Mr. Speaker, on a point of order, you started off today talking about the importance of decorum. I do not think it is appropriate for the member opposite to be challenging the Speaker when the rules, as you expressed them, were very clear. The time has expired. That means we move on to the next person, and he should not be challenging the Chair.

Mr. Speaker, I rise on a point of order. I think it is important throughout this debate, because it is going to be a very emotional debate, no doubt, to remember that it is inappropriate for any member on any side to impute the motives of another member. Making a statement that one member is in favour or suggesting in any fashion that they are in favour of children being killed is inappropriate and unparliamentary. I would suggest it does nothing to maintain decorum. I say that for what it is worth. It is something that needs to be taken into consideration throughout the day.

Mr. Speaker, I rise on a point of order. At times the issue of decorum inside the chamber is raised, but I have also found that there has been quite a bit of noise outside of the chamber. For example, as the government House leader was providing a response, clapping was taking place. There seems to be, at times, a constant level of noise. I just want to reinforce the importance of trying to keep it quiet outside of the chamber too.
