Madam Speaker, I will be sharing my time with the member for Vancouver Kingsway. I am using my time this evening to focus on the men in this country who have disproportionately been affected by an inadequate drug policy. They deserve better than what Conservatives have tabled in the House. New Democrats care about getting people the help they need and supporting families and communities that have been hurt by the toxic drug crisis. We know the devastating effects of opioid addiction, and we know it is disproportionately affecting men, men in trades who build our housing and infrastructure, who maintain and fix critical assets for cities, provinces and our federal government, and who drive the economic prosperity of Canada for private resource extraction right across the country. In my home province of B.C., where the economy has been booming for years because of construction, we can see the effects this is having through the life expectancy rate of men. As life expectancy in B.C. is on the rise for women, it is on the decline for men. This is the first time in recent history. It is shocking, as it is the result of increased deaths among younger men related to the illegal toxic drug supply. The men in this country deserve better. They deserve an immediate and national public health response, not a criminal one. Men who work in trades are dying alone. Managing pain and addiction alone is a reality in this country. The construction boom, although necessary and good for the economy, continues to put more stress on these workers, often making them work excessive hours, go long periods without breaks and work remotely, away from family and other supports. This can mean these workers become isolated and exhausted. They can suffer from chronic injury pain for which they cannot take time off to heal and turn to drugs to get relief. We need to do better for these men who are giving their lives to and for the economy. When we think of the men who work in the trades, we often have images of hard-working, stoic, strong men. This is a well-earned reputation, but behind this strength, many of these men are fighting a silent battle against addiction with nowhere to turn for help. Half of all workers dying of drug overdoses work in the trades. The lack of destigmatizing education on these drugs and the lack of supports offered to these men is heartbreaking, but worse, it is killing them. Conservatives do not acknowledge this. They call these workers criminals. They did it today. I recently heard a tragic story about a young plumber who died of an overdose alone in the basement of his parents' home. His family chose not to have a celebration of life because of the stigma that comes with addiction. This is not an isolated story. New Democrats know that we must treat the toxic drug crisis as a public health emergency rather than a crime, and all of us here in the House have the responsibility to reduce the stigma so that we can end this tragedy. I cannot imagine a family who cannot mourn their son in public because of the stigma. I would say this directly to the Conservatives: This is why New Democrats support expert-led advice to include a safer supply of substances of known potency and quality to keep people alive until they are ready to seek or have access to treatment. In Alberta, the situation is even worse. Three out of four people dying in Alberta of drug overdoses are men, and the majority of them are in the trades. These men are isolated in camps and work the oil fields in northern Alberta, such as in the town of Wood Buffalo, where 2023 was a record year for opioid deaths and the deadliest year on record for Alberta, with 1,666 deaths attributed to non-pharmaceutical opioids like fentanyl. The tough-on-crime approach of Conservatives has further pushed these men into isolation and hopelessness. In Alberta, to make matters worse, when found out that they are using drugs, these men lose their jobs. Those companies that are making billions of dollars are firing these men and not offering help. They are even at risk of being arrested so that the UCP can show that it is tough on crime. Of course, the Conservatives do not want to talk about the failures of the Conservative premiers across the country, as they jail people who need help and help rich CEOs force more workers into addiction. Families and communities continue to suffer because of the toxic drug crisis. The Conservatives are here to make it worse. I want to say that there is hope. There is great work being done. In B.C., there are programs like “Tailgate Toolkit”, which aim to educate tradespeople working in construction by ensuring that they have access to harm reduction services and support, the same services the Conservatives want to cut, leaving these workers without any help. We now learn that the Leader of the Opposition wants to put these men in jail with no rights after denying them access to help. The Conservatives in the House are more than happy to give a free pass to premiers like Danielle Smith when she lets overdoses kill hundreds of tradespeople working in the oil fields in Alberta. The NDP, as can be seen in B.C., are working hard to find solutions. It wants solutions. I close by saying that there are a many great people working toward solutions all over the country. In my riding, Chloe Goodison has been doing incredible work through the non-profit she founded in 2021, called NaloxHome. She is a first-year student at SFU and her non-profit has picked up widespread notoriety now. She is based in Port Moody and delivers free destigmatizing drug education, an education that would benefit these Conservatives, I think. Harm reduction saves lives, and I raise my hands to Chloe and the great work that she and her team do.

