Mr. Speaker, it is somewhat disheartening how the Conservatives, in particular, along with the Bloc, have already predetermined that they want the Speaker, the individual, out of the chair. At the end of the day, the Liberal Party of Canada has taken full responsibility for the incident that we are actually talking about. The Liberal Party of Canada apologized to the Speaker and, through that, to Canadians. It has already been done. We are talking about punishing the Liberal Party of Canada by trying to censor the Speaker of Parliament. That is a bizarre and, in my opinion, bad thing to do.

Madam Speaker, I believe that the charge being led by the Conservative Party of Canada is very much politically motivated. At the end of the day, I would like to see members provide clarity on the issue of why the Speaker should be held responsible for something the Liberal Party of Canada has very clearly indicated it was responsible for and for which it has formally apologized. That is what I believe—

Madam Speaker, I understand the Bloc is going to be speaking next, so maybe it could provide very clear evidence or make a very clear comment on the Liberal Party of Canada taking full responsibility for the posting, apologizing to the Speaker and, ultimately, to all Canadians. It was publicized. The Speaker was given a formal apology because he had nothing to do with what we are talking about. It was the Liberal Party of Canada, and it has apologized for it. Why would the Bloc then blame someone for doing something that he did not do? That is a legitimate question, and I hope we get a very clear answer on that.

Madam Speaker, I guess I take the word of the committee member who introduced a motion that said we, with “we” being the Conservative Party, voted against the current Speaker. Maybe the member should tell his House leader or opposition whip that they should not be taking his vote for granted because that is what was definitely implied. It was not the Speaker's direct responsibility for the posting that has ultimately brought forward this motion. It was the Liberal Party of Canada's administrative wing, which recognized its mistake and apologized to the Speaker. It is in the news; it was in the news, and even though it is not the Speaker's fault, it does not matter from the Conservative Party's position. It is like punishing someone for something they did not do, and that is what the Conservative Party is doing today.

Mr. Chair, we have to be very careful that we do not start saying that members cannot say a political entity in the House is affiliated with another type of organization. That is often referenced in many different ways. I am just raising that. I do not believe the member has to apologize—

Madam Speaker, I will read a quote by the Governor of the Bank of Canada. It states, “The contribution that's making to inflation one year to the next is relatively small. If you want me to put a number on it, it's in the range of 0.15 per cent”. It is not 0.6% and definitely not what the Conservative Party says. That is from the Bank of Canada. Will the member now apologize for saying it was 0.6%? It would be a bonus to hear him apologize on behalf of the leader of the Conservative Party for continuously misleading Canadians.

Madam Speaker, without any hesitation, I retract that comment and apologize. The point is that at the end of the day, if we really and truly want to be apolitical on this, the words we speak inside the House and what takes place at PROC should clearly demonstrate that. That is what I am asking for. We need to be consistent, and I hope that is what we will see.

Madam Speaker, on a point of order, I do not believe it is appropriate for a member of the chamber to give such a verbal attack on another member. All members in the House are hon. members, and I do request that the member reflect on what he said, do the honourable thing and apologize.

Madam Speaker, I am going to take very seriously the approach of the member across the floor, which is to threaten to stand up on points of order every time I speak. I would ask that the member come and apologize to me. It was not very parliamentary for him to do so. If he is not prepared to do that, I do not feel I have to answer his questions.

Madam Speaker, the last time the member stood up on this issue and commented on it, I raised it and then he walked across the floor and threatened me. The member said to me that he was going to continue to rise on this issue until I apologized for something I do not believe I have to apologize for. I do not believe a member crossing the floor and making those types of verbal threats is appropriate. I would ask that the Speaker look into the matter, as I indicated earlier, about what actions members are taking to try to intimidate members of the government.

Madam Speaker, as the government has recognized and said, an offence on one member of Parliament is an offence on all members of Parliament. We should all be concerned. It is one of the reasons we have seen literally hundreds of thousands of dollars of government investment in places like the Board of Internal Economy to ensure that MPs have things such as panic buttons and cameras around homes. We have seen all sorts of actions, such as legislative initiatives, to deal with the issue of election interference and foreign interference. At the end of the day, I would suggest to the member that, when we take a look at the— An hon. member: Apologize.

Mr. Speaker, the leader of the Conservative Party will get his chance to speak. I know they are not a big fan of CBC, and I can appreciate that, but there are many artists today who are there and are as influential as they are today because of CBC. That is just another point on which I and the leader of the Conservative Party will disagree. However, maybe he can apologize for the members who are trying to give the false impression that rights of Canadians would be taken away by this bill or that their freedom to watch what they want on the Internet would be taken away. It would be nice. I understand he might be up next to speak, and if he is, maybe he could apologize to Canadians for making those types of statements.

Mr. Speaker, as the member would know and as I would hope that all members would know, from my understanding of it there is a formula that is put into place that enables the cost of living increases for the GIS, the OAS and the Canada child benefit. That is my understanding, and if that is not the case, I would be more than happy to apologize. I am sure there will be some people who will be very quick to find out and ask me to apologize if in fact that is not the case.
