speaker, I will refrain from commenting on the misinformation the member just presented and ask him something very clearly.
Canada is a part of the Five Eyes community. In that community, countries like the United States and England and Australia do have similar legislation. Can the member give a specific example of what those countries have done that Canada has not done if he is saying we have not put in enough sanctions? What country among the Five Eyes trusted allies has put in more sanctions?

Madam Speaker, it is nice that we finally got to the debate on what it is that we were supposed to be debating a few hours back.
Let us put behind us the fact that Stephen Harper and his government did nothing in regard to the sanctions. It took this government to ultimately ensure that there would be sanctions. The violation of human rights is something that Canadians as a whole take very seriously, as we know.
This legislation, in essence, would apply additional sanctions by not allowing individuals who have been sanctioned to be admitted to Canada going forward. Does the Conservative Party clearly support this legislation?

Madam Speaker, I am very reluctant to start providing comments on individuals on whom I do not have the full story.
I do not support any terrorist or anyone who threatens the sort of violence that the member referred to. I do not believe that any member of the Liberal caucus or the House of Commons who supports any type of terrorist being in Canada. That is why we have a system through CSIS, through Canada border control and the many other agencies that are well staffed by professional civil servants to protect Canadian society.
This legislation is about protecting Canadian society and about ensuring we have sanctions against regimes like Russia and Iran because of the barbaric things they are doing.

Madam Speaker, I have no idea how many Stephen Harper let in. The member is trying to turn this into a political issue by asking if there could be people in Canada. Could the member say she can guarantee there are no sanctioned people that Stephen Harper ever let in? From my perspective, it is a ridiculous question.
With the legislation we are passing, ultimately, there could be individuals or their family members who are sanctioned, but who came to Canada two years ago before the sanctions were put in place. I suspect there might even be people who Stephen Harper and the former Conservative government let in.
This does not have to be as political as the member is trying to make it. We would be making a very strong statement to the world by bringing forward this legislation, and I hope that the Conservative Party would want to pass it.

Madam Speaker, we believe there are individuals in Canada that this legislation, if and when passed, would have an impact on. If someone has gone online to start the process of an application to come to Canada for a nephew, a niece or whoever it may be, it is hard to give a conclusive answer to what the member is proposing.
The legislation, in principle, would have a very positive impact in ensuring that we could prevent people on the sanctions list from being able to come into Canada. I have confidence, arguably, probably more confidence than the Conservative Party does, in our civil service, and believe that it understands the sanctions list and will not let people slip through.

Madam Speaker, part of it is ensuring we have the appropriate tools in place. That is one of the nice things about the legislation. That would be one of the tools on the tool belt that will enable us to enforce the sanctions. We are enabling Canada border control and immigration to be able to deal with some of the sanctions.
The member is wrong to try to give the impression that there is no enforcement. There is enforcement that is in place. There is a real impact. To say that there is nothing is just not true. Canada continues to work with our allied countries. The sanctions that are being put in place, not only by Canada but also by like-minded countries around the world, are having a real, tangible impact on Russia.

Madam Speaker, I appreciate what the member said. I do not necessarily agree with his conclusion.
Let us look at it from the perspective of what the government brought forward. There are financial sanctions banning certain products. There are some things still flowing through Russia. Fertilizer is something that Conservatives argue that we should not even put an extra tariff on. In the end, the sanctions take many different forms.
With this legislation, we would ensure that a very powerful message would be sent about who could come to Canada. The message, very simply, would be that if someone is part of the regime causing hardship and human rights violations, we do not want them in Canada. I see that as a—

Mr. Speaker, in so many ways, the member was wrong in what he stated. The fact is that this government has invested more in rural broadband expansion than the previous Harper government did in its 10 years. We continue to invest significant amounts of money, recognizing how important getting those connections to our rural communities is.
I am a little confused about the Conservative approach to Ukraine and the sanctions there, so I am wondering if this is a Conservative Party position. The member, on one hand, says that we need to do whatever we can to support Ukraine and the Ukraine war effort. We are seeing the world coming onside, and Canadians as a whole want to see that. Is the Conservative Party officially saying that the fertilizing industry should be completely exempt from having to pay any tariff, specifically with respect to Russia?