Madam Speaker, I would like to split my time with the member for Edmonton Strathcona, who I would also like to thank for her leadership, consistency and advocacy in advancing this debate, which she just mentioned will happen at committee regarding her very own motion. I am so glad the other parties have finally realized how important that work is. There has been some discussion in the House today, and I really want to bring this close to home. I am standing here today not only on behalf of the residents of Port Moody—Coquitlam, Anmore and Belcarra, but also on behalf of the residents of Port Coquitlam. We lost a beautiful family on flight PS752: Ardalan, Niloo and their son Kamyar from Port Coquitlam. This beautiful young family who was lost in the downing of PS752 hit hard in our community that we call the Tri-Cities, and every new year, the Iranian and Persian families in my community, which has over 6,000 Iranians living in it, relive the PS752 incident. I know that North Vancouver is looking at having a flight PS752 memorial. When I was at the memorial coming together this year, at the beginning of the year, it was discussed again by the B.C. government that it would be contributing to a memorial in North Vancouver. It is such a sad situation that Ardalan, Niloo and Kamyar were a family lost to a terrorist regime. However, it does not just stop with the downing of that flight or with the loss of this family; this is the lived experience of Iranians in the community of Port Moody—Coquitlam, in Anmore and Belcarra and in Port Coquitlam every single day when they go out and see people, who they know are associated with the regime, in the community. The loss of Mahsa Amini was very difficult for the Persian community in B.C., whose members had to relive the experiences from which they fled to Canada. They have come to Canada for safety, yet when they go out shopping, when their kids go to school or when they are out in the community, they are being surveilled by a regime that has people here in Canada. People have come to my office over and again. A young man was in my office with his two-year-old son recently, crying because he knows there are people from the regime here in Canada doing surveillance, and there is nowhere he can go to share that information. As I see there are some people here from the Liberal Party, and one is standing up right now, who would have some influence, I would ask this: Let us have a safe space where Persian Canadians and where people from Iran can come and tell their stories safely, a place where they can come and say that they have seen someone they feel is dangerous and can say that there is surveillance going on because it is a safe space, because coming to my office and telling me is not a safe space for them, or they do not feel that it is. Therefore, I would ask for that. Before I get into a bit more around the woman, life, freedom event and the woman, life, freedom movement, Zan, zendegi, azadi, I would say that there are so many courageous, brave women and men in Port Moody—Coquitlam, in Anmore and Belcarra and in Port Coquitlam who, every single weekend, come out to stand up against violence against women, to stand up for the human rights of women, to honour Mahsa Amini and all those beautiful people who have been lost. They come out every weekend in Vancouver to do this work. I wanted to share how the Persian culture has flourished so deeply in my community. Recently, for Nowruz, there were thousands of people who came to Town Centre Park to celebrate the festival of fire, to jump the fire and to start the new year with fresh, new energy. I think this is an opportunity, as the member for Edmonton Strathcona leads the debate at the foreign affairs committee, for labelling the IRGC as a terrorist entity. I thank her so much for doing that work. This is the new energy we need in this country. We need to protect Persian Canadians, Iranian Canadians and Iranians who come to this country for safety, and we are benefiting from such rich cultures. That is kind of what I wanted to talk about. I wanted to just share what a beautiful culture comes together every year around Nowruz at the end of the year and at Yalda. Beautiful Persian culture gets shared with our community. However, hanging over this is the regime that continues to show its head in B.C. and around the Lower Mainland, where I am. I hear about money laundering. I hear about the amount of real estate people who are associated with the regime have in my communities of Port Moody—Coquitlam, Anmore and Belcarra. There is intimidation and fear. I was at a “women, life, freedom” event in Winnipeg not too long ago, and some of the people there were talking to me about the fact that they were wearing a mask because they need to hide their identity. They are not safe in Canada, and the government knows this. I cannot go to an event in my community and not hear Persian community members telling me they have seen someone, at a bakery, out an event or purchasing a house locally in the community, who is associated with the regime. The government knows this, and not only is it not doing anything to stop it, but it is also making it very difficult for Iranians who live here who have had a baby. If they want their mother