Mr. Speaker, it is my pleasure to join in the debate to discuss Bill C-293, an act respecting pandemic prevention and preparedness. I do not think we would find anyone in the House who would be against being prepared for when the next pandemic comes to our country. However, we would have a different way of going about it. Looking through the bill brought forward by the member from the government's side, there are a few questions that come to my mind right away. One of its sections talks about agriculture and industrial agriculture. It states: (l) after consultation with the Minister of Agriculture and Agri-Food, the Minister of Industry and provincial governments, provide for measures to: (i) reduce the risks posed by antimicrobial resistance, (ii) regulate commercial activities that can contribute to pandemic risk, including industrial animal agriculture, (iii) promote commercial activities that can help reduce pandemic risk, including the production of alternative proteins, and (iv) phase out commercial activities that disproportionately contribute to pandemic risk, including activities that involve high-risk species; I do not see a definition of what those high-risk species. We have a question about that. The section continues: (m) include the following information, to be provided by the Minister of the Environment: after consultation with relevant provincial ministers, a summary of changes in land use in Canada, including in relation to disturbed habitats, that could contribute to pandemic risk, such as deforestation, encroachment on wildlife habitats and urbanization and that were made, in the case of the first plan, since the last report on changes in land use published under the Federal Sustainable Development Act or, in the case of the updated plans, during the reporting period for the updated plan, There are issues that will need discussion. First, I would ask the member who brought the bill forward if he had discussions with the provincial and territorial health ministers already. When I read the bill, there is a lot of encroachment on provincial jurisdiction. I think some of the Bloc members would have concerns about that as well, moving to take over some of the things that should be in the province's jurisdiction. I have another issue with respect to the agriculture file. I am on the agriculture standing committee and a few things in the bill could limit the use of agricultural land. That concerns me and the people who I represent across western Canada and in Saskatchewan. Our producers do a fantastic job with managing their land use. Part of this preparedness plan has some land use issues in it. Talking about deforestation, one of the biggest countries that is in competition for agriculture, one that our producers compete against, is Brazil. Brazil is doing a lot of deforestation right now, putting more and more land into agriculture use. If we could use our land and produce more, we would be helping the environment on a larger scale by ensuring that other countries would not have to use deforestation. They would have to put that use of land into agriculture, which would be great for our environment. More concerns around the pandemic preparedness act are some of the encroachments on our civil liberties. One thing that is mentioned a few times in the bill is the “one health approach”. Like many people, I did not know what one health meant, but I did get a definition from its website. It states: One Health' is an integrated, unifying approach to balance and optimize the health of people, animals and the environment. It is particularly important to prevent, predict, detect, and respond to global health threats such as the COVID-19 pandemic. The approach mobilizes multiple sectors, disciplines and communities at varying levels of society to work together. This way, new and better ideas are developed that address root causes and create long-term, sustainable solutions. One Health involves the public health, veterinary, public health and environmental sectors. The One Health approach is particularly relevant for food and water safety, nutrition, the control of zoonoses (diseases that can spread between animals and humans, such as flu, rabies and Rift Valley fever), pollution management, and combatting antimicrobial resistance (the emergence of microbes that are resistant to antibiotic therapy). On the surface, it sounds like it is a pretty good approach, but one of the concerns I would have is the loss of our own ability to get ready for the next pandemic. The problem is that the one health initiative to integrate work on human, animal and environmental issues limits our ability to look after our own Canadians citizens. This, from the WHO, is more of an overarching approach to health care and that still should be central to governments in their own countries not to have that loss of control. We need to dive into this and look a lot closer at the one-health approach. I hear my colleague from Winnipeg North speaking. I hope he gets up on his feet today. Unfortunately, the Conservatives are concerned with most bills the Liberals bring forward. They take a decent idea in theory, but then they over-complicate it. That is what this legislation would do and that is one of the reasons we will be unable to support it. Also, when it comes to the Liberals' approach to the pandemic, all we have seen throughout the pandemic is a lot of money being thrown at some of the issues when it comes to programming. We have found out now from PBO that 40% of that money was not even used for pandemic services. That is a big concern for us and we believe it is one of the major factors that has been hitting inflation so hard for Canadians across the country. The approach the Conservatives are taking is that we would like to see a little more control and a lot more consultation. I asked about the dental program that my friends across the way hail so largely. I asked the Minister of Health if he consulted with the health ministers of the provinces and territories before the Liberals brought forward the dental program. To this date, he has never answered me. I would really like to see some follow up on the consultations the member did on his private member's bill with the other jurisdictions, the municipal and provincial leaders. I would also like to know if they had any input into bill before it was tabled. I would like to see some follow up on the consultations that were had with the appropriate health ministers and also with the agriculture ministers. The Liberals talk about agriculture, land use within agriculture and animal health, so I also wonder if the member, before putting his private member's bill forward, had discussions with all the agriculture ministers across the country as well since they are talking about changes to land use in agriculture land. I have not heard whether the member spoke to the Saskatchewan agriculture minister. I wonder if there were any conversations with those ministers. When we talk about consultation, we talk about working together in other governmental jurisdictions, with provincial, territorial and municipal leaders. I believe the government has failed on those consultations many times. I wonder if this is another stack of failed consultations that should have been done before the bill was brought forward. I look forward to hearing other speeches and whether other members will or will not support the bill. I am happy to stand and lay out some of the reasons why I feel the government does not have the capacity to be prepared for the next pandemic. I hope that we can work together with our provincial and municipal leaders to ensure we have things in place. The Conservatives believe that we have to be ready for the next pandemic, but we do not think this bill would get the job done.

