Madam Speaker, I have a question for the member on the other side after listening to him. I note that he spoke ad lib on this. I am not sure he has read the bill. I am not sure he has spoken to anybody in the criminal justice system or anyone who might be affected by this legislation. Therefore, I would encourage him to take a look at and comment in this House on the concept of broken windows. As members know, years ago several successful American cities had to revert back to rather stringent legislation in order to stop crimes from escalating, because they were not dealt with appropriately enough at certain stages. That caused a very successful outcome, where they had less crime in the city. Would he like to comment on the eventual outcome and what he would see at the end of this legislation?