or grandmother to come see the baby, they cannot get a visa. In fact, in my office I feel like there is some prejudice happening from the government, from IRCC, disallowing people from getting a visa for a mother, a grandmother or a grandfather to come to see a family member, so I would ask the government to look at that too. There are many families here that would like to have their family members come to visit them. I want to talk a bit about the LGBTQ+ community, because there are Iranian Canadians who come to my office who have family members, and sometimes it is a child, still in Iran who are members of the LGBTQ+ community. They are petrified and want to get their children out of Iran, yet they cannot even get an audience with IRCC on this. This is important work, and I would encourage the government to really understand that there are many Persian Canadians and Iranian Canadians who are still suffering at the hands of the regime here in Canada and who are being discriminated against by IRCC. I think my main point is that it seems like we are talking about a regime that is far away. It is not far away if someone is not able to live their life freely in Canada, and we know that is happening. That is why I want to end my statement today by really talking about the work of the member for Edmonton Strathcona, who has been pushing to have a really thorough, important, deep debate on this discussion with witnesses who can come forward with testimony. That is why I say that we are having some discussion today but we need to have deeper discussion, which is being led by the NDP member from Edmonton Strathcona. I thank her so much for her work, and I want her to know from the bottom of my heart and from the bottoms of the hearts of the residents of Port Moody—Coquitlam, Anmore, Belcarra and Port Coquitlam, that we need this debate to happen. We need to have protection for our citizens here in Canada.

Madam Speaker, I do not necessarily want to pre-empt what witnesses say when they come to committee. This is an area where I always like to hear from witnesses and the community first, so I will leave that open. However, I will reiterate my ask that there be a public health official, at least, on the advisory committee. I would also add that since our local municipalities did not know about the consultation for the Vancouver project, we could maybe have some representation from either municipal politicians or even staff within a municipality.

Madam Speaker, this bill is timely as I stand today to speak on behalf of my community of Port Moody—Coquitlam, Anmore and Belcarra, as well as Port Coquitlam, which recently petitioned the government with the following ask as it relates to the Vancouver airspace modernization project. They call upon the Minister of Transport to do the following: ...prepare an independent environmental assessment of the noise and emissions impacts of the proposed flight paths, including recommendations for minimizing such impacts, prior to the proposed changes taking place. This environmental assessment should be based on the latest global research and recommendations for noise and emissions limits, should be independent of Nav Canada, and should be made public when completed. The minister responded to my constituents by stating: Aircraft noise is a complicated and often difficult issue faced by airport authorities and communities around the world and it is essential that the public has the opportunity to provide their feedback on potential changes. I agree with that. He went on to state: That is why the Government of Canada put forward Bill C-52, which if passed, would create a process for airports to notify and consult the public on changes to airport design that could affect aircraft noise. The minister went on to state: Transport Canada previously worked with Canadian airports and NAV CANADA to develop a voluntary protocol for the aviation industry entitled Airspace Change Communications and Consultation Protocol that was published in 2015. This protocol amplified the aviation industry’s commitment to include environmental considerations to communicate and consult with communities. I am here to tell the government that the voluntary protocol did not meet the standards of consultation in my community. I was at Nav Canada's onsite community consultation in Coquitlam earlier this year with respect to the Vancouver airspace modernization project. I can tell members that the room was not set up to be disability or age friendly, it was difficult to navigate the information boards and there was not enough staff to answer important questions from residents. In addition, even the City of Coquitlam did not know about the consultation event, the two mayors whose jurisdictions border the City of Coquitlam knew nothing about it and wrote letters to Nav Canada asking for more detail about the flight plans and more time for their residents to provide feedback. I too wrote a letter to Nav Canada letting it know that the consultation process was inadequate and asking it to agree to an additional extended consultation process. It did not agree to this. This is an example of how the voluntary protocol is not working for people. This bill focuses on improving accountability and transparency. That