The hon. member has a good point, but it was a question of timing. We had gone over the time when we should have started Private Members' Business. Since the hon. member for Montcalm did not ask a question but made more of a comment, I thought it would be appropriate to leave the other two minutes until later. I agree that it is not the normal practice. Had it been a question, yes, I would have asked the hon. member to answer. An hon. member: He asked if he had read the report. The Assistant Deputy Speaker (Mrs. Alexandra Mendès): He asked him to read a report. That was my judgment. The comment the hon. member made was not necessarily a question but more of a comment. However, the hon. member does have two minutes left for questions and comments right after Private Members' Business.
