Mr. Speaker, as everyone in this House is fully aware, this weekend marked the second anniversary of Putin's unprovoked and illegal war on Ukraine. Given the unspeakable violence Putin has unleashed on Ukrainians, which I can speak to as someone who has been there three times since the war started, I am incredibly proud to present a petition today that I have received from citizens across Canada. As members are aware, we have welcomed over 210,000 displaced Ukrainians to Canada, pursuant to the Canada-Ukraine authorization for emergency travel. I know I speak on behalf of every member in this House when I say that they have been contributing to our communities from sea to sea to sea. The petition I have been asked to present is to ensure that there is no uncertainty insofar as their future prospects are concerned or delay in implementing a PR pathway program for them. The petitioners are calling upon our government to provide Ukrainian nationals displaced to Canada in the aftermath of Russia's invasion of Ukraine with a streamlined pathway to permanent residence, which would address those who are not beneficiaries of the family reunification pathway announced on October 23, 2023.

Madam Speaker, International Women’s Day provides the international community a unique opportunity to assess the progress made in promoting the rights, security and well-being of women across the globe. Regrettably, over the past year we have witnessed considerable backsliding on the fundamental rights of women to determine their own fate around the world. Undoubtedly, such developments should concern us all. In the last year, women in Ukraine, Iran and Afghanistan have been subjected to troubling atrocities. In Iran and Afghanistan, we watched despicable regimes systematically silence and sideline women. In Ukraine, women are the victims not only of an illegal and barbaric invasion, but also of a host of important crimes committed by their eastern neighbour. Despite such challenges, women in all three of these countries have demonstrated what can only be described as awe-inspiring courage, exemplary bravery and unflinching resolve to fight back. Women in each of these countries have proven steadfast. Their indomitable spirit should remind us all of our responsibilities, not only at home but abroad as well.

Mr. Speaker, I have the honour to present, in both official languages, the following two reports of the Standing Committee on Foreign Affairs and International Development: the ninth report, entitled “The 2002 Extreme Flooding in Pakistan: Saving Lives and Supporting a Climate-Resilient Recovery”, and the 10th report, entitled “The Russian State's Illegal War of Aggression Against Ukraine”. Pursuant to Standing Order 109, the committee requests that the government table a comprehensive response to each of these two reports.

Mr. Speaker, two months after Putin's full-scale invasion of Ukraine, estimates suggest that over 2,100 Russian missiles have rained down on Ukraine, displacing 12 million, damaging over 200 health care facilities, and destroying 200 heritage sites throughout the country. While visiting Irpin, Bucha and Borodyanka last week, I witnessed first-hand the mass atrocities and unspeakable crimes Russia has visited upon Ukraine. Despite such unconscionable brutality, every Ukrainian I encountered represented an awe-inspiring profile in courage and fortitude. That is why the surprise visit by our Prime Minister, Deputy Prime Minister and Minister of Foreign Affairs to Kyiv was crucial, a testament to our country's unwavering commitment to support Ukraine and hold Putin to account. Proud Ukrainians will never relent, and neither should we in our assistance.

Madam Speaker, four weeks after Vladimir Putin's latest illegal invasion of Ukraine, two facts are crystal clear. Putin's capacity for impunity knows no bounds, and the resolve and fortitude of Ukrainians is unparalleled. While in Poland last week, I witnessed first-hand the mass displacement Putin's military has unleashed. While heart-wrenching, the trip confirmed for me that Putin's atrocities have galvanized the international community like never before. At every town along the Polish-Ukrainian border, I was inspired to witness numerous humanitarian agencies and NGOs and to catch glimpses of countless individuals from around the world arriving to aid Ukrainians. At times like this, we must all resolve to ensure that our country continues to prove steadfast in supporting the Government of Ukraine and that we do all we can to assist individual Ukrainians in their hour of need. Let it never be said that our country shirked from its responsibilities.