is certainly needed, based on the experience of the people in my community. That is why the NDP supports this bill moving on to committee stage. While better data collection, reporting and the committee process are a step forward in the bill, Bill C-52 does little to establish standards or enforce accountability to protect people or the environment. This can be seen in how the bill plans to address airplane noise. Canada's air traffic has increased significantly over the past decade and industry observers forecast this will only increase as passengers and cargo numbers at Canadian airports continue to increase. The current approach of a performance-based navigation will not be sufficient and has had the effect of exposing previously unaffected residential areas to new air traffic. This led to complaints from some neighbourhoods that had not previously been under flight paths and were unaccustomed to dealing with the noise or public health impacts. More direct-flight routes and official arrival and departure procedures are here with us now. With a goal to improving airspace efficiency and safety and reducing greenhouse gas emissions where possible, we must also reduce exposure to aircraft noise in residential areas. The government needs to get serious about regulating and enforcing these impacts based on science. That is why the government needs to expand the representation on its noise management committee to include a local public health official as noise pollution can affect and impact population health. Canadians who live near high-traffic airports face disturbances at all hours due to flight noise. According to research compiled by the World Health Organization, excessive noise can have harmful health effects, including increased risk for IHD and hypertension, sleep disturbance, hearing impairment, tinnitus and cognitive impairment. There is also increasing evidence for other health impacts, such as adverse birth outcomes and mental health problems. As a result, Canadians impacted by airport noise deserve to see the science of any changes made to airplane noise around them. The NDP would go further than this bill does, to initially propose and implement the World Health Organization standard on noise around large Canadian airports, make Transport Canada's existing data on airport noise public and improve data collection on ground-level airport noise. These recommendations were all made in the 2019 report of the Standing Committee on Transport, Infrastructure and Communities, entitled “Assessing the Impact of Aircraft Noise in the Vicinity of Major Canadian Airports”. Noise pollution must be addressed by international standards, but so too must accessibility for persons with disabilities, who continue to be impacted by barriers in transportation. There is no example of this with a higher profile than what happened last week, when the wheelchair of the chief accessibility officer did not accompany her on her flight home from Ottawa. She was left without her essential mobility device. There are so many stories of persons with disabilities being disrespected, disregarded, degraded and put in dangerous situations because there is no accountability for the failures of industry. Too many persons have had similar experiences across Canada, showing how ill-equipped air transportation is in dealing with accessibility concerns. I hope that this high-profile incident will finally make change and that persons with disabilities who want to travel will get the respect and accommodation they deserve. The Auditor General of Canada published a report in March 2023 entitled “Accessible Transportation for Persons with Disabilities”. It examined the accessibility of federally regulated transportation services, such as planes and trains, for people with disabilities. There were a few key findings from the report that we need to look at. Of the 2.2 million persons with disabilities who used federally regulated transportation in 2019 and 2020, 63% faced a barrier. When these barriers are not tracked, there is no accountability and no action to correct it. That is what we are seeing. It was also found that the Canadian Transportation Agency had insufficient tools and enforcement staff to address barriers. This is seen from the statistic that 31% of CATSA managers and executives did not take the time to complete mandatory disability training. This training is essential and must be taken seriously by industry leaders. They will need legislation to do it, because they have shown that they will not do it on their own. Right now, the Canadian Transportation Agency does not have the authority to require transportation service providers to provide complaint data on accessibility regularly. It can do so only in limited and specific circumstances. The AG report found that this limits the ability to fully understand the total number and nature of complaints and, thus, identify and address potential barriers to accessible transportation. For example, when a wheelchair is damaged, a complaint can be lodged with the transportation service provider and, if necessary, with the agency. However, when complaints are submitted only to the transportation service provider, the agency is not made aware. There is no regulation enforcing