Mr. Speaker, I rise today to present a petition and bring it to the attention of the Minister of Justice and Attorney General of Canada. In its decision on R. v. Bissonnette, the Supreme Court struck down section 745.51 of the Criminal Code, which allowed parole ineligibility periods to be applied consecutively for mass murderers. What this ruling would actually do now is revictimize those family members who thought that people who are guilty of committing multiple mass murders would never get an opportunity for parole. The petitioners urge the government to reconsider, even to the point of using the notwithstanding clause, to protect victims and their families from having to go through the trauma of a parole hearing for a mass murderer.

Mr. Speaker, I hear from my constituents that their faith in the justice system is absolutely shaken. Rural communities repeatedly targeted by repeat offenders want serious action. Instead, the government is going to let the people who are beating, robbing and shooting at them stay out of jail for these and even more serious offences. This will make things worse. The government's justice reforms fail to address overrepresentation of minority groups in the prison system and they also fail to enhance public safety. Why does the government not do something useful instead of just virtue signalling all the time?

Mr. Speaker, the Liberal government's approach to justice reform has been an abject failure. It prioritized the wants of offenders over the needs of victims. There has been a consistent increase in the amount and severity of crime since the government took office, especially in Liberal ridings. Bill C-5 continues to gut our justice system by removing minimum penalties for criminals who commit serious gun crimes. When will the Prime Minister finally admit his plan is not working, change course and stand up for victims instead of criminals?
