Ontario Bill 14

43rd Parl. 1st Sess.
November 21, 2022
  • This is a bill that aims to address the climate crisis and its impact on public health in Ontario. It includes the enactment of three acts: the Climate Crisis Health Action Plan Act, the Ontario Climate Crisis Strategy for the Public Sector Act, and the Select Committee on the Climate Crisis Act. The Climate Crisis Health Action Plan Act requires the Minister of Health to develop and publish a strategic action plan to prepare Ontario's public health and healthcare systems for the health risks caused by the climate crisis. It also establishes a Climate Crisis and Health Secretariat and a science advisory board to support these efforts. The strategic action plan will identify key health risks, vulnerable communities, and strategies to mitigate the negative effects of the climate crisis on health. The Ontario Climate Crisis Strategy for the Public Sector Act aims to encourage action on the climate crisis within the public sector. It requires the establishment of the Ontario Climate Crisis Strategy for the Public Sector, which will set goals for reducing greenhouse gas emissions from public sector activities, such as facilities and vehicles. The strategy will also aim to reduce energy consumption and promote the use of innovative technologies. The Select Committee on the Climate Crisis Act establishes a select committee to study and make recommendations on the climate crisis in Ontario. Overall, these acts aim to address the climate crisis and its impact on public health and promote sustainable practices within the public sector in Ontario.

There are three parts to this bill. The first is to develop and publish a strategic action plan that aims to ensure that Ontario’s public health care system is actually prepared to deal with the climate crisis.

The second part is to set up a climate crisis strategy for the public sector to maximize the impact of the public sector on preparations for the climate crisis and to mitigate the effects of increased emissions.

Lastly, it’s to set up a select committee of this Legislature to put together a plan for Ontario as a whole to take on this issue.

Ms. French moved first reading of the following bill:

Bill 15, An Act to amend the Highway Traffic Act to create an offence of contravention causing death or serious bodily harm / Projet de loi 15, Loi modifiant le Code de la route pour ériger en infraction le fait d’avoir causé un décès ou des blessures corporelles graves pendant la commission d’une contravention.
