There seems to be a telephone ringing. I am not sure if it is the member's telephone that may be ringing, but I would ask members, when they are taking the opportunity to speak, to ensure their telephones and earpieces are not on their desks, as they can cause problems for the interpreters. The hon. parliamentary secretary.

May I interrupt the hon. member? There is a lot of noise, and I am not sure if the noise is coming from individuals in the hall outside. I will ask the Sergeant-at-Arms to go check that out. I know people are probably filing in, but it is getting a little loud, and we want to make sure we hear what the hon. member has to contribute. The hon. member for Portage—Lisgar.

That is not a point of order. I would ask members that when they raise points of order to please ensure it is a point of order. The hon. member has only been speaking for four minutes at this point. He still has 16 minutes and hon. members will have 10 minutes for questions and comments. I would ask members to please wait to ask questions or to make comments.
