Mr. Speaker, I am extremely honoured to recognize the stellar career path of the Honourable Judy Foote, a colleague and a friend to many of us in this House. As she is leaving her position as Lieutenant Governor of Newfoundland and Labrador, I would like to thank her for her dedicated service to Canadians for over 30 years in politics.
Ms. Foote brought the best practices from the place where she started, in education and television journalism. She made history, being the first female lieutenant governor for her province. As the Prime Minister announced earlier, Ms. Foote brought passion, energy and an unwavering dedication to serving Canadians during her historic mandate. Her diverse experience of public service enriched not only her province but the whole of Canada.
On behalf on my family, my colleagues and me, I want to thank my dear friend. We wish her all the success in her future endeavours.

Mr. Speaker, I thank my colleague for the work that he does on behalf of veterans. I know we all care very much about this particular file.
I have to ask if the member is aware that there is a dedicated unit for the issue of francophone veterans who are coming back. There has been a significant increase in support in francophone areas, as well as a dedicated unit. Is he familiar with that? What are his thoughts on that dedicated unit, if he is aware of it?

Mr. Speaker, I am pleased today to have the honour to present, on behalf of the international trade committee and in both official languages, the second report of the Standing Committee on International Trade, entitled “Canada–United States Relationship and its Impacts on the Electric Vehicle, Softwood Lumber and Other Sectors”.

Mr. Speaker, I want to thank the hon. member for his continued work in the House on behalf of all Canadians.
The whole issue of investing in people is an important part. We are investing in Canadians; we are not investing somewhere else. We are reinvesting tax dollars to help people have a better quality of life. When I think of the $10-a-day child care and why I am a huge supporter of that program, it is the fact that hundreds of single mothers have told me they cannot go anywhere or get an education because they cannot afford child care. Now their children are in child care and they are in school or getting jobs. They will not end up as seniors in poverty, because of having had access to these programs.

Mr. Speaker, today I want to acknowledge the tremendous work of representative Winston Wen-yi Chen, the tenth representative of the Taipei Economic and Cultural Office in Canada since it was established in 1992. He is a friend of many parliamentarians.
Representative Chen assumed his duties in Ottawa four years ago, and it has been a fruitful partnership ever since for both Canada and Taiwan. Representative Chen is now assuming a new post, and I would like to thank him for his friendship and his dedicated work in nourishing and promoting Taiwan-Canada relations.
Representative Chen has been serving in various roles in Canada for over 10 years. He helped launch the exploratory discussions on the Canada-Taiwan foreign investment promotion and protection arrangements. He also facilitated timely and generous donations of masks and gowns from Taiwan to Canada in response to the pandemic. These are just a few highlights.
I know that for representative Chen, Canada has become more than a job. It has also become his family. He was married in Canada, and his children were born here. He fell in love with both our land and country.
I thank representative Chen on behalf of all of us, as part of the friendship group, and wish him the best of success and many more years of service to come.
