Madam Speaker, as the provinces and territories are not ready to implement medical assistance in dying for people with mental disorders, personally I am also not ready. I could not vote for something like it right now.
I am taken by the case of a woman, E.F., who was granted the right to have her life taken with medical assistance in 2016, after reports that she suffered from severe conversion disorder. Nobody could read the media accounts of this and not understand that there are some people for whom life is clearly not worth living anymore.
Would that provision, in the Court of Appeal decision in Alberta, still provide a way forward for the people who are in a terrible condition right now and who need relief?

Mr. Speaker, I would like to remind the hon. member that if there were restrictions in Saskatchewan or Alberta, most of those were provincial. The provincial government stepped forward and it did things to protect the citizens from catching COVID and overwhelming our already overwhelmed medical system.
I would like the member to reflect on the dolphin effect that Alberta and Saskatchewan and, perhaps, to a certain degree, Newfoundland and Labrador have gone through by depending so much on oil. There are times that are really good, and other times that are just absolutely atrocious for those provinces. We are seeing today that OPEC and Russia are getting together to cut the amount of oil they are producing to keep the prices high. It seems that we are under the thumb of some gangsters here by depending a lot on oil and oil revenues.
What would the hon. member propose to whatever government we end up with in Alberta and the Government of Saskatchewan to protect themselves and harden themselves from the variations in revenues they have seen from the oil patch?

Madam Speaker, the member gave a thoughtful speech, as thoughtful as his colleague from Courtenay—Alberni and the bill that he had to decriminalize possession of small amounts of drugs. The first reaction to the bill that the House did pass was from Alberta, saying that what was happening in B.C., which was an agreement with B.C., is not good and it will not happen in Alberta.
I would ask the member to reflect on that and Bill C-5, which again attempts to allow local jurisdictions to consider local circumstances and have judges make the appropriate judgment on what kinds of penalties should apply.

Madam Speaker, I spent my youngest days in Edmonton, where the Ukrainian community there was large and vital and heavily engaged. Those Ukrainian folks came over as farmers, and the prosperity that Alberta, Saskatchewan and Manitoba particularly enjoy is in no small measure thanks to their efforts over the years.
In bringing our Ukrainian refugees here, I think that the mechanism of visa-free travel is certainly one that could be used, but I understand that the process that has been put in place would actually work much more quickly and much more effectively to make sure that we are welcoming the best of the best here in Canada and those who really, truly need our protection for the next few years.

Madam Speaker, a year ago we saw Alberta lift its restrictions for the best summer ever, and it was not. Albertans suffered. The hospitals were overrun, and Albertans died who did not need to die, but this is the same message we are hearing from the protesters, at least some of them, the ones who are not trying to overthrow the government.
Does the hon. member believe that it would be best to not have only politicians making the decisions to lift mandates, but politicians backstopped with good, wise, sage public health advice?

Mr. Speaker, I hope the hon. member finds this question entertaining.
There are places in Canada that did not need the Emergencies Act. Coutts, Alberta, was one, because after the police found some pretty awful elements with huge stashes of weapons, charging some of them with conspiracy to commit murder, what did the blockade do? Those good people in the blockade said, “This does not represent us. Let us go home,” and they did.
Would the hon. member put the same advice to the people who overstayed their welcome by at least two weeks on Wellington Street in downtown Ottawa?
