Madam Speaker, I rise on a point of order. There appears to be so little interest in this budget on the Liberal side of the House that we do not have quorum.

Madam Speaker, that kind of decision takes a lot of thought. It takes a lot of due diligence. It is much better to have cabinet review, through a cabinet process, a national security-related matter or an investment when we are trying to determine what the net benefit to Canada is. In cabinet, there may be 15, 20 or 25 people around the table. Everyone is asked to review all of the relevant documentation, and at the end of the day, they are able to discern whether something is in Canada's national interests. If we leave that decision with one minister, there is a huge risk that the minister will be co-opted by special interests within our country or outside of our country and a decision will be made that is contrary to our national interests.

Madam Speaker, we are talking about the Investment Canada Act. We are not talking about the Canada-Ukraine free trade agreement. I will say this, to complete my thoughts. The Investment Canada Act is there to protect Canadians against investments that are not in Canada's national interests. This act would be a small step forward—

Madam Speaker, I cannot answer that in 10 seconds, but I will say that we are not here in any way promoting the interests of the rich and the wealthy, as the member may have suggested. We are not even in government. We do believe that the wealthy should pay their fair share. The government has come forward with what they call a recovery dividend on banks, a one-time charge of 15% and then an ongoing charge of 1.5% every year in terms of new taxes on the banks. Mr. Speaker, that is just my point. This Prime Minister has spent more and achieved less than any prime minister in our history. He has forced our central bank to jack up interest rates and created a cost-of-living crisis that has put unbelievable pressure on Canadians. With skyrocketing house prices and rising interest rates, the dream of home ownership has become a pipe dream for Canadians. Inflation is rising, the cost of everything has gone through the roof, and now interest rates are on their way up. When will the Prime Minister take this crisis seriously and begin to take an interest in monetary policy?
