Madam Speaker, the hon. member points to an enormous problem that is ever growing. In fact, I would point to the weekend's newspapers talking about an issue of Mexican labourers in northern Toronto. The numbers are very difficult to come by. Whatever estimates we have are way below the reality. In that respect, it is very difficult. I want to cover off the issue of resources. I do not think this bill is going to be resource heavy. What it really requires is getting the Aussie and U.K. legislation, looking at them, taking what we think is best for us, putting up a website and making some elements in the public safety ministry responsible for it.
