I call this meeting to order. Welcome to meeting number 61 of the House Commons Standing Committee on Justice and Human Rights. Pursuant to the order of reference of March 27, 2023, the committee is meeting to continue its study of Bill C-41, an act to amend the Criminal Code and to make consequential amendments to other acts. Today's meeting is taking place in a hybrid format, pursuant to the House Order of June 23, 2022. Yes, Mr. Genuis.

Thank you, Chair. I would like to move the following motion, which has been discussed with other parties. It was not formally put on notice, but it is on the matter at hand. The motion is: That the committee report the following to the House: That the committee recommends to the House that it be granted the power during its consideration of Bill C-41 to expand the scope of the Bill in order to respond to recommendations from international development organizations. That's the motion, Chair. Just to speak briefly on the motion, it's become clear during the clause-by-clause consideration of this bill that there are significant problems with it, problems that can most effectively be resolved if we are able to slightly expand the scope of the bill. As such, I would suggest that this committee move forward as quickly as possible with asking the House to give us the powers that we need to make the changes to the bill that are required to respond to what we've heard from international development organizations about what will allow them to do their work. Thank you.