that. Therefore, it does not know the full extent of the issues faced by persons with disabilities. In contrast, the same Canadian airlines travelling to U.S. destinations must report accessibility performance indicators, such as damages to mobility aids, to the U.S. Department of Transportation. Complaint data is one of the key sources of information that flags discrimination and problem experiences by travellers with disabilities. Not having the authority to regularly access this information limits the agency's ability to more strategically select the provisions of the Accessible Transportation for Persons with Disabilities Regulations to inspect. This creates an additional risk that the agency is not focusing its limited resources on the areas of the highest risk and those discriminatory barriers. Recently, the Canadian Transportation Agency ruled that the country's largest airlines need to do more to accommodate passengers with mobility devices. A consultation process with the disability community regarding the proposed accessibility regulation in this act must be the standard we have for all transportation systems. This should also include a new accountability process for accessibility complaints, including current outstanding complaints, to be heard, addressed and monitored for changes to be implemented. They must meet international standards. The last point I want to touch on today is postpandemic air travel. The pandemic has exposed deep underlying issues in Canada's air transportation sector, which resulted in chaos during the summer 2022 and holiday 2022-23 travel seasons. Airlines have come under fire for poor planning and trying to rebound too quickly in order to maximize profits. This has resulted in Canadians sleeping on airport floors and being stranded abroad, as well as Toronto Pearson airport being ranked as one of the worst airports in the world for delays. This legislation would provide regulation-making authority requiring improved service standards. In the briefing on this bill to the stakeholders, the government said, “Regulations developed would establish the services that require a service standard, but the intent is not for the regulations to establish specific target metrics.” Why is this not the intent? The NDP supports stronger collaboration and service standards for all aspects of air travel. However, those service standards should be developed and implemented by the government to ensure consistency across the sector and to ensure that airlines and airports are not left to regulate themselves. We have seen that, when left in their own hands, companies will take shortcuts, do minimal work to make a change and put profits before people. New Democrats would add this: If the government truly wants to address delays and inconsistencies in the air travel sector, it should take steps to improve working conditions for airport screening officers by ending contract flipping and by supporting training programs. The NDP agrees that establishing service standards for air sector providers is important. However, the government should ensure that those standards are consistent across the sector and serve the best interests of workers and travellers. In summary, New Democrats want changes to this bill that will positively impact those affected by airplane noise and pollution and those who use air travel, including passengers with disabilities. We also want established guidelines for how the new data-sharing provisions will be used to effect positive changes in the sector. Government must strengthen the contents of airport climate plans to ensure that emissions targets are consistent with international commitments to the Canadian Net-Zero Emissions Accountability Act. I will close by saying that the proposed act requires airport authorities to prepare climate change plans using international standards, but it has no similar requirement for noise or accessibility. This feels discriminatory, so I ask why. This needs to be corrected. Additional accountability is needed in this bill by adding that airport noise committees must evaluate noise complaints in a manner consistent with recognized international standards. Complaints relating to accessibility must also be evaluated in such a manner. We cannot leave this to be fixed in a private cabinet meeting.

Madam Chair, I want to thank the member for Vancouver East for always standing up for constituents and Canadians. We know that in times of trouble, in times of necessity, we must come together. As the member said, it has been shown today that there is no solidarity from the Conservative Party here. I am not sure what the party's objectives are, but it certainly is not to stand up for the protection, safety, justice and democracy of Canada.

Mr. Speaker, the price for an unfurnished one-bedroom rental home in metro Vancouver has climbed to $3,000 a month. Families, students and seniors in Vancouver cannot afford to live there. The housing crisis has only gotten worse under the Liberal government. The government has allowed greedy corporate landlords to buy up homes, hike rents and make it impossible for Canadians to secure affordable housing. When are the Liberals going to crack down on corporate landlords and make housing truly affordable?