Madam Speaker, I was happy to listen to the member opposite's speech, but the NDP has truly fallen far from being the party of hard-working Canadians. In this motion, we talk about getting rid of restrictions and mandates so people can go back to work. These are people in the public service and the RCMP across this nation. There are three million to four million people who have not been able to go to work. Also, those same people cannot travel within their own country, yet all this member wants to talk about is big corporations and how they are bad for Canadians and never help Canadians. What we want to do is talk about a few things, and one of which is getting Canadians back to work. How far has the NDP fallen that its members do not even care if people can provide for their families anymore? This member should be ashamed of that speech.

Mr. Speaker, I would like to applaud the member for the performance he just gave. It is interesting that the Liberals who sit here with their masks on during the debates in the House of Commons are the same Liberals who go to receptions all over downtown Ottawa with their masks off, where there are hundreds of people. I would ask my colleague across the way why it is the Liberals wear their masks in the House of Commons, but not when they go to receptions such as the Sir John A. Macdonald one last night? If they are concerned about their safety and the safety of others, why is it okay for them to not worry about wearing their masks in public when they are not on Parliament Hill? Why is it okay for health officers across the country to say we do not have to wear masks in Alberta, Saskatchewan or anywhere else in the country but on Parliament Hill? Can he tell me what advice the Liberals are following? It is not scientific: It is political, as this member has talked about throughout his whole speech.

Mr. Speaker, I really want to thank the parliamentary secretary for reading that speech prepared for her by the PMO. It was really interesting. The question I have for her is twofold. First, she talked about following the science and the data. Could she please give the House the data that shows these mandates are still necessary and that we cannot go back to prepandemic-level travel? Second, does she believe that, in Canada now, it is fair that three million people cannot travel within their own country to see their family, to see their friends or to go on a vacation within Canada because of a personal health choice? Does she think that is fair and equitable treatment for all Canadians?

Mr. Speaker, here are a couple of headlines from the past few weeks: “Italy, Greece relax COVID restrictions ahead of tourist season”; “UK Drops All COVID-19 Travel Restrictions”; “Denmark Lifts All Covid-19 Travel Restrictions”. Hungary, Iceland, Norway, Ireland, Romania and Slovenia are all open for travel ahead of summer, and the list goes on. When will Canadians have the same freedoms that so many others around the world currently enjoy? Very simply put: Does this NDP-Liberal government actually trust Canadians?

Mr. Speaker, I am so happy to hear that answer. What public health officials are asking for an interprovincial trucking vaccine mandate for the truckers? What public health official is asking for more restrictions to be put in place? What public health official is asking for mask mandates and vaccine mandates across our country? I want to hear from the member. I ask the member to show me the scientific proof that this country cannot move forward. I want to see the data they are looking where we cannot reopen our provinces and businesses and let people get back to living their normal, everyday life in Canada.

