44th Parl. 1st Sess.

  • This bill, called the National Freshwater Strategy Act, aims to create a national strategy for the conservation, protection, and use of fresh water in Canada. The Minister of the Environment will work with representatives from provincial and municipal governments, Indigenous groups, scientists, researchers, and environmental organizations to develop this strategy. The Minister will hold a conference with these stakeholders to gather their input. Within two years, a report outlining the national strategy will be prepared and presented to Parliament. The report will also be published on the Department of Environment's website. After five years, a co

SteelmanSpren in Favour

  • A steelman argument in favor of Bill C-217, the National Freshwater Strategy Act, could be as follows: A national strategy for the conservation, protection, and use of fresh water is crucial for the long-term sustainability of Canada's water resources. Freshwater scarcity and pollution are pressing issues that need to be addressed at a national level. Developing a comprehensive strategy, as outlined in Bill C-217, would ensure coordination and collaboration among different levels of government, Indigenous groups, scientists, researchers, and civil society organizations. By establishing clear drinking water standards and implementing them effectively, Canadians can have access to safe and clean water, regardless of their location. This strategy would also consider freshwater issues in international agreements, highlighting Canada's commitment to protecting this vital resource on a global scale. SteelmanSpren Against

  • One possible steelman argument opposing Bill C-217 is that a national strategy in relation to fresh water may not be necessary or effective in addressing the conservation, protection, and use of fresh water resources. Opponents of the bill may argue that water management is primarily a provincial responsibility, and a national strategy could undermine the authority and autonomy of provincial governments in managing their own water resources. They may contend that each province has unique challenges and circumstances related to fresh water, and a one-size-fits-all approach may not be suitable. Furthermore, opponents may argue that the consultation process outlined in the bill may be time-consuming and impractical. Involving multiple stakeholders, including provincial and municipal governments, Indigenous groups, scientists, and civil society organizations, could lead to conflicting interests and delays in decision-making.
