It is my duty to inform the House that a vacancy has occurred in the representation, namely Ms. Bennett, member of the electoral district of Toronto—St. Paul's, by resignation effective Tuesday, January 16. Pursuant to paragraph 25(1)(b) of the Parliament of Canada Act, I have addressed a warrant to the Chief Electoral Officer for the issue of a writ for the election of a member to fill this vacancy. It being 11:03 a.m., the House will now proceed to the consideration of Private Members' Business as listed on today's Order Paper.

Following discussions among representatives of all parties of the House, I understand there is an agreement to observe a moment of silence to commemorate the National Day of Remembrance of the Quebec City Mosque Attack and Action against Islamophobia. I would now invite hon. members to rise and honour the memory of the victims of the attack that happened seven years ago, on January 29, 2017. [A moment of silence observed]

Following the previous response and before I give the floor to the Deputy Prime Minister and Minister of Finance, I would like to remind the House that the Chair has issued a statement about associating a given political party with an unacceptable regime. In the interest of maintaining decorum and respect in the House, it is very important not to associate a party with regimes that are not well regarded. The Deputy Prime Minister and Minister of Finance has the floor.

I am very grateful to the member for Montcalm for his intervention. It gives me another opportunity to remind all members that they must remain silent when they do not have the floor, when the Chair has not given them the floor in the House of Commons. This is very important for the sake of order and decorum, but as the member for Montcalm pointed out, it is also a health issue. We need to avoid a situation where MPs have to turn up the volume to hear questions and answers properly in the House of Commons. It is a duty that falls to all of us.
