Mr. Speaker, as a family doctor who delivered close to 500 babies, I am concerned about access to reproductive choice. Claiming to support reproductive choice is not enough. We must pass legislation that makes it fully accessible to all. The pharmacare act is a start. It would provide free contraception to over nine million patients. Unfortunately, our Conservative colleagues oppose it. They also oppose access to safe abortion. Will the Prime Minister reaffirm his government's promise to defend a woman's reproductive rights in spite of the opposition's efforts to deny it?

Mr. Speaker, sexual and reproductive health touches all aspects of human health and well-being. It affects physical and mental health. It impacts social participation. It ensures healthy reproductive organs, family planning, pre- and post-natal care, the delivery of healthy babies and safe abortion. There is a push globally to limit access to the full range of sexual and reproductive health care. This week, two female MPs were stopped from raising this issue in Parliament. As it is SRHR week globally, can the Prime Minister reaffirm the government's position on this human rights issue?

Mr. Speaker, lack of access to sexual and reproductive health services is the greatest cause of women's disability, disease and death globally. It was declared a human right in 1995, at the UN conference on women in Beijing, but it is still an elusive sustainable development goal. Recent WHO data shows that 200 million women lack access to contraception, 300,000 still die each year in childbirth, and 25 million have to use unsafe abortion. In addition, 250 million people still get STDs. Girls continue to face forced early marriage and female genital mutilation. Moreover, although rape is a tactic of war, most women in conflict zones have no access to safe abortions. Canada is a global leader in SHRH international aid, but every parliamentarian here should advocate for universal access to SHRH to support the world's girls and women.

Mr. Speaker, I address this House on behalf of the Canadian Association of Parliamentarians for Population and Development. Today, on International Safe Abortion Day, I want to recognize the tireless efforts of health care providers and community groups across Canada and globally who work to support the full spectrum of sexual and reproductive health and human rights. Globally, 45% of abortions are unsafe. Unsafe abortion is a leading cause of maternal death and hospitalizes millions of individuals every year. Therefore, we welcome the 2022 World Health Organization's Abortion care guideline, which recommends full decriminalization and universal access to abortion and self-management options for birth control. Canada must continue the life-saving work of increasing access to abortion care in our own country and championing the issue globally. Let us all commit to ending preventable deaths and illness from unsafe abortion worldwide.