Mr. Speaker, as this is my first time on my feet in the 44th Parliament, I have a few words of thanks for the people who have allowed me to take my place in this august chamber once again. That starts with the voters of Regina—Lewvan. This is my second term. The class of 2019 had an unusual first session of Parliament. We were in this chamber for about five weeks, at the start of our parliamentary careers, and then COVID hit on about March 13-14, 2020. It was a different experience for us. We went through the hybrid experience. Speaking for some on this side and maybe some others, that was not the best experience for us as parliamentarians. It added an extra level of difficulty. Being new members of Parliament also added to how we thought we needed to represent our constituents and how we needed to stand up for them in this place. A lot of people who voted for me said, “Please be Regina—Lewvan's voice in Ottawa”, not Regina—Lewvan's voice on a screen and not Regina—Lewvan's voice sometimes in Ottawa. When the House is sitting, voters want us to be in our chairs here because that is our job. Our job is to represent our constituents in this chamber, to be their voice and to bring forward their concerns to the government. The opposition's job is to propose and oppose. I think that is very important for us to do. It is incumbent on all of us to think about how we could do that best. I have heard a lot of Liberal members say they are going to be here regardless of whether hybrid sittings happen. Why do we not continue with that tradition? Members have talked about our member for Beauce. Is he the only person who has ever had a health care issue and could not come to the chamber? It has been happening since the start of sessions in the chamber. People have health care issues that mean they cannot come here. When they get better, they come back to sit in the House and do their jobs. It has always been that way. I think the idea of pairing, which the member for Leeds—Grenville—Thousand Islands and Rideau Lakes brought up, is a very good idea. It is a proposition from us that suggests a different way of doing things without there being a bit of leverage for not being in the chamber. Why could we not use pairing? I have not heard a response from the Liberal government, or from our NDP colleagues who are propping up the Liberal government's decision to take away accountability, about why that would not be an option for us to make sure that we could continue to do our jobs in this chamber. I grew up on a dairy farm in Rush Lake, Saskatchewan. There was no way that we could ever virtually milk a cow. I represent people who have to go to work every day regardless of their health, regardless of whether they want to get up, and regardless of whether they had a long night the night before. People have to get up and they have to go to work. That is for dairy farmers, people who have to put hay up, ranchers and people who have to harvest. There is no virtual harvesting of products in Saskatchewan. People have to get up every day to go to work. My friend Dieter, who runs a cement company, cannot pour cement over a screen. People have to get up and go to work every day to make sure they can support their families. That is what we are talking about today. Why do Liberal members think it is okay for us not to have to show up for the people we represent? They do it for us all the time. Every day they get up and go to work because they have to. During the pandemic, the people who work at grocery stores did not have the choice to say they were not going to go to work because they did not feel good or just did not feel like they wanted to. That being said, members always have the ability to not come to the chamber. If a Liberal member does not feel well and wants to keep people safe, they can not come. If a person is sick, they should not come to the chamber. That is how this works. That is our responsibility. If someone does not want to spread a sickness, they should not come to the chamber if they are not feeling well. We have a personal responsibility as well. We are all adults in this chamber. Why can we not do that? Why does the government have to make a rule to tell people not to come to work if they do not feel well? That is what I ask. We can do that on our own. We are intelligent people. Accountability is what this is all about. The government thinks it can hide over virtual Parliament until June of 2022. My constituents in Regina—Lewvan do not want that. They want us to be in this chamber. They want government ministers to be answering questions in person instead of having technical difficulties over Zoom. That is what I am talking about. There are also two different sides to Liberal members. There are Liberal members and the House leader in the media saying it is all about safety. Then the cameras go off and they are hugging people all over during our opening day. Each and every one of these members went and hugged people throughout the chamber on opening day when we were here. What is the difference? Why is that okay? Is it because there are no media and they can feign their hypocrisy? When the cameras are on, it is all about safety, hand over heart. Then they can jump on a plane, go to COP and rub shoulders with Leonardo DiCaprio. That is okay. They can go and hang out with their global elitists in Glasgow, but they cannot stand up for their constituents in this chamber. That is what we get with a few of the Liberal members. Some Liberal members have the best intentions. I have worked with the member for Kings—Hants on the agriculture committee and he has done his duty on agriculture, but I am sure he would rather be here. I am sure he would rather be in this chamber. Actually, I heard him say that. There is the Maritime bubble. If I am able, I would rather be in the chamber. I wish some Liberal members would have talked to their leadership like that before this motion was brought forward. I think there are a lot of Liberal members who feel like their jobs should be in this chamber, and they want to be here as much as possible. However, they did not have a caucus meeting until 50 days after the election, so they probably never got a chance to have that conversation. Unfortunately, if there was a bit more collaboration on the Liberal benches, maybe they would have heard their members and said, “It is time for most Canadians to go to work to earn a paycheque and we should, too.” When it comes down to it, what we are really talking about is the need for us to be leaders and to show the people who sent us here, after a $600-million cabinet shuffle, that we are going to be here and standing up for their rights. Liberal members must feel that same way, because I do not think someone puts their name on a ballot to sit in front of a screen. I do not think any of them did that. I believe in my heart that they want to represent their constituents as well. I am hoping that when all is said and done, we make sure the Liberal front benches hear from their back benches that they want to come to work, too. To have this motion on the Order Paper and say we are going to shut down real Parliament until June 2022 shows that this is more about political gamesmanship than about the safety of those here. I believe that the parliamentary precinct has done a great job of making this a safe place. I believe they worked hard and they did all they could to make sure we could do our jobs over virtual Parliament when we had to, but now we can do this in person. I will give a shameless plug to the Saskatchewan Roughriders. They are having a home playoff game on Sunday. There are going to be 33,000 people at Mosaic Stadium watching our Riders beat the Calgary Stampeders. If we can do that, if we can fly to Glasgow and rub shoulders with global elites at COP, 338 of us can sit here in this chamber to make sure we are passing laws for the people of Canada and make sure we are going to work to represent our constituents. That is what I want to do and that is what my request is. To some of the back bench Liberals, talk to the front benches and ask if it is not possible that we can sit here in person and make sure we are doing our jobs so that each and every Canadian has a representative in this chamber.
