Mr. Speaker, I listened to the member and I wonder, if he were to apply the same principles that he talks about with regard to Bill C-62 to MAID as a whole, whether he would actually support the legislation with that particular amendment, even if it were taken out. Would he apply those same principles that he was talking about to the MAID legislation as a whole?

Madam Speaker, for me, it is the principles behind a policy of a price on pollution. Often, the Conservatives say that the United States does not have it, but there are actually a dozen or more states that do have the principles of a price on pollution. Around the world, the principles of a price on pollution are very much real.
However, the far right of the Conservative Party is now saying that the principles of a price on pollution are wrong. I wonder if the member could expand on the principles and how important it is to use those principles to protect our environment.

Madam Speaker, I would be inclined to disagree with the member. If we look at the legislation, it would establish a framework that could ultimately be complemented by regulations, which could address some of the concerns she may express during the third reading of Bill S-5.
I believe it enshrines the principles of Canadians to have a right to a healthy environment, and that is a strong and positive step forward.

Mr. Speaker, last week I indicated in my speech that the member for Wellington—Halton Hills had ultimately known about the report, which gave the impression that it was the same report the Prime Minister received. At least that was the indication. Shortly after that, I stood up and apologized, saying that was not my intent. He had received a general briefing and not the special report.
Members opposite should also have the same principles applied. For example, when the Prime Minister indicates that he first found out about it last week, should the same sort of principles not apply to opposition parties? In other words, if I am to believe one member, we should believe all members and we should be acting as one on this issue, because, after all, it is more than one member of Parliament. There were 49 who received a general briefing in 2022.

Madam Speaker, as members may know, Bill C-23 would enable and encourage recommendations and ideas people might have. The member made reference to a few very specific thoughts.
When we think of our heritage, we need to think of people, places and special events, or a combination of any of those three areas, and advance it to where criteria and eligibility need to be met. What is nice about the legislation is that it sets a more detailed framework that would allow this to take place. Would the member not agree, in the principles of the legislation, that this is good legislation that should ultimately go to the committee?

Madam Speaker, I appreciate that it appears the Bloc is supporting at least the principles of the legislation. When we think of the contributions of heritage, and one could ultimately say our arts community makes us who we are as a nation, it is important that we recognize that heritage. We do that with a designation so people can advocate for names, places and events. It is important that we treasure and recognize it. What are the member's general thoughts on that principle?

Madam Speaker, I was encouraged by many of the thoughts the member expressed to the House, and I would concur that at the end of the day there is a powerful statement to be made by the passage, with what appears to be unanimous support, of the principles of the legislation.
I just want to ask the member to provide his comments in regard to the following. When we have legislation of this nature and it ultimately passes, or at least the principles of the legislation, it sends a wonderful and powerful message abroad, a message that people need to hear, which is that there is a consequence to regimes that behave against Canadian values. Would he not agree?

Madam Speaker, I thought I was being very clear about the legislation and what it would do. It would put into law principles to ensure accessibility, affordability, inclusivity and high-quality child care and early learning. I truly believe that through the financial commitments this government has put in place and through working with provinces, territories and indigenous communities, we will make child care and early learning available for all.

Madam Speaker, back in 2015, governments all around the world went to Paris, where an agreement about climate action was achieved. At the time, the idea and the principles of a price on pollution were widely accepted throughout the world. Even here in Canada they were widely accepted.
Today, when I reflect on how important it is to recognize the principles of a price on pollution, I see them as really good, not only for our local communities and our nation, but for the world as a whole. However, we have the official opposition party here in Canada reversing its position from the last election, saying it no longer supports the principles of a price on pollution.
Could the member provide her thoughts on how that statement has a profound impact here?

Madam Speaker, earlier I posed the question of whether the Bloc members support the principles of a luxury tax, and the response was that yes, they support the principle of having a luxury tax. My understanding is that this would include the impact it would have on the aerospace industry, but there are some timing concerns they have in regard to the possible credits or issues of this nature.
Could the member provide clarification? Does the Bloc support the principle of a luxury tax as stipulated in the bill itself?

Madam Speaker, I totally disagree with the member's legislation, and I will expand on the reason why shortly.
My question for the member is this. Would he apply the same principles with respect to health in other jurisdictions? For example, the Province of Manitoba would often put conditions to the City of Winnipeg on issues that the City of Winnipeg is fully responsible for. With respect to education, we have school trustees and they are fully responsible for education. Would he apply those same principles to those jurisdictions?
