Mr. Speaker, I marvel at the temerity of a person who would stand in the House, vote against a well-earned pay raise for every member of the Canadian Armed Forces, and then stand up and pretend that they actually care about the men and women who serve in our forces.

Mr. Speaker, I would simply remind the member opposite that Canada has one of the most rigorous military export regimes in the world, and we are vigilant in ensuring that all military technology being shared with any other foreign country rigorously meets the standards that have been set for us.

Mr. Speaker, making sure that we provide adequate supports, particularly for housing and child care, is absolutely essential for us to support the men and women who serve in the Canadian Armed Forces.
That is why, in our recently released defence policy, we have included a substantial investment of over $300 million to build housing. That work has begun and will continue apace.
I look forward to working with all members of the defence committee as we bring forward important new initiatives to support the men and women of the Canadian Armed Forces.

Mr. Speaker, perhaps I should send a copy of our new policy update for defence to the member opposite because it is quite clear he has not read it.
What I can tell the House is that this is a historic investment in new capabilities, in maintaining the equipment and in ensuring that we can not only support the members of the Canadian Armed Forces but also grow our numbers. There is money for housing. There is money for other supports. There is a new focus for the Canadian Armed Forces in the defence of Canada that will make us strong at home to help us be strong around the world.

Mr. Speaker, first of all, let me respond, because I share the concern about the welfare of every member of the Canadian Armed Forces. We work very hard to make sure that our forces receive all the supports in housing and financial supports that they require to do the important missions they perform for all of us in this country. We recently negotiated, for example, a very substantial pay raise, because they have earned it and they deserve it, which is why it was such a huge disappointment when that member and all of his colleagues voted against the money for that pay raise.
We have a responsibility in the House to support the men and women who protect our country.

Mr. Speaker, I am pleased to share with the House that, yesterday, we released our renewed vision for defence. “Our North, Strong and Free” is a clear plan to build Canadian Armed Forces that will defend our sovereignty and protect our interests globally.
It is a responsible plan that will support the members of the Canadian Armed Forces and help us grow their numbers. It is a plan to acquire and maintain the equipment and capabilities that they require to fulfill their missions. It is a plan to assert our sovereignty to defend our country and our continent. Finally, it is a plan that makes us strong at home so that we can be strong around the world.

Mr. Speaker, I could not agree more with the member for Waterloo.. Creating meaningful and lasting cultural change for the Canadian Armed Forces is imperative.
I am pleased to share that this morning I had the opportunity to table Bill C-66, the military justice system modernization act. This legislation would address nine of the recommendations from the Justice Arbour and Justice Fish reports. It will uphold our governments commitment to building a more inclusive, respectful and professional Canadian Armed Forces.
For every member of the Canadian Armed Forces, I want to advise that we have heard them. We have heard them clearly and we will do whatever is required to provide them with a safe and inclusive workplace.

Mr. Speaker, Canadian Force Morale and Welfare Services is a trusted partner in the defence enterprise. They provide important services to our members.
We have met with both parties, and we are encouraging them to meet again at the bargaining table. CFMWS will continue to work with union representatives to reach agreements and to minimize impacts to CAF members. CAF members and their families are our top priority, and providing the supports that they require remains our priority.

Mr. Speaker, many people in the House profess to support members of the Canadian Armed Forces, yet when it came time to put their money where their mouths are, they were not there. When it came time to vote for a pay raise for members of the Canadian Armed Forces, every single Conservative voted against it. That is the height of hypocrisy.

Mr. Speaker, that is an extraordinary comment. I would like to commend the member for being able to say it with a straight face because the fact is that we gave members of the Canadian Armed Forces a very significant raise just last year. When it came before the House for a vote for the money for that raise, every single Conservative on that side of the House voted against it. Perhaps they should scrap the crap.

Mr. Speaker, the member opposite began his question by talking about all the things the Conservatives propose to do at some point in the future. However, let us remember what they did when they were in government. They cut defence spending, for example, to less than 1% of GDP. They cut the resources of the police, our national security and intelligence advisers, and all the people whose job it is to protect us and to maintain the integrity of our institutions. They cut them.
We have been rebuilding the government to get the work done, and we are prepared to take the action necessary—

We have suspended the member and launched a thorough investigation to determine how this individual came to be employed.

Mr. Speaker, 24 hours after we became aware that the CEO of Dalian was a DND employee, we took action. We have suspended all contracts with Dalian. We have suspended the employee and launched an investigation of how this person became an employee of DND in the first place.
We will act to ensure that we protect the integrity of our institutions and our government.

As soon as we were made aware that the CEO of Dalian was a DND employee, we took immediate action to suspend all contracts with Dalian, and I can confirm for the House that all active contracts with Dalian have been suspended. I can also confirm for the House that the person in question has also been suspended.
The matter will be thoroughly investigated.

Mr. Speaker, it is an extraordinary question coming from the member, inasmuch as he voted against the pay raise we recently gave to Canadian Armed Forces members. He should also be aware that Canadian Armed Forces policy caps rents for all members using armed forces military housing at 25% of their gross income.
We will continue to make investments in Canadian Armed Forces housing and all of the supports that he keeps voting against.

Mr. Speaker, of course, the member opposite is once again badly misinformed. In fact, when this was reported in the press, the Canadian Armed Forces in Nova Scotia canvassed all of the members of the armed forces and determined that all of them were properly housed and that the reporting was false.

Mr. Speaker, this is an important question because the services provided by those non-public employees are important to the Canadian Armed Forces, and those workers deserve a decent contract. We support a resolution of this labour dispute at the table, and we will continue to support both sides coming back to the table. That is the right place to find the solution.

Mr. Speaker, sadly, the member for Davenport is right. Just last week, the Conservatives voted against funding for Canada's military operations, they voted against compensation improvements for CAF members and they voted against military aid for Ukraine under Operation Unifier. Under Operation Unifier, we are doing vital work, including training nearly 40,000 Ukrainian troops and supplying Ukrainian forces with the munitions and equipment they need.
We will stand up for our troops. We will stand with our allies and partners. We will stand up for Ukraine, even if the Conservatives cut and run. Hansard remembers.
